Motion by'Norberg,Seconded by Heintz to name Karen DeBt, in secretary for the

The Invocation was given by Pastor Walter Wahl of First Lutheran Church.
MINUTES
Mayor Nawrocki noted that the minutes for consideration were those from
the February 14 regular meeting.
Motion by Heintz, Seconded by Logacz to approve the minutes as presented
in writing and the reading be dispensed with. Roll Call: All Ayes
PAYMENT OF BILLS
Motion by Hentges, Seconded by Heintz to pay the bills as listed out of their
proper accounts. Roll Call: Logacz, Heintz, Hentges, Nawrocki--aye
Norberg--nay
Councilman Norberg noted that he did not approve of bill #22023 which was for
a staff budget discussion dinner at Arthur's.
BIDS ON SEWER FLOW [~TERS
Mr. Custafson gave a brief report on the situation Councilman Norberg had
brought up at the last meeting regarding a reimbursement to a municipality
by the Metro Sewer Commission because of the Commission's using faulty
meters. He then recommended purchase of the sewer flow meters requested by
Sewer and Water Superintendent Donald Jolly.
Motion by Norberg, Seconded by Heintz to authorize the purchase of two Surveyor
9 manhole meters and two insertable type flumes, in a total amount of $3,745.

REQUEST TO CALL FOR BIDS ON SEWER INSTALLATIONS
It was reported that bids should be taken on three sewer installation projects
which had recently been authorized: 5th Street, Gould Avenue, and 40th and
University Avenue. The proposal was to tie these bids, let them as a single
project, to make the project more desirable to larger contractors in hopes of
more competitive bids.

Councihan Norberg asked how much delay would be involved if this proposal
were to go back to the Planning Commission for further review.
Mayor Nawrocki explained that, as the land presently exists, only one building
could be built on outlot A because it is just one large lot. He went on to say
that this would not economically be a very feasible development. He stated that
before the land could be developed, it had to come before the Planning Commission
in the form of a subdivision request.
There was a brief discussion on the City's policy regarding notification to
property owners of hearings.
Mr. Herringer was questioned as to what he was considering for out lot A;
he stated that it would probably be very similar to the rest of the plat,
with a cul de sac street with several lots. The difference would be the
development of duplexes instead of' single family dwellings.

DISCUSSION ON ORDINANCE #867 REGARDING REORGANIZATION OF THE CITY RECRF~TION
COMMISSION
There was some discussion on this proposed ordinance and it was decided to
hold the second reading at the next regular meeting.
PRESENTATION OF 1978 PROPOSED BU~]ET
Mr. Watson passed out copies of the 1978 proposed budget to the Council and
asked them to review it.
A short discussion followed wherein some general comments were made and ques-
tions asked. ~tr. Watson concluded by stating that the budget must be
certified for the levy by October 10.
TRAFFIC COMMISSION RECO~ENDATIONS:

Public Works Director Gustafson suggested talking to the City of Andover about
trading free dumping privileges for the fire engine since they have public
dumping grounds there.
Motion by Logacz, Seconded by Heintz to authorize the City Manager to discuss
with the City of Andover the deeding over of old #3 fire engine in exchange for
free dumping privileges.
Councilman Norberg askedif it was intended to do dumping with City crews.
Mr. Gustafson replied that the material to be dumped would be taken ar~y way
it could be transported. He noted that if the dumping fee could be avoided,
the distance to Andover would be justified.

REQUEST FOR TWO NEW STREET LIGHTS IN CIRCLE TERRACE
5~. Watson discussed the need for the two additional proposed street lights.
Motion by Hentges, Seconded by Norberg to authorize the City Manager to
contact Northern States Power Company and have them install two additional
street lights along Circle Terrace. Roll.Call: All Ayes
REQUEST FROM CITIZF~S FOR DRIVEWAYS ASSESSED IN CONJU~[CTION WITH THE SIDEWALK
REPLACF~IENT PROGRAM
Mr. Watson explained that requests had been received from citizens asking to
have the City's sidewalk contractor put in driveways on their private property
and have the cost put on the assessment rolls.
Attorney Kalina stated that since this was on private property and not a public
improvement, there was no authority to assess the cost.

Councilman Hentges asked why the same people always go to the same schools and
conferences. Mr. Gustafson replied that Mr. Jolly and himself are the only two
people on staff who are members of the American Water Works Association,

LOT SUBDIVISION - DONALD MOORE - ~ST SIDE OF POLK STREET, SOUTH OF 39TH AVENUE
Mr. Moore had previously been denied a subdivision of this lot and was not
back with an alternate plan. Previously, there had been some question on the
condition of the existing house; Mr. Hovland, Building Inspector, reported on
that at this time. Mayor Nawrocki asked if the building is structurally sound
and M~. Hovland replied that it is, but that he would recommend tearing down
the garage. Mr. Moore stated that he would like to leave the garage until the
proposed new structure is built so he can utilize it for storage.
Councilman Heintz asked if there was a way the removal of this garage could be

