REGULAR MEETING OF THE CITY COUNCIL
OCTOBER 15, 1974
Meeting was called to order at 8:02 p.m. by Council President E. "Sebe"
Heintz. Roll Call -Logacz, Heintz, Norberg, Land -present Nawrocki -absent
Mayor Nawrocki was not at the meeting because he was at a conference in
New York.
Motion by Norberg, Second by Logacz to name Margo Emerson Secretary Pro-tem
for the meeting. Roll Call - All Ayes
Invocation was given by Rev. Will iam McEachern, Oak Hill Baptist Church
MINUTES OF PREVIOUS MEETINGS
A discussion was held on the minutes of the Budget Hearing on September
30, and the possibility of deleting the statement by Councilman Norberg
regarding the HRA budget. Motion by Norberg, Second by Land that the
minutes be approved as presented in writing for the meetings of
September 23, September 30, October 1, and October 7 with the deletion
as noted, of Councilman NOrberg's statement in the minutes of September
30 and the substition of the following: "Councilman Norberg read a prepared
statement questioning the creation of surplus in the Housing and Redevelopment
Authority Budget." Roll Call -All Ayes

BID OPENING ON CUSTODIAL SERVICES
Only one bid was received and was opened at this time. It was from
Maintenance Experts, Inc. City Manager Watson asked City Attorney, Ronald
Kal ina, whether there was any problem in opening just one bid. Mr. Kal ina
stated that there was not since it had been properly advertised. A dis-
cussion was held on this bid. Mr. Watson stated that Maintenance Experts
is presently holding the contract for custodial services, and does
a good job. Mr. Thomas Chase, President of Maintenance Experts, was
present and stated that this bid was identical to the one submitted the
previous year on the Library and the Municipal Building. Mr. Gustafson
stated that the bid received on the Municipal Service Center was lower than
a previous informal bid which had been received and so seemed reasonable.
Motion by Land, Second by NOrberg to award the bid on Custodial Services to
Maintenance Experts, Inc. in the following amounts: Municipal Building $ 386.00
Library 240.00
Service Center 92.00
and the Mayor and City Manager be authorized to enter into contract for
same. Roll Call - All Ayes

