SPECIAL MEETING OF THE CITY COUNCIL
NOVEMBER 8, 1976
The meeting was called to order at 7:02 p.m.
Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present
STATEMENT OF PURPOSE OF MEETING
Mayor Nawrocki noted that this was a public hearing called for the pur-
pose of consideration of alley lights for and between 3rd Street and
University Avenue, from 44th Avenue to 45th Avenue.
City Manager Watson explained that this hearing was called on the re-
quest of the property owner at 4429 3rd Street, Mr. William Slininger,
who reported having problems with vandalism in that alley. Mr. Watson
noted that lights do seem to discourage vandals. He further noted that
NSP was contacted to see if they felt additional lighting was desirable.
Mr. Watson noted the alternatives as being:
1. To authorize placement of no lights.
2. To authorize placement of one light. This would probably go on the
pole behind 4429 3rd Street.
3. To authorize placement of two lights. These would probably be
placed on the poles behind 4425 and 4445 3rd Street.
Mr. Watson noted that based on his personal observation the alley was
very dark.
Mr. Watson went on to explain the costs involved and that the assessing
was done on a front foot basis. He noted that installing two lights
would cost about $10.O0 per year for a 40' lot and about $7.00 per year
for a 40' lot with the installation.
He further noted that it would take about 60 days from the date of the
order for the light or lights to be installed.
There was more discussion on costs involved, with questions being asked
by the Council.
Mr. Watson noted that perhaps the City would share in the cost of the
light, since the east side of the alley abutted the highway and there
were no homes there.
Motion by Logacz, seconded by Heintz, to proceed with the installation
of two (2) lights in the alley from 44th Avenue to 45th Avenue, between
3rd Street and University Avenue, with part of the cost of the alley
lighting to be shared by the City.

Councilman Hentges was concerned about a precedent being set by having
the City share the cost.
Councilman Heintz replied that each circumstance wou]d have to be
weighed for its~ own merit.
Counci]man Logacz said that if any vandalism was prevented, it was
money well spent.
Counciimar~ Ncrberg stated that he was concerned over the apparent ]ack
of interest in the proposed lighting. He noted that no petition had
been received; the request came From one owner, and only one property
owner was present at the hearing. Norber9 spo[:e of other a]ternatives~

Mayor Hawrocki spoke of his experience with these types of lights and
the costs involved.
