HomeMy WebLinkAboutJun 21, 1977OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA JUNE 21, 1977 The meeting was called to order at 7:22 P.M. by Mayor Nawrocki. Roll Call: Logacz, Heintz, Norberg, Hentges, Narowcki--present. Motion by Norberg, Seconded by Hentges to name Ardelle Burt Secretary Pro- Tem for the meeting. Roll Call: All Ayes. This special meeting of the Council was called for the purpose of handling the items of business enumerated on the agenda. EDA GRANT Mr. Dean Otterson, City Planner/HRA Director, presented the requirements of the EDA Grant of $413,0OO.00, involving funds for Building Expansion, and/or the 5th Street Storm Sewer Separation. Mr. Otterson gave five options: (1) Find another source to provide funding. (2) Increase the scope of the project or reduce fund. (3) Substitute another project - disregard the two and find another project for the $413,OO0.O0. (4) Use the funds we have and endorse a project somewhere else. (5) Not to spend it. Mr. Otterson stated that the deadline to submit the packet of documents and reactivate the project is July 13th; also, that a decision on priorities is needed. The project could be started in September. Roy Hedblad requested a breakdown of the building costs. Project Budget Information was given and a discussion followed. Councilman Heintz recommended that the City find additional sources to fund the Storm Sewer separately and not get into two projects. Mayor Nawrocki suggested we do them both. DISCUSSION - 5TH STREET STORM SEWER Explanation and drawings of the 5th Street Storm Sewer project were pre- sented by George Brown. Discussion followed. Mayor Nawrocki suggested that more detail be given the Council on the project. PLANS FOR MUNICIPAL BUILDING EXPANSION Mr. Bob Diedrich presented plans and a discussion was held on the Municipal Building Expansion. A discussion was also held on the court facilities of the building. Attorney Kalina stated that Judge Sokolowski is still inter- ested in reopening discussion on including court facilities. June 2], 1977 MOTION ON EDA GRANT Motion by Hentges, Seconded by Norberg, to authorize the submission of the necessary applications for the $4]3,000.00 federal 9rant for re- modeling and expansion of the public safety addition to our Municipal Building. Roll Ca]]: All Ayes. AUTHORIZATION TO USE HOUSE AT 4037 VAN BUREN STREET FOR TRAINING PURPOSES. This agreement would hold the HRA harmless against damage claims result- in9 from the use of the structure and would also require the foundation to be filled in after the bui]din9 is down to be sure the area ii; clean and safe when the bui]d[r~C is 9one. Motion by Logacz, Seconded by Hentges. Roll Call: Logacz, Nawrocki, Norberg, Hentges, Ayes. Heintz, Nay. ORDINANCES AND RESOLUTIONS Several parts of the proposed City Code were discussed after which certain sections were reviewed. RR 149 PATCHING OF STREET OPENINGS Motion by Hentges, Seconded by Heintz. Prior to the issuance of a permit by the Clerk, the app]icant shall deposit a cash bond in the amount of $]00.00. Said deposit shall be returned to the Permittee after the com- pletion of the excavation and approved by the Public Works Director or his designate. Should city street not be restored to a condition of 9ood and reasonable repair after completion, the reasonable cost of such repair shall be deducted from the said deposit before refund thereof. Move to amend the final paragraph of Section 3.406.2 (g) to read, "If the employee has any doubt about the propriety of a gift, he shall re- port such gift in writing to the City Manager, who alone may declare it not improperI' Roll Call: Logacz, Heintz, Hentges, Nawrocki--Nays. Norberg, Aye. Motion Failed. Page 68e. This ordinance should be deferred from action until a good defini- tion of weeds is produced, and the small choice of trees is expanded. I so move. Motion lost for lack of a Second. Ch. 1, Section 8, Page 41. Delegates authority to the Traffic Commission to order signing, to which I object, and I move this ordinance be withdrawn for separate consideration. Roll Call: Logacz, Heintz, Hentges, Nawrocki-- Nays. Norberg, Aye. Motion Failed. Page 168e. This is a new ordinance placing stringent controls on nonpotable water wells. Such controls are unnecessary. It has had no significant ex- June 21, 1977 posure to public input and I move it be withheld for separate consideration. SECOND READING OF ORDINANCE 853 CODIFYING ORDINANCES Motion offered by Heintz, Seconded by Hentges. Roll Call: All Ayes. DISCUSSION ON PENSIONS A discussion was held with Attorney Peterson on the pension bill passed by the 1977 Legislature. RESOLUTION ON HOUSE FILE 411 REGARDING PUBLIC SAFETY PERSONNEL PENSIONS Resolution on House File 411 read by City Manager, Malcolm Watson.
