HomeMy WebLinkAboutNov 15, 1977 PartialOFFICIAL PROCEEDINGS RECESSED MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA NOVEMBER 15, 1977 The meeting was called to order at 9:28 p.m. Roll Call: Logacz, Heintz, Norberg, Nawrocki - present Hentges - absent The Mayor noted that Councilman Hentges would join the Council at a later time. RESOLUTION SETTING GARBAGE RATES Councilman Hentges arrived at 9:35. The resolution setting garbage rates was read on November 14. It was offered by Logacz, seconded by Norberg. There was discussion on the proposed changes in the garbage rates. Administrative Assistant Tim Yantos gave examples of the rates other communities were charging. The Mayor suggested some rate changes to be considered. Councilman Norberg proposed some rate changes that would encourage bigger vats and more frequent pickups. Administrative Assistant Yantos explained the City determines how many times a week the vats are picked up. After further discussion the Mayor reminded the Council that there was a resolution before them. Motion by Councilman Norberg, seconded by Hentges, to amend rates contained in the resolution as follows: Administrative charges on vats to be 1 yard once a week - $3, 1 yard vat twice a week - $3, 1 yard vat 3 times a week - $3, 2 standard one yard vats picked up twice per week - $4, 4 yard vat once a week - $3, 4 yard vat twice a week - $4, and 4 yard vat 3 times a week - $5. Roll Call: Logacz, Norberg, Hentges, Nawrocki - Ayes Heintz - Nay Further discussion on resolution as amended. Motion by Hentges, seconded by Heintz, to amend rates on residential pickups to be set at $3.25 from $3.35 per month. A discussion followed. Roll Call: Heintz, Hentges - Aye Logacz, Norberg, Nawrocki - Nay Amendment fails. Motion by Logacz, seconded by Norberg, to amend to $3.30 from $3.35. Roll Call: Logacz, Norberg - Aye Heintz, Hentges, Nawrocki - Nay Amendment fails. Roll call on resolution (the rates in the resolution as currently offered are as follows: $3.35 per month residential, vat service to be $18 - 1 yard vat once a week, $25 - 1 yard vat twice a week, $31 - 1 yard vat 3 times a week, $48 - 2 standard one yard vats picked up twice a week, $28 - 4 yard vat once a week, $51.50 - 4 yard vat twice a week, and $75 - 4 yard vat 3 times a week.) Hotion by Hentges, seconded by Heintz, to offer the resolution with the following rates: $3.25 private residence, $1 senior citizens, $19 - 1 yard vat once a week, $25 - 1 yard vat twice a week, $31 1 yard vat three times a week, $48 - two standard one yard vats picked up twice a week, $25 - 4 yard vat once a week, $51.50 4 yard vat twice a week, $75 - 4 yard vat three times a week. Amendment by Logacz, seconded by Norberg to set $3.30 instead of $3.25 for residential pickup. Roll Call on amendment: Logacz, Heintz, Norberg, Hentges - Ayes Nawrocki Nay Amendment carries. Roll Call on Amended Resolution: Logacz, Heintz, Norberg, Hentges - Aye Nawrocki - Nay Resolution carries. RESOLUTION 77-71 SETTING RATES ON GARBAGE SERVICE IN THE CITY OF COLUHBIA HEIGHTS BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that In accordance with the rate increase to be paid by the City of Columbia Heights to Dick's Sanitary Service, Inc., garbage contractor, the following rates shall be put in effect as of October 31, 1977 on all billings rendered thereafter: Private residences and each additional dwelling unit in two and three-family buildings .................................... $ 3.30/mo./unit VAT SERVICE: Standard One Cubic Yard Vat: Picked up once per week .............................. $19.OO/month Picked up twice per week ............................. 25.OO/month Picked up three times per week ....................... 31.O0/month Two Standard One Cubic Yard Vats: Picked up twice per week ............................. $48.00/month Four Cubic Yard Vats: Picked up once per week .............................. $2$.00/month Picked up twice per week ............................. 51.50/month Picked up three times per week ....................... 