HomeMy WebLinkAboutJul 1, 1974July 1, 1974 Official Proceedings Special Meeting Hearing on Street Improvements July 1, 1974 Meeting was called to order at 8:05 p.m. Roll Call Logacz, Heintz and Nawrocki - present. Councilmen Norberg and Land were at the Traffic Commission meeting and would come later in the meeting. Motion by Heintz, Second by Logacz to appoint Margo Emerson Secretary Pro-rem for the meeting. Roll Call - All ayes Councilman Norberg arrived at 8:07 p.m. Mayor Nawrocki began the meeting by discussing what the purpose of the meeting was and stating what the order of business for the meeting would be. First the Engineering Department would discuss the plans for this work. then the floor would be open for general questions to understand what the proposal is about, and finally the streets would be discussed separately in the order in which they appeared on the agenda. ENGINEERING DEPARTMENT REPORT Assistant City Engineer, Clayton Berg, was present to discuss the plans. He had a map showing the areas of the City under consideration. Mr. Brown, City Engineer, was at the Traffic Commission meeting, so Mr. Berg read a written report from Mr. Brown discussing the street improvements. The condition of the streets was pointed out and what the need was for improving them. The work would consist of scarifying, adding material and oil and relaying and rolling. The purpose was blade laying bituminous plant or remixed material to correct the existing deficiencies in strength, crown, and drainage. The estimated cost was pointed out as being 90¢ per front foot, or 30¢ per front foot for an avenue charge. Mr. Berg showed sketches explaining what the terminology used meant. Mayor Nawrocki repeated the cost estimates and gave examples of how the costs would be applied. Mayor Nawrocki then opened the floor for questions on the work proposed and the method of assessment. Approximately 25 people were present at this hearing. QUESTIONS AND DISCUSSION One gentleman was concerned about the Village of Hilltop. They are adjacent to Monroe Street, which was one of the streets under consideration. Mr. Watson explained that the Village had also received notice and would be assessed same as the City of Columbia Heights residents are. It would be up to the Village of Hilltop if they chose to assess the cost against their citizens or not. The question was asked, "what if Hilltop refused to pay?'l Mayor Nawrocki explained that in the past Hilltop has been cooperative on work of this nature. Mr. Watson pointed out that if Hilltop stated they would not pay prior to the actual work being done, then the work may not proceed. Mayor Nawrocki stressed the fact that if the work was done and July l, 1974 Hilltop would not pay, the costs could not be assessed to the people on the other side of the street beyond what was al ready set up. They would not have to make up the extra costs. Another gentleman was concerned about the change in the street design at 46th Avenue and Monroe. He was the corner house at this location and asked questions about the easement which the City would want. Several people present asked specifically what they would pay at their location and Mrs. Mildred Carlson, City Assessor, looked up their properties on the maps and answered their quest|ons. The question was asked how long before this type of work would have to be done again. Mr. Berg explained this. He stated that the work would not have to be done for at least two years, but pointed out that this depends on many factors and some of the streets could possibly need it again next summer depending on the winter breakup, etc. One lady was concerned why the homeowners should have to pay. Mayor Nawrocki tried to explain it to her, but she still could not understand. She felt it should come out of general fund dollars. Mayor Nawrocki explained that those people who have permanent streets have had to pay for them in the past, and that they should not have to pay to have the other streets maintained when their own street has already been done. The lady expressed the desire that her street, 42nd Avenue, Main to 3rd, receive permanent surfacing and eliminate further costs beyond those for the permanent work. Another question was asked on who does this work, Mayor Nawrocki answered that the City crews do this work. Some of those present wanted to know what the cost of permanent street surfacing was on the last assessment. Mr. Berg told them it had been $10.00 per front foot and that the cost at this time would be estimated at $12.00. Some residents reported about semi-trucks traveling on their streets and this would not he|p to keep the street in good condition. Mr. Watson asked what streets these were and where the trucks were coming from. The man pointed out 2nd Street in particular. Mr. Watson stated that these trucks are not suppose to travel on these streets. Apparently the trucks are in connection with Cargill. Mr. Watson stated that he would check into this. Another man was concerned on what the assessment