HomeMy WebLinkAboutDec 14, 1976OFFICIAL PROCEEDINGS CONTINUATION OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA DECEMBER 14, 1976 The meeting was called to order at 8:10 p.m. Roll Call: Logacz, Heintz, Norberg, Nawrocki--present Hentges--absent Mayor Nawrocki noted that Councilman Hentges was at an HRA Meeting and would join the Council at a later time. Motion by Norberg, Seconded by Heintz, to name Judy LaPointe as secretary for the meeting. Roll Call: All Ayes MINUTES OF PREVIOUS MEETINGS Motion by Norberg, Seconded by Heintz to approve the minutes of November 8 and 10, 1976 as presented in writing with spelling corrections as noted and the reading be dispensed with. Roll Call: All Ayes No action was taken on the Resolution on Urbanization Easements. RESOLUTION ON 1977 BUDGET Councilman Norberg suggested the Council wait until Councilman Hentges arrived to take action on this matter. Resolution Offered by Heintz, Seconded by Logacz Roll Call: Logacz, Heintz--aye Norberg, Nawrocki--nay Mayor Nawrocki suggested the Council wait until Councilman Hentges arrived to take action on this matter. Motion by Norberg, the Mayor relinquished the Chair to Second the Motion, to wait until Councilman Hentges arrived to take action on this matter. Roll Call: Norberg, Nawrocki--aye Logacz, Heintz--nay RESOLUTION ON N.E. SENIOR'S BUILDING WITH ASSURANCES ON FAMILY HOUSING Mr. Watson suggested this matter be held over to the next meeting for correction of the wording. Motion by Norberg, Seconded by Logacz to table this Resolution regarding the 14.E. Senior's Building until the next meeting for purposes of additional information. Roll Call: All Ayes December 14, 1976 RESOLUTION 76-62 CITY LIBRARY CONTRACT BE IT HEREBY RESOLVED BY THE CITY COUNCIL of the City of Columbia Heights that, WHEREAS, the Library Board; the Council representative, Mr. gayle Norberg; the City Manager, the City Librarian, the County Librarian, and the representative from MELSA have worked on the inter-library services agreement and the plan of association resulting in a mutually acceptable document, NOW THEREFORE BE IT RESOLVED that the City Council of the City of Columbia Heights that the Mayor and the City Manager be hereby authorized and directed to enter into the inter-library agreement as revised, on the plan of association between MELSA and the City Library, and the inter-library agreement between the City of Columbia Heights Library and the Anoka County Library. Motion by Norberg to amend the Resolution to read 'land be it further resolved that said contract be reviewed annually in September by the Library BoardI'. Motion dies for lack of a Second. Resolution #76-62 Offered by: Norberg Seconded by: Logacz Roll Call: All Ayes ORDINANCE ON ALCOHOL IN PARKS Councilman Logacz suggested an amendment be made to this Ordinance stating that drinking should cease by 9:00 p.m. so the parks can be utilized for picnics and family gatherings. It was also suggested the wording be changed to exclude the word County from this Ordinance. Motion by Logacz, Seconded by Norberg to table this Ordinance for further consideration and for additional information. Roll Call: All Ayes ORDINANCE FOR SALE OF LAND AT 40TH AVENUE AND STINSON The first reading on Ordinance No. 860 was held. December 14, 1976 SECOND READING OF ORDINANCE NO. 859 RELEASING AND CLARIFYING AN EASEMENT Offered by: Logacz Seconded by: Heintz Councilman Norberg wanted to be certain that what was left of this easement is enough to satisfy the City's purposes. Acting Public Works Director, Clayton Berg replied in the affirmative. Roll Call: All Ayes TREE DISEASE CONTROL REPORT Mr. Watson stated the necessary data was not prepared for this item. Acting Public Works Director, Clayton Berg, stated this matter should go to the Ad-Hoc Tree and Lancscaping Committee and then the committee's recommendations should go to the City Council. Mayor Nawrocki stated the Council should receive better information on what programs are available. Councilman Hentges arrived at 9:10 p.m. RESOLUTION #76-63 ADOPTING A BUDGET FOR THE YEAR 1977 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS as follows: SECTION A: The budget for the City of Columbia Heights for the year 1977 is hereby approved and adopted with appropriations for each of the departments to be as follows: GENERAL FUND Mayor-Council City Manager Finance-Assessing-General Building Legal Planning Public Safety Public Works Sanitation Library Parks Unallocated and Transfers $ 65,510 56,415 164,705 36,700 26,490 948,819 522,040 231,030 103,O20 252,680 142,129 $2,549,629 December 14, 1976 SECTION B: The estimated gross revenue of the City of Columbia Heights from all sources, including general ad valorem tax levies as hereinafter set forth for the year 1977, the same being more fully detailed in the City' Manager's official copy of the t977 Budget, are hereby found and determined to be as follows: GENERAL FUND REVENUE SHARING Offered by: Logacz Seconded by: Hentges Roll Call: All Ayes $2,590,139 $ ]58,565 RESOLUTION ON 1977 SALARY SCHEDULE FOR NON-UNION EMPLOYEES Councilman Hentges stated that 6~ cost of living raises across the board for all non-union employees could not be justified. The employees should be divided