HomeMy WebLinkAboutNov 15, 1976OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA NOVEMBER 15, 1976 The Meeting was called to order at 8:15 p.m. by Council President Heintz. Roll Call: Heintz, Norberg, Hentges--present Logacz, Nawrocki--absent Both Mayor Nawrocki and Councilman Logacz arrived shortly after the roll call was taken. Councilman Norberg noted that the agenda should be modified, because such non-specific things such as "late requests" and "old and new business" could not be on a special meeting agenda, which is to be restricted to specific topics. BIDS ON STORM SEWER FOR 39½ AVENUE TO 40TH AVENUE EAST OF CLEVELAND STREET Mr. Watson noted that the Council had received a report on this subject from Acting Public Works Director Clayton Berg. It was recommended that the bid be awarded to Olson Plumbing Company. Motion by Norberg, Seconded by Hentges to award the bid on the storm sewer installation to Olson Plumbing in an amount of $2,170 on the basis of low, informal quotation, and that the Mayor and City Manager be authorized to enter into contract for same. Roll Call: All Ayes BIDS ON SAND FILTER FOR WADING POOL This request was from Park Superintendent John Murzyn. It was noted that using a sand filter would be a more efficient system for the wading pools. It would be less expensive and require less maintenance. Motion by Hentges, Seconded by Logacz to award the bid on a sand filter for the wading pool to Poolside and authorize the Mayor and City Manager to enter into contract for same. Mayor Nawrocki asked various questions about the bids which were presented to the Council. Councilman Heintz noted that these bids had been reviewed by tlr. Murzyn, and he recommended award to Poolside. Roll Call on Motion: Motion carries. Logacz, Heintz, Hentges, Nawrocki--aye Norberg--nay BIDS ON HOUSE AT 547 MILL STREET NORTHEAST Mr. Watson explained that he had spoken to Mr. Mecl, who had been the only bidder on the house at 547 Mill Street, about what he intended to do with the house if the bid were to be awarded to him. Mr. Watson noted that he told Mr. ~lecl that he would have to have approval of the Planning and Zoning Commission and the City Council before he would be allowed to move the house to another site in Columbia Heights. It was noted that as of the time of the meeting, Mr. Mecl did not have a site for the house to be moved. November 15, 1976 Mayor Nawrocki asked how Mr. Mecl would be expected to move the house if he did not have a place to move it. Councilman Logacz stated that he felt this should be Mr. Mecl's concern. Councilman Heintz asked what could be done if Mr. Mecl did not have the house moved off the site by December 31, the date which had been specified for removal. Attorney Kalina noted that a clause could be written into the contract that would allow the City to keep the specified contract amount plus charge Mr. Mecl any incidental damages which the City may incur. He also noted that the actual selling of the house should be contingent on Hr. ~lecl's entering into such an agreement. Motion by Heintz, Seconded by Hentges to award the bid on the house at 54'7 Mill Street to W. J. Mecl in an amount of $2,368 and the Mayor and City Manager be authorized to enter into contract for same. Roll Call: All Ayes RESOLUTIONS DEDICATING EASEMENTS FOR URBANIZATION Councilman Norberg noted that he did not want to discuss dedication of easements unless it was a package with all the other easements the Highway Department was requiring. The suggestion was made that perhaps the Council would like to discuss the purchase agreements for the easements currently owned by Mobil Oil and Mr. Gerral Herringer. Attorney Kalina noted that a motion would be adequate to enter into purchase agreements. Mayor Nawrocki noted for the record that the Mobil Oil property was along the south side of 53rd Avenue, on the side of the Mobil Oil station. Mr. Herringer's property is between 5]st Avenue and 53rd Avenue running from Central Avenue toward Sullivan Lake. There was a discussion on costs and how the negotiated prices related to what was originally set in the preliminary estimates for costs. Mr. Watson noted that there had just been a verbal estimate, nothing of actual record. There was much discussion on how much was to be spent and where the monies would come from for these easements. Mayor Nawrocki asked about the status of the City's state aid funds, and City Engineer Brown left the room to get the figures. The Council went on to another item. FIRST READING OF ORDINANCE 857 ON LIQUOR LICENSING The first reading of Ordinance 857 was held. November 15, 1976 The Council members commented on various parts of the ordinance and there were several questions asked of the Attorney on how certain passages were interpreted. Motion by Hentges to review the ordinance under "Old and New Business" at the next regular Council Meeting. Motion dies for lack of a second. Motion by Heintz, Seconded by Logacz that the second reading of Ordinance 857 be held at a special meeting called for 8:00 p.m. January 3, 1977. Roll Call: All Ayes CENTRAL AVENUE URBANIZATION DISCUSSION City Engineer Brown returned with the data on state aid funds and there was much discussion on this information. The discussion turned to how the project as it stands today relates to how it has been understood to be in the past. Mayor Nawrocki asked if there was a current cost estimate for the project and Mr. Brown replied that there was not. It was also noted that the final plans had not been received. Motion by Hentges, Seconded by Norberg to table the matter of acquiring these easements. Roll Call: All Ayes CITY MANAGER REPORTS Mr. Watson reported to the Council that he was considering the possibility of acquiring the house at 543 Mill Street to be used as parking facilities to be constructed in conjunction with the municipal building expansion. Ways in which this acquisition could be handled were discussed. Motion by Heintz, Seconeed by Logacz to authorize the City Manager to enter into an option for purchase agreement in the amount of $1OO for a period of ninety days for the property at 543 Mill Street Northeast. Roll Call: All Ayes CITY ATTORNEY REPORTS Mr. Kalina presented the settlement documents for the Police Pension court case and there was some discussion on these. Mr. Kalina explained the first document to the Council. RECESS i1:43 P. M. RECONVENE 11:49 P. M. November 15, 1976 Attorney Kal ina explained the remaining documents. Mayor Nawrocki distributed copies of a letter from the Mayor of Coon Rapids requesting the City of Columbia Heights to financially participate in the Coon Rapids Family Service Center. He asked the Council to consider this request. Motion by Hentges, Seconded by Heintz to adjourn at 12:15 a.m. Roll Call: All Ayes Bruce G. Nawrocki, Mayor Secretary
