REGULAR MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
SEPTEMBER 25, 1978
The meeting was called to order at 8:10 p.m.
Roll Call: Logacz, Heintz, Norberg - Present
Council President Heintz noted that Mayor Nawrocki and Councilman Hentges
were out of town.
INVOCATION
The invocation was given by Councilman Norberg.
MINUTES OF PREVIOUS MEETINGS
Motion by Norberg, seconded by Logacz, that the minutes of the September ll
public hearing and the regular meeting of the same date be approved as
submitted in writing and reading be dispensed with.
Roll Call: All Ayes
PAYMENT OF BILLS
Motion by Norberg, seconded by Logacz, to pay the bills as listed except
bills #26868, 26910 and 26911.
Roll Call: All Ayes
Councilman Norberg questioned bills #26874 to General Office Products Co.,
#26885 to Donna Ingvarsson, #26920 to Dick Selander, and #26935 to Don
Buzzell and requested backup information.
The City Manager stated that there is a bill that did not get on the list
made payable to Robert Diedrich, architect for the City Hall addition, in the
amount of $605 that should also be approved.
Motion by Norberg, seconded by Logacz, to pay Mr. Diedrich the additional bill
of $605.
Roll Call: All Ayes
The City Manager stated there was an item on the Sullivan Lake dredging to
authorize staff to purchase chemicals needed to speed along the process of
dredging. The low bid was from Nalco at $595 per two 55 gallon drums.
Approximately 14 drums will be needed.
Motion by Logacz, seconded by Norberg, that Nalco Chemical Company be awarded
the bid for 14 drums of Nalco polymer #8103 at the price of $595 for two drums
not to exceed $5,000, based on low informal bid, and Mayor and City Manager be
authorized to enter into contract for same.

Discussion followed on the next lowest bid, the specs on this product,
and the total amount needed.
Roll Call: All Ayes
Council President Heintz stated that since the remainder of the agenda may
require 4/5 vote and since two members were not present, he would suggest
the meeting be adjourned and the rest of the business be taken up on Oct. 2.
Motion by Logacz, seconded by Heintz, to adjourn the meeting until Monday,
October 2 at 8:00 p.m.
Roll Call: Logacz, Heintz - Aye
Norberg - Nay
The meeting was adjourned at 8:25 p.m.
