HomeMy WebLinkAboutNov 13, 1978 (3)OFFICIAL PROCEEDINGS REGULAR MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA NOVEMBER 13, 1978 The meeting was called to order at 8:45 p.m. Roll Call: Logacz, Heintz, Norberg, Hentges - present It was noted that Mayor Nawrocki was out of town. INVOCATION The invocation was given by Councilman Norberg. MINUTES OF PREVIOUS MEETINGS Motion by Hentges, seconded by Norberg, to approve the minutes of the regular meeting of October 23, the October 24 continuation, and the October 30 special meeting as presented in writing and reading be dispensed with. Roll Call: All Ayes RESOLUTIONS: 1. Setting License Fees for 1979 RESOLUTION 78-58 SETTING LICENSE FEES FOR 1979 BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights that the following list of license fees (as per attached) be set for 1979. Passed this 13th day of November, 1978. Offered by: Norberg Seconded by: Hentges Discussion followed on the several types of food vendors and if all were charged license fees. Councilman Heintz asked the City Manager and City Attorney to look into this and report back to the Council. Roll Call: All Ayes 2. Setting Maximum Income Levels for Senior Citizens to Qualify for Lower Rates on Utility Charges RESOLUTION 78-59 SETTING MAXIMUM HOUSEHOLD INCOME LEVELS FOR LOW INCOME SENIOR CITIZENS TO QUALIFY FOR LOWER RATES ON GARBAGE SERVICE, SEWAGE DISPOSAL, AND WATER SUPPLY IN THE CITY OF COLUMBIA HEIGHTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that November 13, 1978 Page 2 WHEREAS, it is the intention of this City Council to assist our senior citizens who may be attempting to retain a reasonable standard of living primarily from pensions, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia Heights that senior citizens utility rates for residents 62 years of age or older with a maximum household income of S7,000 per year be set as Follows: Minimum Water Use: Sl.O0/month for 600 cubic Feet or less Maximum Sewer Disposal: $2.00/month Garbage Pick-Up Rate: $1.O0/month BE IT FURTHER RESOLVED that said rates be effective on billings submitted after January 1, ]979 following receipt of the proper forms From the individual senior citizens. Passed this ]3th day of November, ]978. Offered by: Logacz Seconded by: Hentges The City Manager explained the criteria used to determine the figure of S7,000 as the maximum income and possible methods of verifying the income. Motion by Norberg, to table this until answers can be gotten to the questions of verification of income and how much this will cost the City. Motion dies for lack of a second. Councilman Hentges pointed out how the cost of living has hit senior citizens and why they should be given this reduced rate for their utilities. Councilman Norberg stated he cannot vote for the resolution unless he knows how much it will cost the City. Roll Call on resolution: Logacz, Heintz, Hentges Norberg Nay Aye ORDINANCE REZONING 651 46th AVE. N.E. The City Manager recommended that this be tabled. The Planning and Zoning Commission will raeet on November 27 to discuss this rezoning. Motion by Hentges, seconded by Norberg, to table the consideration of the reading of the ordinance pertaining to 651 46th Ave. until the next regular Council meeting on November 27. Roll Call: All Ayes November 13, 1978 Page 3 ORDINANCE 879 REZONING PART OF CRESTVIEW PROPERTY A first reading of an ordinance rezoning part of the N.E. 1/4 of section 36, township 30, Range 24 from R-l, one family residential, to R-3 multiple family residence was held. 25 MPH ON RESIDENTIAL STREETS Motion by Norberg, seconded by Logacz, that the Council support the St. Anthony Jaycees, League of Minnesota Cities, and the Institute of Transportation Engineers in reducing the 30 mph speed limit to 25 mph on all residential streets excluding those roads that are trunk highways, and municipal or state aid roads. Councilman Hentges stated his concern that people will not know which streets are municipal or state aid roads. Motion by Hentges, seconded by Logacz, to amend the motion to read all residential, municipal state aid, county aid trunk roads developed with residential property or churches to be rezoned to 25 mph. Discussion followed on an alternative method of simplifying the motion. Councilmen Hentges and Logacz withdrew their motion to amend. Motion by Norberg, seconded by Logacz, to strike the words at the end of his motion "and municipal or state aid roads". The motion will now read: That the City support the St. Anthony Jaycees, League of Minnesota Cities, and the Institute of Transportation Engineers in reducing the 30 mph speed limit to 25 mph on all residential streets excluding those roads that