May 23, 1974
Meeting was called to order at 8:08 p.m. Roll Call:
Norberg, Heintz, Nawrocki - present Land, Logacz - absent
Others present were Gayle Leon, Chief Deputy Assessor of Anoka County,
Mildred Carlson, City Assessor, and Jerry Hedlund of the Assessment
Department.
Motion to appoint Mildred Carlson, Secretary pro-tem.
Councilman Logacz arrived at 8:20 p.m.
1. Walter Klis of 2211 - 40th Avenue was here to complain about the valuation
of his property. He complains mair~ about the valuation of $ 2500
on the basement finishing and about the increase of $11,000 on his
property since he purchased it in 1968. "He did all the work himself
and the material only cost $600 for the basement and $500 for the
Central air-conditioning.I' Mildred Carlson wilt check this and report
back on Tuesday evening, May 28, 1974 at 7:45 p.m. It was explained
that all of this increase was not due to additional finishing, but
that the market value of properties has increased steadily in the past
years, making it necessary for the assessor to increase market value
on all properties every assessment year.
2. Anne Galuski of 1006 - 42nd Avenue was here to complain about the
increase in valuation of $ 3400 in the 1974 assessment. It was due
to the omission of part of the building in valuing the property in 1970
and was not discovered until the 1974 assessment. It will mean an
increase of approximately $133 in tax next year if the tax rate schedules
remain the same as this year. No action taken by the Council.
3. Michael Niznik of 3730 Lincoln Street said that his land was a swamp
years ago, and that he and his son had to replace the front of the
garage when it sunk about four years ago. He paid his son $24,000
for this property in 1971, including about $4,000 worth of furniture,
therefore he feels $24,300 is too high a valuation now in 1974.
In looking over the valuation, it was decided to adjourn the meeting
until May 28 to report back on the basement finishing of Mr. Klis
and compare it with the basement finishing of Mr. Niznik.