into categories and the different categories should receive different cost of living percentages. Councilman Heintz stated that no cost of living raises should be given because it should be included in the employee's merit increase on their anniversary date. Employees should be able to move in between steps as their merit indicates and not just from step to step. Councilman Logacz stated some jobs require a certain investment by the individual. If the employees performing menial tas~ are given larger raises than the supervisors, soon they will be making more than those who have training for supervisory positions. Across the board cost of living raises should be given. Councilman Norberg stated no across the board raises should be given; raises should be given at the employeels anniversary review date. He noted the whole reason for the Performance Evaluation Program was to reward the high performers. He went on to say that blanket proposals were not consistent with this. Mayor Nawrocki stated that a lot of time and money went into implementing this program and it should be given another year. The Council should decide upon a cost of living percentage and recognize merit increases on the employee's anniversary date. Mayor Nawrocki suggested that the Council recognize the value of their effort last year, and the product on a collective effort, and give it another year. December 14, 1976 Councilman Norberg stated that he did not feel a person's amount of education was a valid reason for giving or not giving them a raise. He stated that people continue their education to get the kinds of positions they would like to work in. Motion by Heintz, Seconded by Norberg to have an informal meeting to further discuss this matter Monday, December 20, 1976 at 7:00 p.m. Roll Call: Heintz, Norberg, Hentges--aye Logacz, Nawrocki--nay MEETING RECESSED AT 10:53 P.M. MEETING RECONVENED AT ll:12 P.M. RESOLUTION ON STRIKE CONTINGENCY PLAN Mayor Nawrocki suggested that in the event of a strike the policy of the City should be that every effort will be taken to maintain services but only so much can be done. Motion by Norberg to accept this as a report from the City Manager. Motion dies for lack of a Second. REQUEST FOR REIMBURSEMENT FROM THE HRA FOR PERSONNEL TIME SPENT ON TWO GRANT APPLICATIONS Mr. Watson recommended that the proposed amounts be reimbursed to HRA for personnel time spent on preparing the applications for Federal Grants on the Municipal Building Expansion and on the Fifth Street Storm Sewer because they should be charged to the individual projects. Mayor Nawrocki pointed out that if the City does not receive the grants there will be no funds to pay these amounts. No action was taken on this item. REQUEST FOR AUTHORIZATION FOR A PUBLIC HEARING TO BE HELD ON A STORM DRAIN SOUTH OF THE 42½ AVENUE CIRCLE WEST OF McLEOD STREET Mayor Nawrocki asked the Engineering Department when the necessary work would be done so a Hearing could be held. Clayton Berg, Acting Public Works Director, replied that it would be done as soon as possible. Mayor Nawrocki asked how many properties were involved. Mr. Watson replied about a dozen. Motion by Heintz, Seconded by Hentges to authorize the City Manager to call a special meeting for the purpose of a Hearing on a storm drain South of the 42½ Avenue Circle West of McLeod Street on Wednesday, January 5, 1977 at 7:00 p.m. Roll Call: Logacz, Heintz, Hentges, Nawrocki--aye Norberg--nay December 14, 1976 LATE REQUESTS Motion by Heintz, Seconded by Logacz to approve the Club License for the V.F.W. Call: All Ayes CITY ATTORNEY REPORTS There was some discussion on the condemnation of Hyron's Cafe. OLD AND NEW BUSINESS Mayor Nawrocki reported that he had sent copies of the Grant Applications on both the Fifth Street Storm Sewer Separation and the Public Safety Building Addition to Congressman Donald Fraser and Senators Hubert Hunlphrey and Walter Mondale, and received standard replies. There was a report from Dean Otterson, City Planner/HRA Director that hopefully the City would receive a rep]y on these applications by December 3Oth. Mayor Nawrocki also noted that the City of Columbia Heights had indicated an interest in the infrared housing tests, where communities are being photographed from airplanes with cameras that show which buildings are not properly insulated. The pictures show heat loss. It was noted that Columbia Heights was not choser, to participate in this project. Mayor Nawrocki referred to the Finance Report from Finance Director, John Schedler, which showed the status of the 1976 budget, as of the end of November, 1976, as being in good shape. Mayor Nawrocki stated that for the record it should be indicated that the Council received a memo from Tim Yantos, Administrative Assistant, regarding the noise problem at Electric Steel that has been discussed in the past, and apparently Electric Steel is producing measures to help alleviate this noise problem. PUBLIC WORKS REPORTS Clayton Berg, Acting Public Works Director, stated that all reports were in writing. Clayton Berg suggested an informal meeting with the City Council to reviiew what is being proposed for 1977 construction and schedule Hearings if the City is going to do any construction.
