HomeMy WebLinkAboutOct 7, 1975Official Proccedings Special Meeting City of Columbia Heights October 7, 1975 -279- The Meeting was called to order by Mayor Nawrocki at 7:00 p.m. Roll Call: Logacz, Heintz, Norberg, Land, Nawrocki-present Motion by Norberg, Seconded by Heintz to name Shelley Hanson Secretary for the meeting. Roll Call: All Ayes RESOLUTION #75-52 CERTIFICATION OF SPECIAL ASSESSMENTS Offered by Norberg, Seconded by Logacz; Roll Call: All Ayes BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that THE County Auditor be, and he is hereby directed, to levy the delinquent special assessments on the properties in the City of Columbia Heights as submitted on the attached sheets and filed in the Assessment Book for 1975, totaling $40,896.11. BE IT FURTHER RESOLVED that the foregoing amounts shall be included in the individual real estate tax statements for the current year and identified thereon as "Special Assessments." SAID LEVIES shall be enforced and collected in the manner provided for the enforcement and collection of State and County taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and sh~ll be turned over to the City Treasurer in the manner provided by the City Charter and Ordinances. THE CITY OF COLUMBIA HEIGHTS shall accept payments on these levies until the end of the calendar year. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. Passed this 7th day of October, 1975. RESOLUTION #75-53 CERTIFICATION OF DELINQUENT UTILITY CHARGES A discussion was held on the amount certified to the County. Mayor Nawrocki was concerned with the increase in the unpaid bills. He inquired about the procedure used to collect these monies by the City. Mr. Watson explained that they received their first bill, then a pink (late) notice, then two final notices before certifying. Mayor Nawrocki also asked for the type of properties, usuaily involved. It was stated that it was mainly double bungalows, duplexes, or other rental property. Official Proceedings Special Meeting October 7, 1975 page 2 -280- RESOLIJTION #75-53 Offered by Heintz, Seconded by Logacz Roll Call: All Ayes BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, that Whereas, all utility u:;~:~'~, have been sent a pink card reminder that their bill was delinquent, and WHEREAS, all said users were further notified by letter from the City Clerk that all unpaid delinquent utility bills as of August 30, 1975, would be certified to the County Auditor to be included on 1976 tax statements, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the County Auditor be, and he is hereby directed, to levy the del in~ quent utility charges on the properties in the City of Columbia Heighi::~ ~,s sul:,rnitted on the attached sheets, totaling $9,496.62. Passed this 7th day of October, 1975. ORDINANCE #839 & #840 Sale of Land (First Reading) Mr. Watson explained that this deals with a l0 Foot strip of ?.and for which the City has a deed. The property is located North ¢~f 42nd Avenue which was to be used for sewage purposes, before 42~ Avenue was put in. After 42½ Avenue ~.~as opened the City no longer utilized the property. This is to be the first reading of the ordina::,ce sell lng the strip to Mr. Hegquist and Mr. Kordiak who actually holds title to it in order to remove.'the color on the title which exists due to our deed. The second reading will be October 14 so that the owners ca~ proceed with clearing title ,and building on this subdivided ]and. Councilman Heintz expressed his de. sire to offer the motion on the second reading due to his involvemer~t with the situation. Official Proceedings Special Meeting City of Columbia Heights October 7, 1975 Page 3 -281 - ORDINANCE //839 BEING AN ORDINANCE AUTHORIZING THE SALE BY THE CITY OF COLUMBIA HEIGHTS OF CERTAIN REAL ESTATE KNOWN AS THE NORTH 165 FEET OF THE WEST l0 FEET OF LOT 42 (Subj. to Road and Utility Easement in, over, upon, under, and across the North 30 feet thereof) BLOCK 3 RESERVOIR HILLS THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS DOES HEREBY ORDAIN: Section 1. Authorization of Sale of Real Estate. The City of Columbia Heights shall sell and convey unto David J. and Joyce A. Hegquist that certain tract of land lying and being in the County of Anoka, State of Minnesota, described as follows, to wit: The North 165 feet of the West lO feet of lot 42 (subj. to road and utility easement in, over, upon, under, and across the North 30 feet thereof) Block 3, Reservoir Hills. Section 2. Terms and Conditions. That the term of sale of said property to David J. and Joyce A. Hegquist is $1oO0 · and other valuable consideration. Section 3. Mayor and City Manager to execute the documents. The Mayor and City Manager be and the same are hereby authorized to execute and deliver to the said purchaser a Quit Claim Deed for carrying out the term of this Ordinance. Section 4. Time of Taking Effect. This ordinance shall take effect and be in force from and after thirty (30) days after its passage. ORDINANCE //840 BEING AN ORDINANCE AUTHORIZING THE SALE BY THE CITY OF COLUMBIA HEIGHTS OF CERTAIN REAL ESTATE KNOWN AS THE WEST 10 FEET OF LOT 42, EXCEPT THE NORTH 165 FEET THEREOF, EXCEPT THE SOUTH 5 FEET THEREOF, AND (Subj. to Storm Sewer Easement, in, over, under, and across the South 10 Feet of the North 175 Feet of the West 10 Feet of lot 42) BLOCK 3 RESERVOIR HILLS THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Official Proceedings Special Meeting October 7, 1975 Page 4 -282- Section ]. ,Authorization of Sale of Real Estate. PUBLIC SAFETY DIRECTOR Mayor Nawrocki asked the Councilmen for their ideas on how to proceed with the prospect of a Public Safety Director. Councilman ~orberg stated that this arrangement seems to be working out for Fridley. He also felt that there should be a hearing held. Councilman Heintz felt a c(0mmittee of people other than the Council should be set up to get all the information and recommendations needed. Then a hearing should be held to get the citizens feelings. Councilman Logacz thought that the study and hearing was a good idea. However, he wanted information as to how it works in other communities now having a Public Sa'Fety Director. It was decided that a Special Meeting should be set up to carry through with t~he ideas presented. Councilman Land left at 7:20 p.m. Official Proceedings Special Meeting October 7, 1975 City of Columbia Heights -283- FIREMEN'S PENSION PLAN Mayor Nawrocki stated that the volunteer firemen expressed their concern regarding the affect of the legislative Bill on their pension program. The Mayor asked that the City Manager prepare a report outlining the causes for this concern, and explaining what pension program the volunteers are working under. SCHOOL ADVISORY COMMITTEE Dr. Huber of the School District is setting up a School Community Advisory Committee. He had talked with the Mayor in regards to a representative from the City. The Mayor asked the Council if it was all right to appoint Councilman Heintz to this Committee due to his involvement as a member of the Park Board and Recreation Committee.