75.00/month November 15, 1977 SENIOR CITIZEN RATES: For low income residents over 62 years of age and a maximum household income of less than $5,000 per year .... $ 1.O0/month BE IT FURTHER RESOLVED that all the foregoing rates are made in order to meet the additional cost of the City of Columbia Heights for these respective services. ORDINANCE REGARDING LICENSING OF CAR STARTING OPERATORS The City Manager explained that the proposed ordinance seems to be more of a burden on most operators and recommended the Council take no further action at this time. Motion by Norberg, seconded by Heintz, that there be no further action on ordinance on car starting operation. Roll Call: All Ayes RESOLUTION REGARDING SIGNALIZATION AT INTERSECTIONS OF 4Oth AND CENTRAL AND 41st AND CENTRAL AVENUES RESOLUTION 77-72 BE IT RESOLVED that the City enter into an agreement with the State of Minnesota, Department of Transportation for the following purposes, to-wit: To provide for payment by the City of Columbia Heights to the State of the City's cost shares of certain Trunk Highway No. 65 (Central Avenue) improvement construction to be performed by the State under contract between 39th Avenue Northeast and 44th Avenue Northeast within the Corporate City limits in accordance with State plans, specifications and special pro- visions designated as State Project No. 0207-40 (TH 65-5). BE IT FURTHER RESOLVED that the Mayor and City Manager be and they hereby are authorized to execute such agreement. (Cooperative Construction Agreement No. 58820) Offered by: Hentges Seconded by: Heintz Roll Call: All Ayes RESOLUTION 77-73 BE IT RESOLVED that the City of Columbia Heights enter into an agreement with the State of Minnesota, Department of Transportation for the following purposes, to-wit: To remove the existing traffic signal and install a new traffic signal and signing on Trunk Highway No. 65 (Central Avenue) at 40th Avenue Northeast (CSAH 2) and at 41st Avenue Northeast and signal interconnect in accordance with Agreement No. 58831, a copy of which was before the Council. BE IT FURTHER RESOLVED that the proper City officers are hereby authorized to execute such agreement, arid thereby assume for and on behalf of the City all of the contractual obligations contained therein. RESOLUTION 77-74 At a regular meeting of the City Council of the City of Columbia Heights duly held on the 14th day of November, 1977, the following Resolution was offered by Norberg, seconded by Heintz, to-wit: WHEREAS, the Commissioner of Transportation for the State of Minnesota has caused to be prepared: plans, special provisions and specifications for the improvement of Trunk Highway No. 5, renumbered as Trunk Highway No. 65, within the corporate limits of the City of Columbia Heights, from 39th Ave. N.E. to 44th Ave. N.E. in Columbia Heights; and, WHEREAS, said plans are on file in the Office of the Department of Transportation St. Paul, Minnesota; being marked, labeled and identified as: S.P. 0207-40 (65-5); and, WHEREAS, said special provisions are on file in the Office of the Department of Transportation, St. Paul, Minnesota; being marked, labeled and identified as: S.P. 0207-40 (65-5); and, which, together with, the "Minnesota Department of Highways Standard Specifications for Highway Construction," Supplemental Specifications for Highway Construction, dated April l, 1976, will govern, and which are on file in the office of the Commissioner of Transportation constitute the specifications for said improvement of Trunk Highway No. 5, renumbered as Trunk Highway No. 65; and, WHEREAS, copies of said plans and special provisions as so marked, labeled and identified are also on file in the Office of the City Clerk; and, WHEREAS, the term, said plans and special provisions, as hereinafter used in the body of this Resolution will be deemed and intended to mean, refer to and incorporate the plans and special provisions in the foregoing recitals particularly identified and described; and, WHEREAS, The Commissioner of Transportation desires in the interest of public safety that any and all parking of vehicles, if such parking is permitted within the corporate limits of the City of Columbia Heights, on said Trunk Highway No. 5, renumbered as Trunk Highway rio. 65, will be parallel with the curb adjacent to the highway and will be at least 20 feet from any crosswalk.
