SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
NOVEMBER 14, 1977
The Meeting was called to order at 7:14 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
Mayor Nawrocki noted that Laurie Houk, who had recently been appointed Council
Secretary, would be acting as secretary for this meeting.
STATEMENT OF PURPOSE OF MEETING
Mayor Nawrocki noted that the purpose of this meeting was to conduct a public
hearing on 51st Court street construction.
PRESENTATION OF INFORMATION
Bob Owens of the City Engineering Department presented the plans on the 51st
Court street construction to the Council. He noted that street width would
be thirty six feet, with a design anticipating heavier traffic than residential
streets. There was to be at least two inches more base than is normally used
in residential designs. No parking would be allowed on the street.
The total estimated cost, as calculated by the Engineering Department, is
$93,125.50; with an assessment per square foot of $0.344~
City Engineer George Brown noted that two fire hydrants were being installed
to provide protection in case of fire and he showed the Council where
these would be located.
Mayor Nawrocki asked who had done the engineering design work for the utilities
and street construction. Mr. Brown replied that it had been done by the City
Engineering Department.
Bob Owens addressed a question of Councilman Hentges' and pointed out which
sections of the plat would be draining into the indicated pick up points.
Councilman Hentges then asked if there were enough hydrants to handle the type of
development anticipated and the amount of area involved. He asked if the Fire
Chief had reviewed the plans. Mr. Owens replied that he did not believe the Chief had
seen them.
Mayor Nawrocki pointed out that, if this project was approved, it would include
curb and gutter construction, street surfacing, storm and sanitary sewer construction,
and water main construction.
Councilman Hentges noted that he did not feel this should be approved at this time
because final, detailed plans on all these items had not been presented. He also
feit the Fire Chief should have reviewed the plan with respect to fire safety.
George Brown explained that a hydrant, can cover three hundred feet in any direction
from it's location, and so they are placed with this in mind. Councilman Norberg
stated that he thought this three hundred feet rule applied to a residential area
with single story buildings; Columbia Court was going to be a commercial development.

Fire Chief Johnson joined the meeting and reviewed the location of the hydrants on
the draw~lngs while the Council and Engineer Brown discussed various aspects of the
construction plans, including anticipated patterns of entering and exiting.
Chief Johnson reported that he did not foresee any problem with fire protection
in the area, or with the location of the hydrants. There was some discussion on
the possible desirability of placing an additional hydrant toward the back of the
plat.
RESOLUTION 77-70
BEING A RESOLUTION ORDERING IMPROVEMENTS
BE IT HEREBY RESOLVED by the City Council of the Citv of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights bv Motion on the llth
day of October, 1977, ordered notice of a hearing to be given to property owners,
and
WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council
Meeting on the l~th day of November, 1977, and
WHEREAS, the Council determines to proceed with this local improvement, a portion
of the cost being defrayed by special assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the location and extent of such improvements is as follows:
Columbia Court, east of Central and north of 50th Avenue
2. That the materials to be used are as follows:
Watermain - ductile iron pipe, storm drain - reinforced concrete pipe,
street surfacing - concrete curb and gutters and bituminous surfacing,
sanitary sewer - PVC pipe
3. That a careful estimate of the cost of the improvements has been made by
the City Manager and the several lots and parcels of la~d fronting upon and
adjacent to such proposed improvements, which he deemed benefitted thereby, were
properly notified of said hearings, and
4. That the City Manager sha~l also list the names and owners of the several
parcels so improved as nearly as can be ascertained.
5. That additio?al detailed inspection of the traffic divider at the south
side of 51st Court at Central be made by the City Staff and State H£ghway
Department.
6. These :improvements shall also be known as Project No. 726.

Mayor Nawrocki noted that the next step would be the preparation of detailed
plans and specifications, which the Council would review.