would be to the apartments on 46th Avenue. Mrs. Carlson explained that these properties would be assessed according to the average of the front and back lines, Further, it was pointed out that this would be at the avenue charge of 30¢. Some other people were concerned about sand and dirt on 2nd Street and claimed that fixing the street would not alleviate this problem. Following these discussions each street as proposed was discussed separately. Councilman Land arrived at 8:45 p.m. July 1, 1974 SUMMIT STREET, 5th Street to Lookout Place No one had any questions on this location. EDGEMOOR PLACE, 2½ Street to 40th Avenue One man expressed the fact that this street is used as an alley, and as such should not receive any major work on it. He was not in favor of the work. He felt that too much traffic would speed down this street if work was done on it. 3rd STREET, 40th Avenue to 41st Avenue Some of the people present expressed desire to have a permanent surfacing put on this street. 3rd STREET, 42nd Avenue to 44th Avenue One man expressed complaint on speeding in this location. This was a comment: expressed on several of the streets. Mayor Nawrocki pointed that speed is always a problem but that leaving the streets in poor condition is not the answer. 4lst AVENUE, Main Street to 2nd Street No one had any questions on this location. 42nd AVENUE, Main Street to 3rd Street One gentleman present asked what would be done on this street. Street Superintendent, Nitch Demars explained the process. The gentleman was concerned about this. Mayor Nawrocki further explained it. One lady expressed her concern over a pothole on the corner of 42nd and Main Street. She stated that this is filled up at various times and still it keeps reappearing. She felt a permanent street would help alleviate this condition. 43rd AVENUE, Main Street to 2nd Street No one had any questions on this location. MONROE STREET, 45th Avenue to 46th, and 46th AVENUE, Monroe Street to Jefferson Again the question of the assessment to Hilltop was brought up. The people in this area were anxious to have permanent surfacing rather than the major maintenance. It was pointed out that a water line extension was needed in this location and would constitute another assessment because it had to be done before the street could be completed. Mayor Nawrocki asked those present from this area (as well as any other of the areas) how many would want permanent surfacing and the majority from 46th Avenue and Monroe Street wanted it. July l, 1974 Mr. Watson reported at this point on receipt of two letters opl~osed to the street improvements as proposed. One was from the area of Summit Street, 5th Street to Lookout Place and the other was on 3rd Street, 42nd to 44th. A discussion was held on when a continued hearing could be held on those streets which people had expressed desire for permanent street instead of the proposed improvements. It was reported that the next Village of Hilltop meeting was August 5th and at this time they should consider if they would pay the assessment. Mr. Watson stated that some time the week of August 12th would be desirable for the hearing. Motion by Norberg, Second by Heintz to hold a continued hearing on 42nd Avenue, Main to 3rd Street; Monroe Street, 45th to 46th; and 46th Avenue, Monroe to Jefferson; for curb and gutter and permanent street surfacing and on the water line in Monroe Street and on the storm sewer in 42nd Avenue., on August 13 at 8:00 p.m. New notices to be sent to all affected property owners. Roll Call - All Ayes RESOLUTION #74-30 BEING A RESOLUTION ORDERING IMPROVEMENTS Offered by Land, Second by Logacz Roll Call - All Ayes BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights WHEREAS, the City Council of the City of Columbia Heights by motion on the lOth day of June, 1974, ordered notice of a Hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing, certain residents appeared at a Council meeting on the 1st day of July, 1974, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW THEREFORE IT IS HEREBY RESOLVED 1. That the location and extent of such improvements is as follows: Edgemoor Place 2½ to 4Oth 3rd Street 40-41 and 42-44 Summit Street 5th - Lookout Place 41st Avenue Main - 2nd St. 43rd Avenue Main - 2nd St. 2. That the materials to be used are as follows: Street oil and aggregate 3. That a careful estimate of the cost of improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefitted thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 690. July 1, 197~ Mayor Nawrocki reported on the headlines in the Minneapolis Star on that evening. It had been on assessment valuations and questioned about property tax levies. He was concerned that the City of Columbia Heights would insure proper equity actions taken to remove injustice as pointed out in this article. Mrs. Carlson stated that she had not seen the article but would read it and take actions which she could to alleviate problems pointed ()ut in the article as far as Columbia Heights is concerned.
