Roll Call: Logacz, Heintz, Norberg, Hentges, Nawrocki - Present. Motion by Norberg, seconded by Logacz to name Dean Otterson Secretary for the meeting. Mayor Nawrocki began the meeting by asking the Housing and Redevelopment Authority Director and City Planner for a brief stat~nent as to the purpose of the Public Hearing. Mr. Otterson explained the Pre-application process for Cc~r~nity Develo~nent Block Grant Funds, the criteria for funding set by the Department of Housing and Urban Development and the required deadlines for grant sut~ission. ~ITY DEVELOPMENT ACTMTIES - 1976 Scott Clark, intern with the Housing Authority, presented the list of activities that were discussed at the first Public Hearing on January 27, 1976. He also ranked each activity according to how H.U.D. would view them, using their ranking formula. Roger Jensen, intern, explained H.U.D. 's point system in detail, emphasizing that each activity would be reviewed separately. ~QUESTION AND ANSW~ERS Mr. Otterson asked the City Council and citizens present for cc~a~_ents and questions concerning the list of 14 activities proposed. He requested that this list be narrowed down to three or four primary activities. Mr. Keith Lund, 1401 Circle Terrace, brought up the activity for the purchase of the vehicle for the elderly and handicapped, also the purchase of land for elderly housing on Stinson Boulevard. Dean Otterson elaborated on these activities. Mrs. Bonnie He]§eson , 5920 Ulysses, wanted to know if the vehicle being purchased would be strictly limited to the elderly and the handicapped. Mr. Otterson explained that this would be the primary use for which t~he vehicle is intended. Councilman Heintz added that the vehicle could possibly be used by the Recreation Department when not scheduled for senior citizen events. A lengthy discussion took place on the acquisition of land for elderly housing on a site located on Stinson Boulevard. Dean Otterson explained that this site is presently under option with the Northwest Seniors Housing Corporation for the construction of 108 units of low income elderly housing. He indicated that their application for Federal assistance last year was not approved by H.U.D., and that the City's purchase and "write down" of the land may help the construction along. Councilman Hentges inquired about how a private non-profit corporation would be taxed. Motion died for lack of second. PROCLAMATION FOR ~S. JAYCESS %4~EK - FEBRUARY 14-21, 1976 ~yor Nawrocki read the following proclamation signed by all the members of the City Council: ~EREAS, the ~s. Jaycees of Columbia Heights have promoted community service in the Columbia Heights cormmmity for 18 years: and $~RE~S, the Mrs. Jaycess of Minnesota is an organization of over 3,000 young women of today in over 200 P~nnesota cc~nunities; and W~P2~EAS, the Mrs. Jaycess of ~nnesota shall set aside the week of February 14-21 to educate the community in the areas of on-going prejects inA id to Retarded Children, Accent on Youth, Conm~nity Service, Cystic Fibrosis, Female Health, Kidney Disease, Multiple Sclorosis and Todays Woman; and ~.~IZEAS, the Mrs. Jaycess of Minnesota provides leadership training to tomorrow's leaders; and WHEREAS, our creed states "}~y we leave the world a better place because we lived ~mnd serv~ within it." NOW THEREFORE, I, Bruce G. Nawrocki, Mayor of the City of Columbia Heights do hereby proclaim the week of February 14-21 as "~S. JAYCEES WEEK" A~%~RD OF BID ON REPLACEMENT SQUAD CAR Motion by Norberg, seconded by Heintz to accept the bid of ~tro Dodge, Inc. for a 1976, 4 door, Dodge Coronet Sedan with options 1, 7, 8, and 9 as shown on their bid. A brief discussion followed concerning whether or not an A~ radio should be included. Mr. Watson stated that there are extra radios available at the City garage, therefore, a factory installed, unit would not be necessary. Further discussion was held on the advisability of including bucket seats versus the standard bench seat. Councilman Hentges informed the Council that in his opinion the bench seat was safer, referencing the recent accident. Also, the color was discussed. The Council decided that the car will be all white. The total bid with options was $4,522.05. Roll Call: All Ayes REPORT ON COST FOR SUN DIR~CIORY Mr. Watson reported that the Sun Directory for 1976 would be in print soon, with the listing of City Office numbers and officials included.