TELEVISION SYSTEM FOR SEWER LINES BIDS
Mr. Watson reported on the opening of bids on the television system for
the sewer lines. He discussed the receipt of a letter
from Cues, Inc. in Florida stating that they did not receive the bid forms
in time to submit a bid. They had asked for consideration of this
fact. Mr. Watson pointed out that the bids had been advertised for properly
and that Cues, Inc. was aware of this and could have contacted the City
in time to let them know of the late receipt of the bid form. He did not
feel that the Council should reject all bids as the other bids had
come in on time and had been competitive and it would not be fair to these
other bidders to have the bids rejected. Mr. Gustafson asked that the award
of bid be tabled to another meeting in order to give them time to go over
the equipment of each of the bidders and obtain more information. Motion
by Land, Second by Norberg to table award of bids on the television system
until the next regular meeting. Roll Call - All ayes
CITY SHOP IMPROVEMENTS
Mr. Gustafson discussed plans for certain shop improvements including
installation of an OSHA approved spray booth. He asked to be allowed to
take bids on these improvements. Motion by Logacz, Second by Norberg
to authorize the City Manager to advertise for bids on certain shop
improvements to be opened November ]4 at 2:00 p.m. with a report back at
the November 25 council meeting. Roll Call - All Ayes Councilman
Heintz asked that Mr. Gustafson supply the council with a list of these
i mprovemen t s.
PROCLAMATION ON MARATHON DAY
DECLARIING SATURDAY, OCTOBER 26 AS M~RATHON DAY FOR IMMACULATE CONCEPTION SCHOOL
WHEREAS, the Immaculate Conception School in the City of Columbia Heights is
sponsoring a Marathon as a special demonstration in support of Immaculate Concep-
tion School on Saturday October 26 from 10:OO A.M. to 3:00 P.M., and
WHEREAS, the school has provided our community with an institution of leavning for
many of our citizens, and
WHEREAS, this private school has been a help to all the taxpayers by reducing the
need for additional school facilities, particularly during the years of rapid
expansion in our City, and
WHEREAS, the purpose of this Marathon is to help raise funds to support this school
and all its worthwhile activities,
NOW, THEREFORE, I, Bruce G. [lawrocki Mayor of the City of Columbia Heights do hereby
proclaim Saturday, October 26 as 'lMarathon Day" and urge all of our citizens to
support the people who will be walking, biking, jogging, or running on the ten
mile route by pl~gi nga certain amount of money per mile to the various students
who will be distributing pledge cards throughout the community. These pledge cards
may also be obtained by calling ne school office at 788-8119.
RESOLUTION #74-50
Motion by Norberg second by Land that Resolution #74-50 passed on October 7, 1974
Amending the Budget ~or 1975 be ratified. Roll call, all ayes.
ORDINANCE #829
A second reading was held on Ordinance #829 BEING AN ORDINANCE VACATING THE
NORTHERLY 6 FEET OF 47th AVENUE N.E. FROM THE EAST LINE OF CENTRAL AVENUE
N.E. IN AN EASTERLY DIRECTION TO THE EAST LINE OF THE WEST 660 FEET OF THE N½
OF SW¼ OF SECTION 25, TOWNSHIP 30, RANGE 24, ANOKA COUNTY MINNESOTA. Offered
by Norberg, Seconded by Logacz. Roll call, all ayes. Ordinance #829 was
adopted.
SUBDIVISION REQUEST - GEORGE KORDIAK - 946 - 42nd Avenue N.E/
A request was received from George Kordiak to subdivide his land on 42nd Avenue.
He wanted to divide off an 85' x 145' piece for the purpose of selling this to his
son. A brief discussion was held on the possibility of tax forfeiture. This
subdivision request would relocate a line dividing the property, as well as rejoin
a portion previously divided. Councilman Norberg questioned whether Mr. Kordiak
would have to have the courts consider this rejoining. Mr. Kalina explained the
process. Motion by Logacz seconded by Norberg to grant the request for sub-
division to George Kordiak, 946 - 42nd Avenue. Roll call, all ayes.
DISCUSSION ON PROPOSED NEW POLICE FACILITY
Public Works Director, Earl Gustafson, asked that the council indicate whether
or not plans to build a new police facility should be continued. A brief dis-
cussion was held. Councilman Heintz indicated that more discussion was needed
before the council could indicate these intentions to build a new facility. He
pointed out that the site selection has not been made, and so architectural
plans could not continue without knowledge of the site location. Mr. Gustafson
discussed these plans for a new building related to the need for a gasoline
storage facility. He pointed out that the police cars were the major users of
the non-leaded gas. He stated that this would have to be part of a discussion
when a new police facility is being considered. Councilman Heintz indicated
his desire to have an informal meeting the following Mondah, October 21st, with
the Public Works Director, City Manager, and architect Bob Diedrich to discuss
the plans for the new police building. Such a meeting was ~et up for 7:00 P.M.
on that evening.
COLOR OF NEW WATER TOWER
Mr. Gustafson indicated the desire to have the Council discuss what
color the new water tower should be. He indicated that the paint
would be of a hard gloss, no chalking variety. Mr. Berg, Assistant
City Engineer, had a color chart showing the numerous possibilities
for colors. A brief discussion was held. It was decided that this would
be discussed further at the informal meeting on Monday evening.
CONSIDERATION OF SIGNAL REVISIONS ON CENTRAL AVENUE
Mr. Gustafson indicated to the Council that no formal action was needed
to be taken. He wanted to report that the State has indicated that a
separate agreement would be made for the Signals along Central Avenue
rather than include them in the total urbanization plan. Mr. Gustafson
indicated that the other communities, Fridley and Hilltop, are concurring
in this. The City Council of Columbia Heights had agreed to the plans
when they agreed to the entire urbanization plan. Mr. Gustafson indicated
his intent to negotiate further with the State regarding the maintenance
of the signals. He indicated that the City would want to lamp, clean,
and paint the signals, and this must be negotiated further.

