The meeting was called to order at 8:12 p.m. Roll Call -- Logacz, Heintz, Norberg,
LaDd, Nawrocki Present.
Motion by Norberg, seconded by Land to appoint Barb Branco as Secretary Pro-Tem.

City Manager Watson recommended consid-
eration of the low bid of B & E Patrol
for the base bid of $4,200.00.
A discussion was held on the service
and Larry Smeija, President of M.A.P.S.I. and a representative from B & E Patrol
were present.
Mr. Willy Proft, 4021 Madison Street N.E., asked what can be done to solve the
problem of animals running loose. Mayor Nawrocki explained that there is a penalty
of $10.00 for licensed animals that are running loose and also a $20.00 penalty
for the unlicensed ones. Also live traps can be set and the emergency calls will
be answered by the Animal Control Service. The Police Department also watches for
animals running loose and then gives the animal control service a description of the
animal and the vicinity it was seen in.
Motion by Land, seconded by Heintz to award the low bid to B & E Patrol in the amount
of $4,200.00 for Domestic Animal Control Services.
B & E Patrol presented the 1973 statistics on their services Tn Columbia Heights for
Domestic Animal Control.

RESOLUTION #74-4 ENDORSING THE HOUSING AND REDEVELOPMENT AUTHORITY'S PLAN TO UNDER
TAKE AND CARRY OUT STUDIES OF THE REDEVELOPMENT NEEDS IN THE DOWNTOWN AREA.
Motion by Norberg, seconded by Heintz to table the matter until the next regular
meeting, February 11, 1974. Roll Call -- All Ayes.
RESOLUTION #74-5 BANNING OF SMOKING IN THE CITY COUNCIL CHAMBERS
WHEREAS, it is desireable to promote a wider program for cleaner air and to encourage
citizens to assume personal responsibility for achieving a quality environment; and
WHEREAS, the hazard of air pollution can be greatly diminished through intelligent
action involving engineering equipment, research, education and personal conscience;
and
WHEREAS, tobacco smoke is a major contributor to pollution in all its various forms
is of utmost concern to American Citizens;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia Heights,
that as community leaders, we will set an example of the need for a clean envirion-
ment by banning the use of smoking tobacco in the City Council Chambers and that
appropriate signs be set up to so inform the Public; and
BE IT FURTHER RESOLVED THAT this resolution, shall take effect and be in force from
and after 30 days after its passage.

RESOLUTION #74-6 LAND PURCHASE
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that;
WHEREAS, negotiations have been made for the purchase of certain property at 4337 -
2nd Street N.E. known and described as:
The South Half of Lot 14, except the South 30 feet of the West One-half of the
South one-half, Block 2, rearrangement of Block "C", Columbia Heights
Annex, Anoka County, Minnesota, and
WHEREAS, the Park Board and the City Council have concurred in the final agremnent
reached at a purchase price of $4,0OO.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Manager be, and they are
hereby, authorized to enter into a purchase agreement for said property for park
purposes.