are trunk highways. Councilman Heintz stated he won't vote for this because the problem of speeders wouldn't exist if the Police Department enforced current laws. Creating a different law won't solve the problem. Roll Call: Logacz, Norberg, Hentges - Aye Heintz - Nay 37th AVENUE AND MADISON PLACE Discussion on the present status of the stop signs at 37th and Madison Place. Motion by Hentges, seconded by Logacz, that the City concur with the City of Minneapolis' plan to install a four-way stop sign at 37th and Madison Place. Councilman Norberg stated he thinks stopping traffic on a main tohoroughfare like 37th is stupid. Roll Call: Logacz, Hentges - Aye Heintz, Norberg - Nay Motion fails November 13, 1978 Page 4 COMMUNICATIONS: 1. Letter concerning Installation of Storm Drain between Buchanan St. and Lincoln St. This was for the Council's information. 2. Letter from Coon Rapids regarding a Recreational Area Coon Rapids is proposing a committee be formed to explore the possibilities of acquiring ]and to be used as a recreational area for mini-bikes, motorcycles, and snowmobi]es. Motion by Hentges, seconded by Logacz, that the City does not participate in the project. Motion by Norberg, seconded by Heintz, to refer this to the Park Board for a recommendation and report back to the Council. Roll Call: All Ayes 3. Report on Liquor Operations This was for the Council's information. OLD BUSINESS: 1. Columbia Court Plat The City Manager is asking that this be tabled. The neighbors indicated that they weren't informed of the meeting until today and this wasn't enough time to make plans to attend. Motion by Norberg, seconded by Logacz, to table this until the special meeting called for November 20. Roll Ca]]: All Ayes NEW BUSINESS: I. Bids on City-Owned Used Cars Motion by Hentges, seconded by Logacz, to sell the following used cars: 1970 Ford Custom to Fred Swan for $150.O0, 1968 Pontiac Tempest to Greg Chapman for $275.00, 1971 Ford Custom to Gregory Anderson for $301.76, and I974 Dodge Coronet to George Anderson for $236.8l based on high informal bids received. Roll Call: All Ayes 2. Appointment to Anoka County Community Corrections Board Motion by Logacz, seconded by Hentges, to concur in the appointment of Tim Yantos to the Anoka County Community Corrections Board. Informal Quotations on Hydraulic Safety Shoring Equipment Motion by Logacz, seconded by Norberg, to award the informal quotation on hydraulic safety shoring equipment to Speed Shore from Kilmartin's Tool House, in an amount of $2,154.86; and to authorize an expenditure of up to $500 for sheeting for same and that the Mayor and City Manager be authorized to enter into contract for same. Earl Gustafson stated that the City has been renting this equipment in the past for about $75 per occurrence. Roll Call: Logacz, Heintz, Norberg - Aye Hentges - Nay 4. Paving on 37th Avenue Motion by Logacz, seconded by Norberg, to authorize the Mayor and City Manager to enter into a preliminary engineering agreement for improvements of 37th Avenue from Main Street to Central Avenue. Roll Call: All Ayes 5. Other New Business: Discussion was held on the awarding of the bid for installation of the Midland Coop watermain, the 4Oth and McKinley Storm drain, and the Lincoln and Buchanan storm drain. Motion by Logacz, seconded by Norberg, to award the bid to Burschville Construction, Inc. in the amount of $29,505.70; Bid A for $16,O45.75, Bid B for $2,396.50, and Bid C for $11,063.45 and authorize the Mayor and City Manager to enter into contract with same; the $16,045.75 for the Midland watermain to be contingent upon receiving easements from Midland. The City Manager stated that the bid on the Lincoln and Buchanan St. drain came in 40% over estimate. Councilman Norberg suggested Bid C be struck and the public hearing with the residents in the area be reopened. Discussion continued on whether or not the bids could be separated. Councilman Heintz stated he thought the bid awarding should be tabled and the residents involved be called to another public hearing. Earl Gustafson noted that a completion date of December lOth has been set for these projects. The City Manager suggested the Council award to Burschville on Bids A and B contingent on gaining easements from Midland. Councilmen Logacz and Norberg agreed to withdraw Bid C from their motion, the ncw total of the award is $18,442.25. Roll Call: All Ayes Motion by Norberg, seconded by Hentges, to set an informal hearing for Tuesday, Nov. 21 at 7:30 p.m. to inform the residents of the cost overrun and to consider the awarding of bids. Discussion on whether or not to hold a public hearing now or in the spring and go out for another bid then.
