HomeMy WebLinkAboutOct 7, 1976OFFICIAL PROCEEDINGS SPECIAL HEETING OF THE CITY COUNCIL CITY OF COLUHBIA HEIGHTS, HN OCTOBER 7, 1976 The Meeting was called to order at 6:43 p.m. Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki--present Motion by Norberg, Seconded by Heintz to name Karen DeBruin secretary for the meeting. Roll Call: All Ayes Mayor Nawrocki stated that this special meeting was called to handle the items of business as noted on the agenda. City Manager Watson explained that the changes in the 1977 Budget, as suggested by the Council, had been incorporated into the proposed 1977 Budget. Mayor Nawrocki asked if the Budget balanced. Mr. Watson explained that Finance Director Schedler had just finished balancing it. There was discussion on sources of income and what had been done to balance the Budget. Mayor Nawrocki stated that there was no provision made for delinquent taxes. There were some specific questions on numbers presented to the Council and Mr. Watson reiterated that Mr. Schedler had worked on the ~inal balancing and moving of figures of the Budget. Mr. Watson explained that monies were sought out, but there were only so many sources of income. Mayor Nawrocki suggested cutting expenses. Mr. Watson replied that many items had been cut back, but there was still a possibility of making more changes. Councilman Norberg stated that the over-run in the 1976 Budget item "Tree Disease Control" should have been made up by having extra monies left in other line items, because most of the cost induced in 'lTree Disease Control" was personnel time, which because of being spent on tree disease control, was not spent in the place it had been budgeted for. Mr. Watson noted that these other funds will end up in the black, but 'lTree Disease ControlTM would still end up in the red. Councilman Heintz protested that these same questions had been asked and answered before. He noted that this was the reason Council meetings lasted so long. Mayor Nawrocki noted that a question should be asked if one doesn't understand a particular aspect of something. -365- October 7, 1976 Councilman Norberg stated that the Contingency fund did not seem to support any contingencies, City Manager read section C of the proposed resolution dealing with establishing tax levies for ]976 payable in 1977. Sections A and B dealt with certifying the budget. RESOLUTION 76-50 1976 LEVYING OF TAXES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS that: There is hereby ]evie=! upon all taxable property in the City of Columbia Heights a direct ad valorem tax in the wear ]976 payable in ]977 for the following purposes and in the following amounts: Purpose GENERAL FUND (including RECREATION) POLICE PENSION FIRE PENSION BOND AND INTEREST CIVIL DEFENSE Amount $ 1,069,044 66,300 47,000 223,000 35,700 S 1,441,044 Provision has been made in the General Fund for the Payment of the City's Contributory Share to Public Employee's Retirement Association in the amount of $77,220. Provision has also been made in the General Fund Revenues for receipt of the State Sales and Excise local government aid distribution. Offered by Hentges Seconded by Logacz Councilman Heintz noted that the budget could be reviewed further after the levy is certified. Mayor Nawrocki noted that he would vote against the proposed resolution as a protest, as an expression of dissatisfaction with the information that has been presented to the Council. He also stated that he did not feel the City Manager fully understood the budget at this point in time. He also noted that he has worked very hard to get balanced budgets with modest surplusses for the City. He also noted that he did not feel the budget was in the shape it should be in. Roll Call on Resolution: Logacz, Heintz, Norberg, Hentges--aye Nawrocki--nay October 7, 1976 -366- RESOLUTION 76-51 CERTIFICATION OF DELINQUENT UTILITY CHARGES BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that WHEREAS, all utility users have been sent a pink card reminder that their bill was delinquent, and WHEREAS, all said users were further notified by letter from the City Clerk that all unpaid utility bills as of September 27, 1976 would be certified to the County Auditor to be included on 1977 tax statements, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed, to levy the delinquent utility charges on the properties in the City of Columbia Heights as submitted on the attached sheets, totalling $5,037.27. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax statements and identified thereon as "Delinquent Utility Charges." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of state and county taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. Offered by Hentges Seconded by Logacz Roll Call: All Ayes RESOLUTION 76-52 CERTIFICATION OF DELINQUENT SPECIAL ASSESSMENTS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that The County Auditor be, and he is hereby directed, to levy the delinquent special assessments on the properties in the City of Columbia Heights as submitted on the attached sheets and filed in the Assess- ment Book for 1976, totalling $52,674.59. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax statements for the current year and identified thereon as "Special Assessments." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of State and County taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall be turned over to the City Treasurer in the manner provided by City Charter and Ordinances. -367- October 7, 1976 THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until November 15, 1976. Upon receipt of said payments, the County will be notified to remove this levy from the tax rolls. Offered by Logacz Seconded by Hentges Roll Call: All Ayes First reading was held on Ordinance 856 Being an Ordinance Amending Ordinance 843 being an Ordinance Providing for the Issuance of SI,O00,O00 of Bonds for Establishing a Capital Improvements Fund. It was noted that the second reading of Ordinance 856 would be held on October 12 at the Regular Meeting of the City Council. There was some general discussion on the liquor licensing ordinance, #857, the first reading of which was scheduled for this meeting. Motion by Norberg to reconsider Sections A and B of the Budget resolution. The motion was declared out of order. Mayor Nawrocki turned the gavel over to Council President Heintz at 8:01 p.m. and left the meeting. First Reading on Ordinance 857 Being an Ordinance Relating to Licensing and Regulating the Use and Sale of Intoxicating Liquor was held. Mr. Watson noted that this ordinance would have it's second reading after the November 2 election if the split liquor referendum was passed. Council President Heintz stated that this ordinance was a basic outline of the criteria that would be used by the Council if split liquor was passed. He noted that it was information promised to the citizenry of Columbia Heights. Motion by Hentges, Seconded by Logacz to adjourn at 8:47 p.m. Roll Call: All Ayes Bruce G. Nawrocki, Hayor Secretary
