The meeting was called to order at 8:O1 P.M. Roll call - Logacz, Heintz,
Norberg, Land, Nawrocki present.
Motion by Norberg seconded by Land to appoint Barbara Branco as Secretary pro tern.
A11 ayes.
Invocation was given by Rev. W. Edgar Farris of the World Aflame Apostolic Church.
Motion by Heintz seconded by Norberg to approve the minutes of the January 28th
meeting, as corrected. Roll call, ail ayes.

RESOLUTION #74-9, SUPPORTING HOUSE FILE 3048 AND SENATE FILE #3028 REGARDING
MEMBERSHIP ON LOCAL HOUSING AND REDEVELOPMENT AUTHORITIES
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that
WHEREAS there are bills before the Legislature known as House File 3048 and
Senate File 3028 which is sponsored by the League of Minnesota Municipalities
which bill would permit either elected or appointed officials to serve on
local Housing and Redevelopment A~thorities, and
WHEREAS the present law prohibits elected and appointed officials from serving
on the Housing and Redevelopment Authority, and
WHEREAS such limitation of membership does not necessarily serve the best in--
terests of the communities with local Housing and Redevelopment Authorities,
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Columbia
Heights does hereby support House File 3048 and Senate File 3028, and further
direct that copies of this resolution be forwarded to the Legislators
representing our community.

REQUEST TO PURCHASE A BREATHALIZER
Our present breathalizer is one of the oldest in the State, and the Crime Bureau
says that it will cost approximately $100 to repair any one part. The State
recommends that we purchase the Model 90OA manufactured by Smith and Wesson, at
a cost of $845.00. The State would reimburse the City for one-half of the cost
for this model, which is the only one on which they would approve reimbursement.

Motion by Norberg, seconded by Heintz,that the purchase of a Model No. 90OA
Breathalizer be auLhorized. City Manager Watson said the money will come
from capital outlay equipment item in the Police budget. Roll call on the
motion, all ayes.
ANNUAL CIVIL DEFENSE CONFERENCE
A request has been received for Donald Hanson, Civil Defense Fire Rescue
Coordinator, to attend the annual Civil Defense conference October 6-10th
1974 at SanJuan Puerto Rico. The cost would be approximately $550, to be
paid from the C.D. travel fund, of which half will be reimbursed by the Federal
Government. Captain Hanson is willing to use his vacation time for this con-
ference. Motion by Land, seconded by Heintz to authorize Donald Hanson to
attend this conference. The City Manager said $625 has been budgeted in the
Civil Defense-fund for travel, conferences, and schools for conferences of this
nature. Roll cai] on the motion, all ayes.
REQUEST FOR RIGHT TURN ON CENTRAL AVENUE NORTH OF 49th
The Traffic Commission recommends that consideration be granted for a right turn
lane from Central AVenue to the Car Wash and Red Barn. This would include re-
moving the driveway closest to the corner of 49th Avenue on Central, widening the
back driveway to facilitate incoming and outgoing traffic, and developing a
curb cut on Central Avenue between the Ear Wash and the Red Barn. They also
recommended that Columbia Heights petition or request from the State Highway
Department that a right turn lane from Central Ave. be made giving access to
the properties of the CarWash and the Red Barn from Central Avenue in the south
bound lane.
Motion by Norberg seconded by Heintz to authorize the necessary curb revisions
on 49th Ave. and Central AVe. N.E. Roll call, all ayes.
REQUEST TO EXPEND UP TO $5OO ADDITIONAL ON THE S.A.C. LAWSUIT
This request is to expend up to an additional $500.00 on the Sewer Availability
Charge (SAC) lawsuit case. If the case of Judge Ivarson is appealed, The
monies would come from the Sewer Utility Fund. City Attorney Kalina reported
that to his knowledge, nothing has changed since the last council meeting, and
no final decision has been given by Judge Ivarson. Motion by Norberg seconded
by Land to grant the authorization to expend an amount not to exceed $500.00
for the SAC lawsuit. Roll call, all ayes.
MUNICIPAL CLERKS AND FINANCE OFFICERS SCHOOL.
City Manager Watson requests authorization for Margaret Idziorek, Deputy Clerk-
Treasurer, to attend the Municipal Clerks Finance Officers conference in Minnea-
polis March 6,7, and 8, 1974. The total cost for this conference is $40.00 and
it is sponsored by the League of MN Municipalities in cooperation with the
Municipal Clerks and Finance Officers Association.Motion by Land seconded
by Norber9 to 9rant the request, and to authorize expenses for same. All ayes.
SPECIAL USE PERMIT - Joseph Kurak, 3910 Central Ave.
The Planning and Zoning Commission recommended granting this permit upon approval
of the site by the City Fire Prevention Inspector. This permit is to operate a
light machine shop in the basement of 3910 Central AVe. Inspector Aker checked
this building out and said they must provide a fire extinguisher and a covered
metal can for oil rags. He said that this is a very clean looking business.
Motion by Norberg seconded by Heintz to approve the permit upon the recommendation
of the Plannin9 and Zonin9 Commission. Roll call - all ayes.

