SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
NOVEMBER 13, 1978
The meeting was called to order at 7:10 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges - present
It was noted that Mayor Nawrocki was out of town.
PURPOSE OF MEETING
Council President Heintz stated that the purpose of the meeting was to have a
hearing on a proposed platting of a roadway or alley from 51st to 53rd, west
of Central Avenue.
PRESENTATION OF INFORMATION
The City Manager stated that this subject came before the Council as part of a
Traffic Commission report asking the Council to consider an alleyway from 51st to
53rd, west side of Central, east of Sullivan Lake. Public Works has estimated
that the assessments will be approximately $38,000. The City Manager explained
the three different methods of assessing property: by front footage, by square
footage, or per parcel.
Earl Gustafson, Public Works Director, showed slides of the proposed alley route and
explained the alternative proposals the Traffic Commission considered before
deciding on this one. Several residents were present and asked questions regarding
the benefit to St. Timothy's Church, how much of the church's property would be taken,
and whether the alley would go through to 53rd Ave.
Earl Gustafson stated he was not looking for a decision from the Council tonight but
only presenting a proposal. Several Park Board members were present and stated they
weren't notified of the meeting until this afternoon and were upset by the lack of
communications with the City staff. They stated the Park Board is not in favor of
the alley taking some of their property.
A member of St. Timothy's Church recommended that the Council table the motion until
a plan has been submitted to all interested parties. He would like the Engineering
Department to make a presentation to the Church Council. The church would like to
be consulted ahead of time and not always after the City has made its plans. He is
also concerned about the traffic problem and the vandalism which may also result.
Discussion followed on why the City didn't install a semaphore at 51st and Central
during the urbanization.
Motion by Hentges to refer this to a five member study committee consisting of a
representative of various departments and the City .Manager.
Motion dies for lack of a second.

Motion by Norberg, seconded by Logacz, to table the question indefinitely, until
such time as the people involved decide it is needed.