PROCLAMATION ON BROTHERHOOD WEEK
DESIGNATING THE WEEK OF FEBRUARY 12-17, 1974
AS "BROTHERHOOD WEEK"
WHEREAS, the City of Columbia Heights recognizes the diversity of our national and
cultural heritage, and
WHEREAS, promotinO bet!er understanding and cooperation among our people is a reason-
able and proper goal for our community.
NOW, THEREFORE, I, Bruce G. Nawrocki, Mayor of the City of Columbia Heights do here-
by proclaim the week of February 12-17, 1974 as "Brotherhood WeekI' and encourage the
citizens of our community to concern themselves with the consideration of their
role in the promotion of better understanding of their fellow-man particulariiy
during Brotherhood Week.
N.S.P. RATE INCREASE
The N.S.P. Co. requested that the City Council be officially notified of the rate
i nc rea s e.
The City Council does object to any increase in cost to the citizens. Efforts
have been made in the State and Metropolitan Areas for decreasing the rates.
Mayor Nawrocki asked the City Attorney if the council had any control over the
rate increase. City Attorney Kalina is not sure if the council has any control
over rate increases with N.S.P., but the League of Minnesota Municipalities says
we do not, but the City Attorney said he will check into the matter.
Motion by Heintz, seconded by Norberg to refer the matter to the City Attorney for
appropriate action. Roll Call - All Ayes.
MR. PROFT, REQUESTS ANIMAL ENFORCEMENT IMPROVEMENT ON THE ANIMAL CONTROL
Mr. Willy Proft, 4021 Madison Street N.E. would like an answer on what is going to
be done about Section 16 of the Ordinance. What can be done to keep the people
from letting their dogs or cats run loose.
Mayor Nawrocki explained that B & E Patrol issues tickets to animals running loose
and the owner of the animal must pay the fine, It is up tc the discretion of B & E
Patrol as to who is given a ticket, they serve the function of the police in this
regard,
RADIO TOWER AND ANTENNA PROPOSAL
Councilman Norberg said the work should be complete by the 15th of July if they are
to beat the net increase on the water pumping cost. This project will have to be
started by the 20th of May at the beginning of the construction season. He reported
that they do not have a tower as yet and no recommendations, but we would probably
need an obstruction light at 150 feet elevation but would not need a flashing light.
A representative from Metrofone was present and said he does have some equipment and
is interested in this if there are five or six stations.
The Mayor asked if it would be better to get a permanent structure up and try to
eliminate the extra work. Councilman Norberg feels that the only kind of pole that
can be put up is the monotube in the time period.
Mayor Nawrocki asked that Councilman Norberg have specifications and recommendations
for the next council meeting.
APPLICATION FOR THE MUG
Mr. Mclntyre has applied for the tavern license at the Mug, he wants to buy the
tavern from Mr. Miller. The Council could consider the license transfer but
could not consider the opening during the present suspensions. A discussion was held
on transferring the license and also on the present suspension.
Motion by Land, seconded by Heintz to cancel the on and off sale bar license of Mrs.
Dorine Miller, 4010 Central Avenue., 1:OO a.m. February llth and that license fee
be refunded on a pro-rated system. Roll Call - All Ayes.
Motion by Heintz, seconded by Logacz that the on and off sale bar license, for Mr.
Robert Mclntyre, 4010 Central Avenue and be effective 1:OO a.m., February 11, 1974.
Councilman Heintz~equested that a copy of the Municipal Ordinances be given to those
people applying for beer licenses.
Mrs. Mclntyre asked who does the health inspections. Mayor Nawrocki stated
that the State automatically inspects, but in our case the County must also inspect.

BREATH ALCOHOL SCREENING DEVICE
This request is from Chief Glader, the total cost is $375.00 for one portable alcohol
screening device and to be purchased through the Bureau of Criminal Apprehension.
They also request authorization to purchase a calibrator in the amount of $75.00
and will also be purchased through the Bureau of Criminal Apprehension. Total Cost
$450.00. Notion by Norberg, seconded by Heintz to authorize the purchase of a Breath
Alcohol Screening Device and a calibrator in the amount of $450.O0 Roll Call-All Ayes.
REQUEST TO PURCHASE 3 SQUAD CARS
Chief Glader requested authorization to purchase 3 squad cars through Joint Purchasing.
Motion by Land, seconded by Heintz to purchase 3 squad cars through Joint Purchasing
and the Mayor and City Manager be authorized to enter into an agreement for same.

