HomeMy WebLinkAboutJun 14, 1976OFFICIAL PROCEEDINGS SPECIAL MEETING OF THE CITY COUNCIL CITY OF CgLUMBIA HEIGHTS JUNE 14, 1976 -248- The Meeting was called to order at 7:05 p.m. Roll Call: Logacz, Heintz, Hentges, Nawrocki--present Norberg--absent STATEMENT OF PURPOSE OF MEETING Mayor Nawrocki noted that this special meeting was for the purpose of conducting public hearings regarding the seal coat projects for various parts of the City. He went on to say that seal coating is a maintenance type of item which must be done every four to five years to prevent the deterioration of the streets. It was noted that the estimated cost of this project would be 60¢ per foot and 20¢ per foot for those involved in an avenue charge. It was also noted that the streets are repaired as necessary before the seat coat work is done, and that this cost is included in the estimates given. Mayor Nawrocki asked Mr. Watson, City Manager, if he had any further comments. Mr. Watson stated that each year a part of the City is included in this project. Me also noted that the question most often asked in conjunction with seal coating is why it must be done to streets that are in good condition. Me stated that the answer to this question is: to keep them in good condition. He also noted that streets that are in bad repair cannot be seal coated and r~eed more extensive work. At this time, George Brown, City Engineer, showed a map of the areas which were proposed for seal coating. He explained that the work is done in the hot weather and assessment hearings would be held sometime in November to inform people exactly what the charge per foot will be, although the cost is expected to be extremely close to the estimate. He also told of the assessment procedure: the people would be allowed to pay their assessment interest-free until the end of the year and a special billing would be due the following September if it wasn't paid by the end of 1976. Mayor Nawrocki opened the floor for general questions and comments. Mr. Joseph Korpel of 4624 Polk Street asked why the ct~arge wasn't assessed according to the number of cars a property owner has. He stated that he thotJght this would be the most logical way, since cars are the things which rise the streets. Mr. Korpel noted that his was the only single unit dwelling on the block. -249- June 14, 1976 Mayor Nawrocki noted that the idea of paying according to the number of cars would be interesting, although it would vary from year to year. He noted that the assessment is based on footage. Mayor Nawrocki asked for comment from the City Attorney, Ronald Kalina. Mr. Kalina noted that assessments are based on benefit to property owners in the local community. He also noted that the owner of the duplexes on the block may pay more because of a greater number of feet across the front of the property. Mr. Korpel also noted that he would tike to have something done about the people who turn around in his driveway. He noted that he has a '~Private Driveway" sign on the driveway, but that people use it to turn around in anyway. He further noted that damage has been caused to his driveway because of this, particularly in the winter when there is much spinning of tires because of ice and snow and slippery conditions. Mayor Nawrocki asked Attorney Kalina if this constituted the violation of a traffic law. Mr. Kalina noted that it was a violation of a local ordinance. He also stated that if he wished to turn these people in, he needed to know their name, not just their license plate number. Councilman Heintz asked why Mr. Korpel, or others in his situation, would need the name and not just the license plate number. Mr. Kalina replied that a car could not be fined or placed in jail, but the person who was driving the car would be the one who would be held responsible, and this person would not necessarily be the person to whom the vehicle was registered. Mayor Nawrocki asked Attorney Kalina that if Mr. Korpel wrote down the license plate number of the cars that turn in his driveway if a warning could be issued through the Police Department to the registered owner of the car. Mr. Kalina replied that this could be done. At this time, Mayor Nawrocki read through the list of streets to be seal coated, asking for any specific questions relating to these locations. There was general discussion on repair work which was necessary on some of the streets. Mayor Nawrocki noted that all necessary repair work would be done before the streets were seal coated. Motion by Hentges, Seconded by Heintz that the City Manager be authorized to proceed with the seal coat project as advertised.