ASSOCIATION OF METROPOLITAN MUNICIPALITIES
Mr. Watson reported on a general membership meeting of the Association of
Metropolitan Municipalities on October 3], 1974 at the St. Paul Hilton
Hotel, Capitol Ballroom. He indicated that Mayor Nawrocki was planning on
attending this meeting. The cost is $8.75 per person and includes a social
hour, dinner, and comments from candidates for congressional offices.
Motion by Logacz, Second by Norberg to authorize up to four people to attend
this meeting. Roll Call All Ayes Mr. Watson asked that if any council
member wishes to attend this meeting, they would contact him as soon as
possible so the registration could be sent in.
ICE CUBE MAKER FOR LIQUOR STORE
Mr. Watson reported on having received informal bids for an ice cube maker
for the liquor store. He indicated that the ]ow bid came from Display
Fixture Company. Councilman Norberg questioned whether this machine
included an ice chest for storage. Mr. Watson indicated that it did have
a 600 lb. storage capacity. It is a Manitowok machine. Motion by Logacz,
Second by Land that the City Manager be authorized to purchase a Manitowoc
ice machine in the amount of $],242 plus freight charges from Display
Fixture Company. Roll Call All Ayes Mr. Watson indicated that he is
receiving informal bids on other items for the liquor stores, but that he
would report on them at a later date.
LATE REQUESTS
Mr. Watson questioned the Council as to when they would want to have
the annual assessment hearing. A brief discussion was held on when
the assessment department and engineering would be ready to have it.
It was decided to hold the hearing before the regular council meeting
on November 25 at 7:00 p.m.
PETITION FOR STREET OPENING
Mr. Watson discussed a petition received that day requesting consideration
for a short street coming in from Stinson Boulevard into Lot 4, Block 1,
Auditor's Subdivision of Wa]ton's Sunny Acres. He indicated that there were
several plans which had been developed in the past years for this. Motion
by Norberg, Second by Land that the petition be placed on file, and referred
to the City Manager for a report back at the next regular council meeting.

MINNESOTA CITY MANAGEMENT ASSOCIATION
Mr Watson requested permission to attend a two day session of the Minnesota
City Management Association at Spring Hill, on November 21 and 22. A
brief discussion was held. The cost is $50.00. Councilman Heintz was
concerned whether or not there are funds available for this sess ion, and
asked that the request be held over to the next council meeting for a report
on the funding.

HOUSING & REDEVELOPMENT AUTHORITY
A letter was received from Dean Otterson requesting Council consideration
for use of $65,000 for potential use in Oakwood School project.
The council indicated that they needed more time to review his letter.
Councilman Heintz also indicated that more information is needed on
exactly what is being considered in the Oakwood School project.
LICENSES
Motion by Norberg, Second by Logacz that the licenses as listed be
approved upon payment of proper fees. Roll Call - All Ayes
TRANSFER OF BEER LICENSE
Mr. Eugene Shelton requested transfer of beer license at 4010 Central Avenue.
A letter was received from Mr. Robert Mclntyre, who presently holds the
licenses at this location, stating that he also desires that this
transfer be made. A discussion was held on a report from Chief Glader
regarding Mr. Shelton. Mr. Mclntyre had indicated in his 1.etter that
the licenses would be going to Mr. Shelton and to a Mr, James Sammes, and
the Council did not receive a report from Chief Glader on .Mr. Sammes,
and so decided that this item should be held over to the next meeting.
Also, Mr. Shelton and Mr. Sammes were not present the time that this
discussion began and the Council indicated that they would want them
tp appear at a mee ting. Mr. Shelton and Mr. Sammes arrived later. They
explained that the beer license would only be in Mr. Shelton's name,
but the Council still desires a report on Mr. Sammes because he would
be part owner of the tavern. This item will be placed on the agenda
for the next meeting.
OLD BUSINESS
Councilman Norberg indicated that there is still glass in Memorial Park
that should be taken care of. Councilman Heintz stated that he would
discuss this with Mr. Murzyn at a Park Board meeting the following

CITY MANAGER REPORTS
Mr. Watson reported on receiving appraisals on the Moneta Property
in anticipation of the possible acquisition of the street right-of-way
from him. He also reported on cost estimates at this location for removing
the field stone wall. He indicated that more time is needed on this
item, and that he would report back to the Council at a later meeting.

CITY ATTORNEY REPORTS
Mr. Kal ina presented the Council with the fi rst section on Administration
and Licensing of the city code which his office has been working on.
He indicated that in about three weeks he would hope to get together
with the Council to discuss it. He stressed the fact that a Code
differs from ordinances, and that the council should read the entire
section rather than isolate portions and get the wrong impression.
PUBLIC WORKS DIRECTOR REPORTS
Councilman Heintz questioned when the striping on 44th Avenue would
be done. Mr. Gustafson indicated that they are waiting for the signs
to arrive and when they do, the striping will be done.
Councilman Land indicated to Mr. Gustafson that the sidewa]k near the
Shell Station at 37th and Central is pitching in. He further stated
that blacktopping is on the sidewalk at a location near there and
should be raised and the sidewalk rep]aced. Mr. Gustafson indicated
that he would check into it and report back at the next meeting.
Councilman Heintz questioned whether anyone has spoken to the people
in the area of the alley, 45th to 46th between Fillmore and Taylor
Mr. Gustafson indicated thatone man had been to talk to them and had
indicated that he would be bringing in a petition.
