Special Meeting
June 17, 1974
Joint meeting of the City Council and the Planning and Zoning Commission, held at
Columbia Junior High, was called to order at 7:15 P.M. with the following Council
members present: Nawrocki, Logacz, Heintz, Norberg, Land, and the following
Planning Commission members: Baliard and Bennett.
Motion by Heintz seconded by Norberg, that Temple Nygaard be appointed Secretary
pro-rem for this meeting. Roll call, all ayes.
Mayor Nawrocki announced that this Special Meeting is for the purpose of having a
second reading of the new zoning ordinance #818. After the reading, which will
take about 1½ hours, the meeting will be opened for audience discussion, and finally
the Council will consider the adoption of the ordinance.
A surprisingly small number of people were in the audience - only about 25.
People questioned, or were concerned about certain sections in the ordinance, or
with the map, as follows: the definition of a "family", limitation on size of
allowable "l~' District buildings, 40' platted lots being bui]dab]e, whether
notices should be sent to owners 300' or 600' distant from a proposed change, the
allowable height of structures such as spires and antennas, and the zoning map
(some individuals fee] the proposed zoning on their property is too restrictive).
Mayor Nawrocki asked if the Planning Commission wished to reconsider the sections
noted above, but Mr. Ballard is of the opinion that only the Council should be
involved at this point.
The Mayor then asked Attorney Kalina if it would be proper to defer action on the
ordinance until a future meeting, and was told that this would be proper. Motion
by Land seconded by Logacz that further consideration of Ordinance 818 be continued
until the next meeting on Monday June 24. All ayes.
The staff is directed to prepare comments on the proposed changes, and the Council
wi]] evaluate and decide if they should be written into the ordinance or not.
Motion by Land seconded by Norberg to adjourn at 11:35 P.M.