REQUEST TO PARTICIPATE IN THE PUBLIC AFFAIRS LEADERSHIP FOR MANAGEMENT TRAINING PRO-
GRAM.
City Manager, WAtson, said that this is a new program, started by Mr. Burke Ray-
mond~ City Manager of Roseville, and is set up to improve the effectiveness of
Twin City Public Agencies in responding to the needs of the community. This is
a two year program and costs $2,500 per year.
The Dayton Hudson Foundation is financing approximately 1/3rd of the cost, the
other 2/3rds will be financed by the suburbs and private firms. Councilman Norberg
feels that this is very vague in his estimation and his opinion is that they are
"going to be feeling their way through the program." Mayor Nawrocki stated that this
is a trial course.
RESOLUTION #74-7 AUTHORIZING PARTICIPATION IN PUBLIC AFFAIRS LEADERSHIP AND MANAGE-
MENT TRAINING
BE IT HEREBY RESOLVED, that the Mayor and City Manager, be, and they are hereby
authorized to enter into a contract to 2articipate in the newly formed organization
known as "Public Affairs Leadership and Management Training (P.A.L.M.)
BE IT FURTHER RESOLVED that funds for such participation be allocated from the 1974
line item 101 - 497.49 contigencies of the unailocated General Expense account in
an amount not to exceed $2,500 per calandar year for a period of two years.
Offered by Heintz, seconded by Logacz.
Councilman Norberg suggested that this should come from the Training Funds.
Motion by Norberg to amend the resolution that the funds should come from the
Training Budget line item before any funds are expended from the Unallocated
General Expense Fund. The motion dies for lack of a second.

THE CITY AND VILLAGE ENGINEERS AND PUBLIC WORKS OFFICIALS CONFERENCE.
These sessions are held February 7th and 8th at the Holiday Inn Central in Minneapolis.
The registration fee is $37.50 each which includes 2 luncheons and a Thursday evening
banquet. Two different people will be attending each day.
Motion by Logacz, seconded by Land that two people be authorized to attend the City
and Village Engineers conference in Minneapolis and expenses be authorized. Roll
Call - All Ayes.
PROCLAMATION - RECREATION AWARENESS WEEK.
DESIGNATING THE WEEK OF FEBRUARY 17 - 23 AS RECREATION AWARENESS WEEK
WHEREAS, the Columbia Heights - School District #13 Recreation Commission has scheduled
a number of recreation activities for the week of February 17 - 23, 1974, including
activities that should appeal to citizens of all age groups throughout the week, and
WHEREAS, the funds raised through the events will all be used for the building of
the proposed children's theatre.
NOW, THEREFORE, I Bruce G. Nawrocki, Mayor of the City of Columbia Heights, do here-
by proclaim the week of February 17 - 23, 1974 as Recreation Awareness Week and en-
courage the citizens of our community to participate in the activities scheduled
by the Recreation Commission.
CITY MANAGER"S REPORT
City Manager, Watson reminded the Council of the times that they will be meeting
and also his reports will be submitted in writing.
CITY ATTORNEY'S REPORT.
City Attorney Kalina reported that the GloverCase is scheduled for argument in court.
A letter was sent to the Council regarding open meetings. The City Attorney requested
that the City Council direct him to seek an Attorney Generals Opinion.
Motion by Norberg, seconded by Heintz to direct the City Attorney to get an opinion
from the Attorney General. Roll Call - All Ayes.
The City Attorney reported that three attorneys in his law office attended a Municipal
Attorney's Seminar on the 18th of January.
PUBLIC WORKS DIRECTOR REPORT.
Public Works Director, Earl Gustafson reported that his reports will be submitted
in writing.
LICENSES
Motion by Heintz, seconded by Norberg to approve the list of licenses and pro-rate
the restaurant Fee for Robert Mclntyre and this be subject to payment of the proper
fees. Roll Call - All Ayes.
Building Inspector, Hovland, reported that the Heating Inspector and himself will
be going through the library on Tuesday to check to see what effect the installation
of glass doors between the study area and the lobby would have on the heating
system.
Kenny Hentges, 3901 Jefferson Street, asked when the Jamboree is and also asked if
Jefferson Street is going to be open during work hours. Councilman Heintz said th
Jamboree is June 12 - 16 and he said he did not know if the street is going to be
open but would check into the matter the next time the Jamboree Committee meets.
Building Inspector, Hovland, asked t~at the west wall of the unfinished City Indus-
trial Building, 3801 California Street, be repaired or condemned because it is in
bad condition.
