Hearing on Special Assessments
November 25, 1974
Meeting was called to order at 7:10 p.m. Roll Call - Heintz, Norberg,
Land, Nawrocki-present Logacz - absent Councilman Logacz
arrived at 7:30 p.m.
Motion by Norberg, Second by Heintz to name Margo Emerson Secretary
for the meeting. Roll Call-All Ayes
Mayor Nawrocki began the meeting by stating that the purpose of this
meeting is as a hearing on assessments to be charged for projects
completed during 1974. He stated that the costs of these
projects would be discussed and any questions from the residents
present would be answered.
HEARING
Project #681 - Watermain 3928 Johnson Street
Mr. Watson discussed the costs involved in this project and explained
what had been done. No people were present to ask questions on this
item. This is a watermain charge for one property at a total cost of $623.35
payable over a five year period.
Project #685 - Curb, gutter, and asphalt mats
Mr. Watson explained what streets this project involved. These were
for curb, gutter and asphalt mats on 3rd Street from 38th to Edgemoor
and on 38th Avenue from 3rd to University. On 38th Avenue from Main
to 3rd Street and on 3rd Street from 37th to 38th, only curb and gutter
are being assessed as these are State aid streets.
Mr. Watson explained the costs on this projectas follows: Curb and gutter assessed
at $4.26 per front foot(Street ft. charge) and S1.42(Avenue ft. charge)
Asphalt mat assessed at $6.36 per front foot(street ft. charge) and $2.12(Avenue charge
payable over five years. Particular questions on exact charges to various
properties were answered.
#690 - Bituminous Reconstruction
The streets included in this project are as follows:
42nd, Main to 3rd
Edgemoor, 2½ to 4Oth
3rd Street, 40th to 41st
3rd Street, 42nd to 44th
Summit Street, 5th to Lookout
41st Avenue, Main to 2nd
43rd Avenue, Main to 2nd
The assessments on these streets are $.90 per front foot for street footage
and $.30 per front foot for avenue footage. These are payable in one year. During
the discussions which followed a request was made to change the assessment on 3rd
St. ,4Oth to 41st, to a two year payable assessment, and the change was made.

Two individuals in particular were concerned with the work done on
3rd Street, 40th to 41st. Mrs. Porter was concerned that the snow
plow would not be able to turn around, as the street has been made
a dead end. Clayton Berg, Assistant City Engineer, assured her that
there was plenty of room for the plow.
Hr. Moneta expressed his belief that he thought the City Council should
have been aware that a dead end was to be made at this location,
as he felt the Council would not have approved the work. A brief
discussion was held on this, during which it was explained that this
street, beyond the barricades, was vacated, and that the work had not
been done on the vacated section.
Project //695 - Weed Control
These are for weed cutting done on six parcels that remain unpaid.
The total assessments amount to $51.75 including three parcels at
$8.62 each and three parcels at $8.63 each. A brief discussion was held
on these charges. Mrs. Porter had some particular questions regarding costs of
weed cutting.

RESOLUTION #74-53

Roll Call-All Ayes
Adopting assessment rolls for the following local improvements and
determining that said improvements have been made and ratifying and
confirming all other proceedings, heretofore had: Special Assessments
numbered 681, 685, 690, 695.
WHEREAS, the City Council of the City of Columbia Heights, Minnesota
met at 7 o'clock P.M. on the 25th day of November, 1974 at the City
Hall Council Chambers in Columbia Heights, being the time and place
set when and where all persons interested could appear and be heard
by the Council with respect to benefits, and to the proportion of the
cost of making the local improvements above described, a notice of
such hearing having been heretofore duly published as required by law,
and a notice mailed to each property owner of record, stating the proposed
amount of the assessment; and,
WHEREAS, this Council has heretofore estimated and fixed the cost of
such local improvements and has prepared an assessment roll therefore.
THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVED:
Section 1. That this coundil does hereby adopt the aforesaid assessment
rolls known and described as "Assessment Roll for Local Improvements
numbered 68], 685, 690, and 695."
Section 2. That this council hereby finds and determines that each of

the lots and parcels of land enumerated in said assessment rolls was
and is especially benefitted by such improvement in an amount
not less than the amount set opposite in the column headed
"Total Assessment". And this Council further finds and determines
that the proper proportion of the cost of such improvement to be
especially assessed against such lot or parcel of land is the
amount set opposite the description of each such lot or parcel of
land respectively in said assessment rolls.
Section 3. That said assessments may be paid in part or in full without
interest on or before December 31, 1974, or in annual installments
for a period of from one to ten years as designated on each assessment
roll, payable on or before the 30th day of September annu@lly with 8%
interest thereon. Failure to pay the annual installment renders
the same delinquent and thereafter a 10% penalty is added and the said
delinquent special assessment is certified to the County for collection
with the real estate tax.
Section 4. That this Council did hereby determine and re-determine
to proceed with said improvements, does ratify and confirm all other
proceedings heretofore had in regard to these improvements, and
said improvements shall hereafter be known and numbered as "local
improvements numbered 681, 685, 690, 695."
Section 5. This resolution shall take effect immediately upon its passage.
Motion by Heintz, Second by Norberg to adjourn at 8:02 p.m. Roll Call-All Ayes
