SPECIAL MEETING OF THE CITY COUNCIL
CITY OF COLUMBIA HEIGHTS, MINNESOTA
MAY 16, 1977 - BOARD OF REVIEW
The Meeting was called to order at 7:10 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
Motion by Heintz, Seconded by Norberg to name Karen DeBruin secretary for the
meeting. Roll Call: All Ayes
STATEMENT OF PURPOSE OF MEETING
Mayor Nawrocki explained that the purpose of this meeting was to give citizens
a chance to ask questions about the valuations which had been placed on their
properties, and ask for changes if they felt changes were appropriate. He then
introduced Gordon Starkey from the County Assessor's office, Mildred Carlson~
Columbia Heights City Assessor, and Jerry Hedlund of the City Assessor's office.
Mayor Nawrocki noted that this Board of Review meeting was the initial step
in the appeal process whereby a citizen can seek adjustments on his property
valuation. Mr. Starkey stated that the County Board was meetin~ at 10:00 a.m.
on July 1 if any of the citizens present at this meeting feel they need to
appeal their case further.
QUESTIONS AND DISCUSSION REGARDING PROPERTY VALUATIONS
The following people had questions regarding the valuations that had been placed
on their property:
John Moneta regarding plat 33365, parcel 6551 (3843 Main Street)
Mr. Moneta moved a house from commercially zoned property to residential
property and was wondering why the value of the home increased. Some work had
also been done on the house.
Motion by Hentges, Seconded by Norberg that the valuation on the house at 3843
Main Street be reduced from $19,700 to $16,000. Roll Call: Norberg, Hentges--aye
Logacz, Heintz, Nawrocki--nay Motion fails.
Motion by Heintz, Seconded by Logacz to keep the valuation on the property at
3843 Main Street at $19,700.
Amendment by Norberg to reduce the valuation on the property at 3843 Main Street
to $17,500.
Amendment dies for lack of a second.
Roll Call on Motion to keep the value at $19,700: Logacz, Heintz, Nawrocki--aye
Norberg, Hentges--nay Motion carries.
Thomas Thomalla regarding plat 34416, parcel 820 (4344 McLeod Street)
Mr. Thomalla feels the condition of his neighbor's property lowers his
property value, and he wishes his assessed value to reflect thisf
Motion by Logacz, Seconded by Heintz to reduce the valuation of the property at

4344 McLeod Street from 842,6Q0 to $40,600. Roll Call:

Cora Coui!lard reearding plat 33365, parcel 2038 (4235 r~Tashin~_ton Street)
Mrs. Couil!ard is a senior citizen and doesn't want to pay hi~her taxes.
No action was taken.
Peter Phillips regardin~ plat 34409, parcel 570 (4345 5th Street)
Mr. Phillips wished to know how the increase in valuations was computed. This
was explained to him and no action was taken on his valuation.
R. J. Hastings regardinf~ plat 33795, parcel ~+255 (2210 Chalet Drive)
Mr. Hastings bad questions on limited and actual values. No action was
taken on the valuation of his property.
Richard Johnson regarding plat 33365~ parcel 5249 (626 40th Avenue)
The difference between market and assessed values was discussed. There was
no action taken.
John Poissant regarding plat 33365, parcel 1228 (4433 2~2 Street)
A computer error had been made on ~[r. Poissant's valuation. This was
explained and corrected.
Ruben Langie regarding plat 35172, parcel 4040 (4525 Taylor Street)
,~fr. Langie question~d how taxes relented to assessed and market values. He
also stated that he felt taxes were too high. Mayor Nawrocki explained to
)fr. Langie how a typical tax dollar is spent and suggested that if he was
dissatisfied with this, he could become involved at various levels of govern-
ment.
David Pauison regarding plat 34416, parcel 650 (vacant land on 44!~ Avenue)
Mr. Paulson explained that he intends to build on this land and wanted an
idea of what to expect for a value on the house. >~rs. Carlson invited
Mr. Pau]son to come to her office during office hours with exa~ples of what
he would like to build, and she would give him her estimates of the value.
~?yron Ashton regarding plat 35172~ parcel ~780 (4651 Taylor Street)
>~r. Ashton's question was answered by ~{r. Hedlund during the course of
tltis meeting.
Robert Bryant regarding plat 33311, parcel 1175 (1200 Circle Terrace)
5fr. Bryant stated that he did not know at this time whether he would like
to appeal his valuation. He wanted his name on the list so if he did decide
to appeal, be could take his case to the County Board meeting.

Also present at this meeting were: William F. Shutter, 3731 Pierce Street~
David Hennen, 3801 Pierce Street; William Tynman, 107!5 Polk Circle; and
John Martin, 4032 Washington Street. No formal requests were made by these
people, and no action was taken on their property valuations.
Motion by Hentges, Seconded by Heintz to adjourn at 9':22 p.m. Roll Call:
