Roi ] Call-AIl Ayes HEARING ON THE BUDGET There were no questions or comments from the few people present for this hearing. The majority of those present were City staff employees. Only a brief discussion was held to clarify certain items which the City Councilmen had questions on. Mr. Watson pointed out in the proposed budget that removal for diseased trees was a part of the budget as being under the levy limitation. He stated that tree diseases can be levied as a special levy. A discussion was held on this. Mayor Nawrocki discussed the fact that the budget is very close to the limits and that there is only a small amount of unallocated expenditures. He pointed out that the budget would not necessarily be met because of people who wouldn't pay their taxes. The amount in the budget for tree diseases was moved to become a special levy, and that same amount was added to unallocated expenses within the levy limitations. Mayor Nawrocki discussed the budget as a whole. He pointed out that this budget reflects what the Council has been committed to the past years; this being: park improvement, additional men on the Police force, and committments to the Downtown area development He stated that the budget indicates a 2½ mill increase and is still under the mills levied in 1970 and 1971. ADOPTION OF 1975 BUDGET Resolution #74-45 ADOPTING BUDGET FOR THE YEAR 1975 AND LEVYING TAXES Offered by Heintz, Seconded by Logacz Roll Call All Ayes Adopted. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights as fo] lows: Section A. The budget for the City of Columbia Heights for the year 1975 is hereby approved and adopted with appropriations for each of the departments to be as follows: GENERAL FUND Mayor-Council $ 56,660 Execut lye 46,475 Fi nance 119,445 Legal 26,750 September 30, 1974 Planning Public Safety Public Works San itation Library Parks & Recreation Unal located 23 140 751 685 473 850 223 700 92 270 381 960 77 800 $ 2,273 735 * $ 120,400 Covered by Revenue Sharing Section B. The estimated gross revenue of the City of Columbia Heights from all sources, including general ad valorem tax levies as hereinafter set forth for the year 1975, the same being more fully detailed in the City Manager's official copy of the 1975 Budget, are hereby found and determined to be as follows: GENERAL FUND $ 2,153,745 REVENUE SHARING $ 148 ,O7O Section C. There is hereby levied upon all taxable property in the City of Columbia Heights a direct ad valorem tax in the year 1974, payable in 1975 for the following purposes and in the following amounts: PURPOSE AMOUNT General Fund Police Pension Fi re Pens ion Bond and INterest Civil Defense $ 1,101,925 65,85O 46,OOO 113,940 4,OOO TOTAL LEVY $ 1,331,714 Provision has been made in the General Fund for payment of the City's Contributory Share to Public Employees' Retirement Association in the amount of $64,904. Provision has also been made in the General Fund revenues for receipt of the State Sales and Excise Tax local government aid distribution. Section D. A certified copy of this resolution shall be transmitted to the County Auditor. RESOLUTION #74-46 CONFIRMING TAX LEVY BY THE HOUSING AND REDEVELOPMENT AUTHORITY Councilman Norberg indicated his desire to have this item tabled to a special meeting. He stated that he still had questions which he wanted to discuss with the Council. Councilman Logacz discussed the fact that this hearing is for budget purposes and any questions would be asked at that time. Mayor Nawrocki indicated his similar feelings. Motion by Norberg, Second by Land to table consideration of HRA Budget until a special meeting on Monday, October 7 at 8:00 p.m. Roll Call -Heintz, Norberg, Land -Aye Logacz, Nawrocki -Nay September ~0, 1974 Further discussion followed. Mr. Otterson stated that he was at the meeting for the purpose of discussing the HRA Budget with the Council. He indicated that he is taking a night class on Monday nights and could not take off again to come to another special meeting. Motion by Heintz, Seconded by Logacz to reconsider the HRA Budget. Roll Ca]] ~ Logacz, Heintz, Nawrocki - Aye Norberg, Land - Nay Councilman Norberg had numerous questions on various sections of the Housing and Redevelopment Authority Budget. He spent a lengthy amount of time asking these questions and getting clarification on certain items. Dean Otterson, Tom Sherohman, and Clarence NcC1 ine of the Housing Authority answered these questions. A lengthy discussion was held. Councilman Norberg expressed his concerns about the Housing Budget. He was particularly concerned about various funds under the 105-] category which is the Senior Citizen High-Rise project. Mr. Otterson explained that this project has been approved by all the appropriate agencies and the information included in the HRA Budget sheets were for comparison purposes only. Numerous line items were discussed and answers given as to what they referred to. During the course of these questions, Councilman Heintz expressed his desire that the resolution be read. Following the reading of the resolution, Offered by Logacz, Seconded by Heintz. Further discussion was held and questions asked. After spending a considerable amount of time on review of line items, in detail, Councilman Norberg read a prepared statement questioning the creation of surplus in the Housing and Redevelopment Authority Budget. RESOLUTION #74-46 OFFERED BY LOGACZ, SECOND BY HEINTZ Roll Call-Logacz, Heintz, Land, Nawrocki -Aye Norberg - Nay Adopted. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, the Housing and Redevelopment Authority of Columbia Heights, Minnesota has adopted a budget as shown on the attached document headed 'lBudget, Expenditures, and Revenue Estimates, Housing and Redevelopment Authority of Columbia Heights, Minnesota, January l, ]975 through December 31, 1975", and WHEREAS, said authority has also resolved that a special tax be levied of $21,105.50 upon ali taxable property, both real and personal, in the City of Columbia Heights, and WHEREAS, Section 462.545, Subdivision 6, of the Minnesota Statutes requires approval by the governing body of the municipality in and for which said authority was created. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Columbia Heights approves and consents to the levy of $2],]05.50 tax levy upon ali taxable property, both rea] and personal, in the City of Columbia Heights, by said authority, as special taxing district, for use for the purpose of the redevelopment provisions of Section 462.41I to 462.711 of the Minnesota Statutes. September 30, 1974 CONSULTANT FOR MARKET STUDY A request was received from Mr. Otterson for a consultant to assist in the downtown development program.
