SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
AUGUST 29, 1978
The meeting was called to order at 7:10 p.m.
Roll Call: Heintz, Norberg, Hentges, Nawrocki - present
PURPOSE OF MEETING
Mayor Nawrocki stated that this was a special meeting of the Council called for
the purpose of dealing with a Community Development Block Grant application
and the Housing Assistance Plan which is a part of same.
The City Manager stated that the purpose is to have a review of the Housing
Assistance Plan and present two resolutions to the Council for approval.
PRESENTATION OF INFORMATION
Lee Ballard, HRA staff, noted the corrections in the Housing Assistance Plan.
Councilman Norberg commented that this is a textbook example of a City doing
something which it doesn't want to do in order to get its money back from the
federal government. He stated he isn't comfortable with the idea of a subsidized
ghetto in the downtown development area. Councilman Heintz noted that much of
the money will be used to redevelop homes or businesses and the City has to
either take the whole package or nothing. Discussion followed on the program's
plans for the first year.
Councilman Logacz joined the meeting at 7:27 p.m.
Mayor Nawrocki commented that if the Council doesn't like the way the Housing
Assistance Plan is handled they should talk to their congressmen because they
are the ones who can change it.
RESOLUTION 78-35
ADOPTING A HOUSING ASSISTANCE PLAN
FOR THE CITY OF COLUMBIA HEIGHTS
WHEREAS, the City of Columbia Heights recognizes that preservation and expansion
of its housing stock to meet the needs of low and moderate income citizens of
the community is a goal of primary importance and,
WHEREAS, the Housing Assistance Plan is a necessary component of the full
application for Community Development Block Grant funds, and,
WHEREAS, the City Council has reviewed the plan which was developed under the
Department of Housing and Urban Development and Metropolitan Council guidelines,
and found its content to be consistent with the housing goals of this community
and,
WHEREAS, the City Council has duly held a public hearing on the Housing Assistance
Plan on August 28 and 29, 1978.

THEREFORE, BE IT RESOLVED THAT:
1. This Housing Assistance Plan be adopted by the City of
Columbia Heights, Mn.
The plan be transmitted as part of the full application for
Community Development Block Grant funds to the State Planning
Agency, Metropolitan Counci] and Department of Housing and
Urban Development for their review and consideration.

RESOLUTION 78-36
AUTHORIZING THE PREPARATION AND SUBMISSION
OF A FULL APPLICATION FOR
COHMUNITY DEVELOPMENT BLOCK GRANT FUNDS
WHEREAS, the City Council, after two public hearings and careful review of the
needs of the community, authorized the Housing and Redevelopment Authority to
prepare and submit a pre-application for the three year C.D.B.G. Small Cities~
Program, and,
WHEREAS, the three activities presented in the pre-application were invited by
the Department of Housing and Urban Development to be submitted in full
application form. These activities being:
l. Acquisition of real property for the new construction of moderate
income family condominiums.
2. Structural rehabilitation loans and grants.
3. Acquisition, relocation and rehabilitation of a seventeen (17)
unit apartment building for low and moderate income housing, and,
WHEREAS, this full application has been reviewed by the Council.
NOW THEREFORE BE IT RESOLVED BY THE CITY OF COLUMBIA HEIGHTS THAT:
The Mayor and City Manager be authorized to sign and transmit
copies of a full application for Community Development Block Grant
Funds to the Metropolitan Council, the State Planning Agency, and
the Department of Housing and Urban Development for their review
and consideration of the activities for which Federal assistance
is requested.
2. The Housing and Redevelopment Authority be authorized to administer
these activities funded by the grant.