SH~iDI TNEF DIS?ASE CONTROL COST SHARING ALLOTMENT
A letter had been received from the State of Minnesota Department of
Agriculture regarding shade tree disease control activities. It stated that
48 percent of the City's reforestation costs not to exceed ~4,800 would be
reimbursed. It also stated that 37 percent of the cost of removing diseased
trees would be reimbursed. The City had been anticipating reimbursement in
an amount of 45 percent of the cost of removal.
Previously, the Council had authorized a plan whereby the cost of removing
a tree on private property would be divided 45 percent State, 27½ percent City,
and 27½ percent property owner. Mr. Watson was suggesting at this time that
the amount not picked up by the State (63 percent) be split between the City
and the property owner.
Councilman Norberg stated that the City share should be left at 27½ percent
until there is an estimate on how the new proposal wou].d affect the budget.
Councilman Logacz stated that, in reference to replanting, many people, had
suggested to him that larger trees be used.
Mayor Nawrocki suggested that a final plan regarding Tree Disease Control
activities be presented at the next regular meeting.
LATE REQUESTS:
INFORmaL QUOTATIONS ON REDASHINC FIELD HOUSE
It was reported that two informal quotations had been received on redashing
the east and west sides of the Field House and related work. J. A. Nelson
Stucco Company Inc. was low bid in. an ~mount of $1,134.
Motion by Heintz, Seconded by Logacz to award the bid on redashing the Field
House to J. A. Nelson Stucco Compsny Inc. in an amount of $1,134 based on low,
competitive bid and the Mayor and City Manager be authorized to enter into
contract for same, and also that the permit fee be waived. Roll Call: All
Ayes
INFORM~L QUOTATIONS ON INDOOR-OUT[X)OR CARPETING FOR THE FLOOR OF THE BANDSTAND
Informal Quotations were also taken on carpeting for the bandstand. Weiss-
Carlson Carpet Company was low at $475.
Motion by Heintz, Seconded by Logacz that the bid on carpeting for the bandstand
be awarded to Weiss-Carlson Carpet Company in an amount of $475 and the Mayor and
City Manager be authorized to enter into contract for same.
It was noted that this carpet was to come in four pieces and would be placed in
the bandstand only when someone is performing there. The primary purpose of
the carpet is to better the acoustics.
Councilman Norberg noted that perhaps this purchase could be deferred until
next year and use the money for the Southwest Park Building.
Councilman Heintz pointed out that next year the cost of carpeting would be
higher. Councilman ~'~orberg replied that this was merely speculation.

He estimated the new manager would start some time in I~cember.
Also contained on the information sheet was information~ on salary gathered
from other communities.
The Mayor suggested that the Council try to make a decision on whether to
use a consultant or conduct an in house search for the new manager.
Councilman Heintz stated that he would feel more confident using a consul-
rant. Councilman Hentges did not want 'to use a consultant. Councilman Norberg
agreed with Councilman Heintz, but. stated that the City should use a general
consultant rather than one who is primarily interested in government activities.
Councilman Logacz stated that he felt the Council should be looking for someone
who is familiar with the type of s.ystems Columbia Heights uses, and the area,
instead of having someone spend a lot of time trying to "figure it out."
City Manager Watson interjected that Loren Law and Associates, a consulting
firm that specializes on government placements, was currently doing a search
for a City Manager in an area municipality, and perhaps the firm would be
able to find someone for Columbia Heights from the applicants they already
had.
Councilman Norberg suggested asking some other consulting firms if they could
or would do this search.
There was additional discussion o~ the information the Mayor had presented.
Motion by Heintz, Seconded by Hentges to authorize the Mayor to finalize the
details of Mr. Watson's termination, make a recommendation for Interim City
Manager, and arrange for advertising in the indicated publications.
Councilman Norberg suggested also advertising in the Wall Street Jou~%al.

There was some discussion on the present salary and possible future salary
of the City Manager position.
The Mayor stated that the Council should consider who they would like to see
as Interim City Manager.
A special meeting was set for 7:30 p.m. Monday, August 15 to discuss further
the new Maz~ager selection, primarily choosing an Interim Manager.
REPORT ON MUNICIPAL BUILDING EXPANSIO~ GRANT
Mayor Nawrocki briefly reported that the City was still pursuing funds for
the municipal building expansion project.

PUBLIC WORKS DIP~CTOR REPORTS
Mr. Gustafson reported that he had received another quote on the utility stubs
for paving projects. Earlier in the meeting he had only had one quote, the
second one had been taken over the telephone during this meeting.
Mr. Gustafson read the quotations to the Council and then recommended award
of bid to Olson Plumbing Company.
Motion by Heintz, Seconded by Logacz to award the bid on utility stubs to
01son Plumbing Company on the basis of low, informal quotation in the
following amounts: water services $416.75 each
sewer services $344.75 each

15 - 20 feet additional depth $550
Councilman Hentges asked if bids could be taken over the phone. Attorney
Kalina stated that bids taken over the phone could be binding provided they
were later put in writing and kept on file. He further stated that the award
of bid should be made pending confirmation in writing of this bid.
Amendment by Hentges, Seconded by Norberg to condition the award upon receipt
of written confirmation of the bid. Roll Call: All Ayes

Mr. Gustafson stated that he had done some additional :research on the tank
for unleaded gas and key controls and he was now ready to take bids on these
items.
Motion by Heintz, Seconded by Norberg to authorize the City Manager to call for
bids on a buried tank for unleaded gas and key controls, bids to be opened
September 8 at 2:00 p.m. Roll Call: All Ayes
There was a short discussion on a preliminary agreement that was received
from the County regarding safety devices which were to be installed along
49th Avenue. The entire cost was estimated at $8,000, to be split between
City and County at $4,000 each. There was some discussion on the proposed
agreement and Councilman Hentges stated that he would not vote in favor of
the agreement unless the School District paid their "fair share."
Motion by Hentges, Seconded by Norberg to table discussion on this proposed
agreement for purposes of contacting the School District Administration with
a request 'to enter into a cost sharing on safety devices to be installed along
49th Avenue. Roll Call: All Ayes
City Engineer Brown reported that to have 37th Avenue from University Avenue
to Central Avenue paved in 1980 with F.A.U. Funds, the application must be
submitted shortly.
Motion by Hentges, Seconded by Heintz 'to authorize application for F.A.U.
Funds for street construction on 37th Avenue from University Avenue to
Central Avenue. Roll Call: All Ayes