HOME OCCUPATION PERMIT - Mr. and Mss. Oliver Larsen - 4741-7th St.N.E.
This request is for a Home Occupation Permit to make and sell draperies in
their home. Mrs. Larsen will take orders for the droperies and then deliver
them. The draperies will be made after receiving an order. Motion by
Logacz, seconded by Norberg, to grant the request upon the recommendation of
the Planning and Zoning Commission. Roll call, all ayes.
REPORT ON RADIO TOWER PLANS AND SCHEDULING
Copies of the radio tower specifications were given to the council, and an
explanation was made. by Councilman Norberg. The City Manager reported that
he had received a call from Robert Peterson of F.A.A. in Chicago. He said
that the radio tower can be up to 200 feet in height without any special lights
or painting. Mr. John Lonsky, a local radio operator, was present and dis-
cussed communications with the council. Bids will be opened and hearings held
on March llth for the proposed tower.
RESOLUTION #74-4 AUTHORIZING A STUDY FOR REDEVELOPMENT NEEDS OF THE DOWNTOWN AREA
Tom Sherohman, Chairman of the Housing Authority and four members of the League
of Wmmen Voters were present. Mr. Sherohman said this study would be to try to
guide the changes so the businesses would take a turn for the better. He
feels that Mankato State College has some good ways to help us out. Some mem-
bers of the League of Women Voters were present to give their support in the
upgrading of Central Avenue.
Mayor Nawrocki said that the first step of the program is to find out what can
be done on the Avenue. Mankato State College has some staff members who have
spent some time on this. They would be working with the community to see what
they can come up with. There will be a meeting Tuesday Feb. 12th with the
Housing AOthority and the Planning Commission to see what they can arrive at
and the Council ~ill take formal action at the next regular council meeting.
A RECESS WAS CALLED AT 9:33 P.M. THE MEETING RECONVENED AT 10:07 P.M.
STOP SIGNS
At the last Traffic Commission meeting they voted to place some additional
signs at 46th and Jefferson and 47th and Jefferson. Mayor Nawrocki thought
that some kind of a warning sign or flag should be put up to warn people of the
new stop signs. There was some question as to whether placement of signs must
come before the council for review, based on the recommendations of the Tr.affic
Commission.
Motion by Norberg that the stop signs on Jefferson at 46th and 47th be
removed. The motion lost for lack of a second.
Mayor Nawrocki asked the City Attorney to have a summary of the Traffic Commission
ordinance at the next ~ regular meeting.
TAVERN LICENSES
Mayor Nawrocki received a letter from Officer Jendro calling attention to The Mug
Tavern, 4010 Central Avenue, stating that the property is in violation of the
Ordinance. The Ordinance states that one must be able to see into the building
from the outside. City Attorney Kalina said that he will call Mr. Mclntyre and
let him know about this violation.
Officer Jendro asked if the people must be out of the taverns at 1:00 a.m. He
suggested that we consider an ordinance requiring people to be out of the
premises except the license holder and/or his employees. The Council was in
favor of such an ordinance, and decided that 1:30 a.m. be the closing. The
first reading will be at the next regular council meeting Feb. 25th.

FURNACE REPLACEMENT, 3755 CALIFORNIA .St.
The Cit'l',~anager requests c~)~-u~ ~dr~(:e In the emergency furnace replacement
that was necessary at the Artistic Screening, 3755 california st. It was
pointed out that the low bid on a replacement furnace was from Franks
Heating and Sheet Metal in the amount of $600. Motion by Norberg seconded
by Land that the Council authorize the S600 expenditure for the furnace.
Roll call, all ayes.
SUBURBAN LEAGUE OF MUNICIPALITIES
Mayor Nawrocki announced that Councilman Norberg was elected Vice President of the
Suburban Rate Authority , and Councilman Logacz was named to the Board
of Directors.of the Suburban League of Municipal itles.
NATIONAL LEAGUE OF CITIES CONFERENCE
Mayor Nawrocki requested authorization for expenses to attend the National League
of Cities Conference on community development in Washington D.C. March 3,4, and 5.
The money would come under Travel, Conferences and Schools in the council budget.
Motion by Logacz seconded by Heintz to authorize expenditures for three members
for this conference. Roi] call, all ayes.
LEAGUE OF MINNESOTA MUNICIPALITIES
The League of Minnesota Municipalities is having ameeting Thursday February 14th
with Congressman Bi1] Frenzel, to which local officials are invited.
BIDS ON MISCELLANEOUS SEWER AND WATER ITEMS
Public Works Director Ear] Gustafson requests authorization to take informal bids
for sewer and water miscellaneous items at 2 P.M. March 21, 1974. Motion by Heintz
seconded by Norberg that the request be granted. Roll call, all ayes.
BIDS ON MATERIALS AND EQUIPMENT FOR THE STREET DEPARTMENT
Public Works Director Gustafson also asked to be allowed to take bids on materials
and equipment for the Street Department, on March 28th at 2 P.M. Motion by Norberg
seconded by Heintz to grant the request. All ayes.
CITY MANAGER REPORTS
City Manager Watson reported that Mr. Mike Biza] would like to get together with the
City Council in the future to discuss buying some city property. It was decided
to try to meet Monday Feb. 18th. This time is subject to verification Mr.
Watson will submit his other reports in writing
CITY ATTORNEY REPORTS
City Attorney Kal ina reported that the Pol ice Pension case is still being worked on,
and that we have 3 more days to respond to the brief.
Mr. Kalina reported that Northern States Power Co. has never received a formal franchise
from the City, and that they do have the right to regulate rates. Mayor Nawrocki asked
that the City Attorney check with the legal section of N.S.P.
Attorney Kal ina was asked to follow up on the noise problem at Tabor Bushnell.
PUBLIC WORKS DIRECTOR: Mr. Gustafson will submit his reports in writing. He reported
that there was a major watermain break in front of Central Jr. High on 49th AVenue.
LICENSES Motion by Heintz seconded by Logacz that the list of licenses be approved
upon payment of the proper fees. Roll call, all ayes.
