HomeMy WebLinkAboutSept 1, 1976OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF COLUMBIA HEIGHTS, MINNESOTA The Meeting was called to order at 6:53 p.m. Roll Call: Heintz, Hentges, Nawrocki--present Logacz, Norberg--absent Motion by Heintz, Seconded by Hentges to name Karen DeBruin secretary for the meeting. Roll Call: All Ayes STATEMENT OF PURPOSE OF MEETING Mayor Nawrocki noted that the special meeting was called for the purposes indicated on the agenda; authorizing expenditure for purchase of the Schwartz property at 547 Mill Street, and consideration of a change order on the Jefferson Street construction project. RESOLUTION 76-44 AUTHORIZING THE PURCHASE OF LOTS 44 and 45, BLOCK 66, COLUMBIA HEIGHTS ANNEX TO MINNEAPOLIS, ANOKA COUNTY, MINNESOTA BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS an agreement has been reached between the owner of 547 Mill Street Northeast, Mrs. Florence M. Schwartz, and the City of Columbia Heights for the purchase of the property known and described as lots 44 and 45, Block 66, Columbia Heights annex to Minneapolis, Anoka County, Minnesota, and WHEREAS a purchase agreement has been prepared by the City Attorney covering the necessary legal aspects of such property transfer. NOW THEREFORE, BE IT RESOLVED that the Mayor and City Manager be, and they are hereby, authorized to consumate the purchase agreement in an amount of $38,000 for the purchase of said prop- erty and that the City further agrees to pay the actual moving costs for the re-location of the seller's property at an estimated cost of up to $300. Resolution 76-44 was Offered by Heintz, Seconded by Hentges Roll Call: All Ayes Resolution 76-44 was Adopted. September l, 1976 Mayor Nawrocki stated that this agreement represents negotiations between the City and the property owner. He further stated that the price is fair considering the value of the property. He also mentioned that condemnation would have been a costly and drawn out procedure to acquire this property, as well as being '~unfriendly.'~ CHANGE ORDER ON JEFFERSON STREET Mr. Watson, City Manager, noted that the property owners on the corner lots at 40th Avenue and Jefferson Street had expressed they would like a forty-four foot approach on Jefferson Street to 40th Avenue in front of their properties. These would be used as turn lanes. City Engineer Brown had noted at the time it was discussed at the August 23 meeting that the cost for this change would be around $900. He was considering the cost of the extra materials and labor directly connected to the street itself. He had not anticipated there would be a need to remove and replace the sidewalk in front of these houses. He had checked out this aspect of the project and found that, to widen the street in this place, the existing sidewalk would have to be removed and replaced. The new estimated cost, with sidewalk removal and replacement in the area noted, would be about $2,5OO. Councilman Heintz asked if there would be any parking allowed in this area of the street. Mr. Brown replied that there would not be. He noted that the curbs would be yellowed. Motion by Hentges, Seconded by Heintz that the change order on Jefferson Street be authorized in an amount of approximately $2,500. Rolt Call: All Ayes It was noted that the final plan would be reviewed with the adjoining property owners to be aure they were in agreement. He also noted that the Council would be notified before any action proceeds on the change. Motion by Heintz, Seconded by Hentges to adjourn at 7:03 p.m. Roll Call: Ali Ayes / Bruce~G.
