SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
AUGUST 28, 1978
The meeting was called to order at 7:07 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - present
PURPOSE OF MEETING
City Manager Bocwinski stated that the meeting was to discuss the Housing
Assistance Plan as it relates to the Community Development Block Grant
application.
PRESENTATION OF INFORMATION
Roger Jensen, HRA Director, stated that HUD has invited the City to submit an
application for 1.7 million dollars in CDBG funds. Some of the programs projected
last year have been cancelled so the Housing Assistance Plan has to be updated.
There are three parts to the plan (1) housing needs, (2) two year goal, (3) one
year goal.
Lee Ballard, HRA staff, explained the Housing Assistance Plan; number of units
available, types of financing available, different HUD and MHFA programs,
rehabilitation of units, and other aspects of the plan.
Councilman Norberg asked about the zoning requirements and waivers expected under
this plan. Mr. Ballard stated some rezoning may be necessary to provide for
growth but it will be on an individual basis upon approval of the Council. Roger
Jensen stated that the HRA will encourage rehabilitation within the present
Planning and Zoning ordinances.
Mr. Ballard went on to explain the remainder of the plan with several noted
changes. Discussion followed on whether the 17 unit building, which is part of
the housing plan, will be totally Section 8 rental assistance or available for
rent at market prices; the first and second year plans and whether they can be
changed if the developerls plans do not work out next year; and how this
development will affect present businesses in Columbia Heights.
Mayor Nawrocki noted that there is no action to be taken tonight. The second
hearing will be held August 29, Tuesday, at 7:00 p.m.
