HomeMy WebLinkAboutNov 27, 1978OFFICIAL PROCEEDINGS REGULAR MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA NOVEMBER 27, 1978 The meeting was called to order at 8:30 p.m. Roll Call: Heintz, Norberg, Hentges - Present Council President Heintz noted that Mayor Nawrocki and Councilman Logacz were in St. Louis attending the National League of Cities Conference. INVOCATION Councilman Norberg gave the invocation. MINUTES OF PREVIOUS MEETINGS Motion by Norberg, seconded by Hentges, that the minutes of the special meeting of November 9, the two special meetings of November 13, the regular meeting of November 13, and the special meetings of November 20 and 21 be approved as presented in writing and reading be dispensed with. Roll Call: All Ayes ORDINANCE REZONING 651 46th AVENUE Mr. Ron Lein, 4524 Monroe St., has requested a lot subdivision and rezoning of 651 46th Ave. N.E. He is appealing to the Council the Planning and Zoning Commission's decision to deny his request. Councilman Heintz noted that this will be brought to the full Council on December 11 for a final decision. A first reading of the ordinance rezoning the property was held. The second reading on December 11 will constitute a public hearing. Interested neighbors will be notified of the hearing. PLANNING AND ZONING RECOMMENDATIONS: 1. HRA Request for Rezoning and Lot Subdivision Motion by Hentges, seconded by Norberg, to concur with the Planning and Zoning Commission on the lot subdivision at 1020 43rd Ave. N.E. Roll Call: All Ayes OLD BUSINESS: 1. Appointment of Gordon Schelde to the Site Investigation Committee The City Manager stated that the Park Board has recommended that Gordon Schelde be appointed to serve on the committee to investigate sites for a recreational area in Anoka County to be used for snowmobiling, motorcycling, etc. November 27, 1978 Page 2 Motion by Norberg, seconded by Hentges, that Gordon Schelde be appointed to the committee to investigate sites for a recreational area in Anoka County and that Mr. Schelde be instructed that the Council does not wish him to make any commitments of support, property, or money without prior Council approval. Roll Call: All Ayes 2. State Reimbursement for Snowplowing Councilman Hentges asked the status of the contract for reimbursement from the State for the City's plowing of Central Avenue. The City Manager was directed to look into the matter. NEW BUSINESS: l. Metropolitan Waste Control Commission Joint Use Rental Agreement for 1979 The City Manager stated that this agreement provides for an annual payment to the City for the joint use rental of interceptors. Discussion followed on whether the contract amount can be negotiated. Motion by Norberg, seconded by Hentges, to table this matter until the next regular or special meeting and the City Manager be directed to gather additional information from the Metropolitan Waste Control Commission. Roll Call: All Ayes 2. Other New Business Councilman Norberg stated he would like the Council to express its thanks to Laurie Houk for the substantial and correct minutes that she has given the Council for the last year. CITY MANAGER'S REPORT The City Manager presented blueprints of the City Hall remodeling. Discussion fol]owed on proposed changes in the future HRA offices. PAYMENT OF BILLS Motion by Norberg, seconded by Hentges, that bills as listed be paid out of their proper funds with the exception of ~27700 in the amount of $1,000 to Pat O]ynyk for the queen pageant activities for 1979. Councilman Norberg stated that the bill shouldn't be paid at all unless the Council has an accounting of last year's expenditures. The City Manager was directed to provide the Council with the list of expenses for ]978. Roll Call: Norberg - Aye Heintz, Hentges - Nay Motion fails. November 27, 1978 Page 3 Motion by Hentges, seconded by Heintz, to authorize the payment of bills out of their proper funds. Motion by Heintz, seconded by Norberg, to table the bills until the December 4th special meeting. Councilman Hentges called for a point of order to discuss whether two councilmen could approve the payment of bills. The City Attorney ruled that three aye votes were required to pay bills.
