SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
AUGUST 11, 1977
The Meeting was called to order at 9:32 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
Motion by Hentges, Seconded by Heintz to name Karen DeBruin secretary for the
meeting. Roll Call: All Ayes
STATEMENT OF PURPOSE OF MEETING
Mayor Nawrocki noted that the purpose of the meeting is to handle the items
listed on the agenda.
PRESENTATION OF OPTIONS REGARDING THE ECONOMIC DEVELOPMENT ADMINISTRATION GRANT
FOR MUNICIPAL PUBLIC SAFETY BUILDING
In a memo to the Council dated August 9, Dean Otterson, City Planner/HRA Director,
stated that the Economic Development Administration has reduced the planning
target on the Municipal Public Safety Building grant from $413,000 to $223,000.
He stated that efforts were being made to regain the full amount, but certain
actions must be taken in the very near future or the City would risk losing the
entire amount.
He explained that the Council had three options:
1)
reduce the scope of the project
The Council could authorize the Architect/Engineer to significantly
reduce the scope of the project to come within the target amount.
2)
Appropriate Municipal Resources
Otterson felt this would be a natural alternative; formal action
in the form of a resolution would be required.
3) Use the Funds for a separate project.
Mr. Otterson then explained that he was recommending alternative 2 for the
following reasons:
1) Reducing the scope of the project would result in less than desirable
project, one that would require future commitment of resources to complete.
The building addition is needed; however, renovation of the existing struc-
ture should be considered as a priority item. In addition, the work required
to redesign the project would be costly and time consuming.
2) Designing the Planning Target for a new project, in Otterson's opinion,
would put the City back to a starting point where an entirely new application
would be required. It is also doubtful that construction could be started
within the 90 day time frame from approval of the grant. Also, this
alternative would require architectural drawings, etc, at the City's expense.
3) There is a possibility that the total planning target amount will be
restored to the City. A decision to appropriate municipal resources would

preserve the $223,000 grant, especially if language in the resolution
conditioned the appropriation of City funds on no further adjustments in the
planning target.
He noted /:hat in the event the EDA funded the City at the $413,000 level, the
City's action on appropriating local funds would be rescinded.
RESOLUTION 77-47
BEING A RESOLUTION APPROPRIATING MUNICIPAL FUNDS TO THE MUNICIPAL PUBLIC SAFETY
BUILDING ADDITION AND RENOVATION PROJECT
WHEREAS, The City of Columbia Heights made application to the Economic Develop-
ment Administration (herein referred to as EDA) for Federal Grant Assistance in
the amount: of $413,000, pursuant to the requirements of Local P~blic Works
Capital Development and Investment Program, to renovate and construct an addi-
tion to the City's Municipal Public Safety Building, based upon EDA's calcu-
lation of funds available to the City, and
WHEREAS, subsequent to submission of said application, EDA notified the City
of a reduction in the amount available from $413,000 to $223,000 creating a
need for the allocation of $190,000 in Municipal Funds to preserve the scope
of the project, and
WHEREAS, the City has encouraged the Department of Commerce to consider
allocation of available funds to correct our loss of grant monies, and
WHEREAS, the City Council of Columbia Heights, after consideration of
various alternatives, finds it necessary and appropriate to allocate Muni-
cipal Funds, recognizing that said allocation will create a hardship for other
programs in :he City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS, MINNESOTA, that:
1. The C~ty Council shall appropriate the sum of $190,000 to the Municipal
Public Safety Building Addition and Renovation project, to be combined with
funds from the Economic Development Administration for the implementation of
said project.
2. In the event the U. S. Department of Commerce re-allocates funds in
an amount equal to or in excess of the original Planning Target amount to the
City subsequent to this resolution, and prior to the start of construction
thereof, the action taken herein to appropriate Municipal Funds would be
automatically rescinded.
3. Said monies to be allocated from the City's General Eut,d.

DISCUSSION ON NEW CITY MANAGER SELECTION
Administrative Assistant Tim Yantos reported that ads for City Manager
applications would be placed in the National League of Cities magazine, the
Minnesota League of Cities magazine, the ICMA newsletter, and the Minneapolis
Star and Tribune newspaper.
He stated that the ICMA newsletter would not print ads that did not carry an
approximate salary range. There was much discussion on what the Council felt
would be an appropriate range, with each member stating what he felt the
range should be and why. The consensus was that $28,000 to $34,000 per year
should be the City Manager salary range.
Discussion then centered around the subject of who should be charged with
City Manager duties during the upcoming interim period.
Mayor Nawrocki requested that he be authorized to appoint the Interim City
Manager.
Motion by Heintz, Seconeed by Hentges to authorize the Mayor to appoint
an Interim City Manager subject to concurrence of the Council at the regular
Council meeting.
Roll Call: Logacz, Heintz, Hentges, Nawrocki--aye
Norberg--abstain
Councilman Norberg did not feel it was proper to delegate this duty to the
Mayor.
Motion by Logacz, Seconded by Heintz to adjourn at 10:29 p.m. Roll Call:
