HomeMy WebLinkAboutJan 24, 1977OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA JANUARY 24, 1977 The Meeting was called to order at 7:22 p.m. Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present Motion by Norberg, Seconded by Hentges to name Karen DeBruin secretary for the meeting. Roll Call: All Ayes STATEMENT OF PURPOSE OF MEETING Mayor Nawrocki stated that this was the second of two hearings called for the purpose of discussing the Community Development Block Grant funds which were available. Present from the Housing and Redevelopment Authority were Roger Jensen, Assistant Director; Sam VanTassel, Community Development Specialist; and Phil Honsey, HRA Intern. Mr. Jensen stated that the Housing staff had taken the activities proposed at the first hearing and applied HUD's ranking formula to them. He presented this to the Council at this time: Proposed Activity #II-Rehabilitation Loan and Grant Program (plus funds designated for Anoka County Community Action Winterization Program) Estimated Rating--77 points Proposed Activity #2--Acquisition of Vacated Residential Structures (Rehabilitate then re-sell or rent) Estimated Rating--77 points Proposed Activity #3--Barrier Free Sidewalk and Rest Areas for Stinson Project plus Stoplights at 39th Avenue Intersection Estimated Rating--52 points Proposed Activity #4--Fifth Street Project (Sidewa]ks, Streets, Curbs, Etc., to be Tied to Rehabilitation Program) Estimated Rating--47 points Proposed Activity #5--Information Referral Service Estimated Rating--47 points Proposed Activity #6--Senior Citizen Center Estimated Rating--37 points Proposed Activity #7--Fifth Street Storm Sewer Estimated Rating--32 points Proposed Activity #8--Acquisition of Commercial/Residential Buildings in CBD Estimated Rating--22 points January 24, 1977 Proposed Activity #9--Provide Barrier Free Sidewalks and Curbs in CBD Estimated Rating--22 points Proposed Activity /lO--49th Avenue Storm Sewer Estimated Rating--22 points Mr. Jensen explained that the first two activities would have a very good chance of being funded. He stated that the HRA staff would be looking for alternate sources of funding for things that will not apply under this grant program. He noted that there are millions of grant dollars that go un-applied for. The Council attempted to come up with a higher rating on some of the activities, particularly the Fifth Street Storm Sewer Project. Mr. Jensen pointed out that this year, more so than in the past, the ranking formula is quite clear. "If you really have to fight to get them (the proposed activities) to relate to the formula, tl~en you might be fighting a losing battle.I' Mr. Jensen noted that the HRA staff recommended applying for funding on the first two activities. Councilman Norberg noted that activities #4, 7, and perhaps 8 and 9 are things that would be unique to Columbia Heights, things that other communities wouldn't be applying for. Mr. Jensen explained that the competition is for the money in general, not necessarily in particular areas. He noted that, as these activities related to the formula, there was a possibility they would not be worth pursuing. He further stated that if the Council wished the HRA staff to write applications for these activities, they would do so. Mayor Nawrocki asked how many points would be needed to qualify for grant money. He was told that this depends on what kinds of activities other communities submitted. It was noted that the maximum points possible would be ninety, considering the ten points for "Serious Threat to Health or Safety" would not be applicable. The Council was polled to see which activities they would like to see applications written for. The Housing staff was directed to write applications for Proposed Activity #1: Rehabilitation Loan and Grant Program; Proposed Activity #2: Acquisition of Vacated Residential Structures; Proposed Activity #4: Fifth Street Project; and, time permitting, Proposed Activity #3: Barrier Free Sidewalk and Rest Areas for Stinson Project plus Stoplights at 39th Avenue Intersection.
