SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
SEPTEMBER 28, 1977
The Meeting was called to order at 8:06 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
Motion by Logacz, Seconded by Hentges to name Karen DeBruin secretary
for the meeting. Roll Call: All Ayes
STATEMENT OF PURPOSE OF MEETING
Mayor Nawrocki noted that the purpose of this meeting was to serve as
a public hearing on the proposed 1978 City Budget and Revenue Sharing
expenditures. He was also asking for public comment on the process
of hiring a new City Manager for Columbia Heights, or the job descrip-
tion relating to this position.
He noted that the audience consisted of one citizen and the Sun News-
paper reporter.
The Mayor pointed out for those who were interested that there were
copies of handouts prepared by Staff available which explained the
budget as it has been adjusted to date in various work sessions by
the Council. He also stated that the Council was not prepared to
take final action on the budget, and would adjourn this meeting
expeditiously into an informal work session. There would also be
an informal session on the budget Thursday, September 29.
He asked if there were any questions on the budget. There was no
response. He asked if there were any questions or comments on the
position of City Manager. Mr. J. Shannon, who lives on 6th Street in
Columbia Heights, stated that he would like the Council to consider
persons with experience outside of municipal government.
Mayor Nawrocki pointed out that Mr. Shannon had submitted an appli-
cation for the position. Each member of the Council stated their
feelings that applicants without governmental experience would be
serioosly considered. There was some discussion on this topic.
