January 14, 1974
The meeting was called to order at 8:05 p.m. Roll Call - Logacz, Heintz, Norberg, Land,
Nawrocki -- Present.
Motion by Norberg, seconded by Heintz to appointBarb Branco as Secretary Pro-Tem.
Roll Call - All Ayes.
Invocation was given by Rev. Douglas Henderson of The People's Church.
MINUTES OF THE DECEMBER 27, REGULAR MEETING AND THE JANUARY 7, SPECIAL MEETING.
Motion by Logacz, seconded by Norberg to approve the minutes of the December 27 and
January 7 meeting as corrected. Roll Call - All Ayes.
PAYMENT OF BILLS
Motion by Land, seconded by Heintz to approve the bills as listed to be paid out of
the proper funds.
The motion was withdrawn and will be brought up later in the meeting, Councilman Nor-
berg had some questions regarding the bills.
BID CONSIDERATION
City Manager WAtson reported that bids for Domestic Animal Control had been advertised
in the Sun Newspaper but no council action had been taken authorizing that the
bids be advertised for. City Attorney, Kalina could see no legal problem in that the
bid had been advertised before the Council specifically authorized the advertisements.
We received bids from three Animal Control Services.
There was some discussion about the time scheduling for patrol. The City Manager felt
that in the spring of the year there should be a doubling up of time. Councilman
Heintz felt that we should not limit the extra service but leave it to the discretion
of the City Manager.
It was decided to return the bids unopened and readvertise and open bids at the
n~ t regular meeting.
Motion by Norberg, seconded by Heintz to direct the City Manager to return the bids un-
opened, with the bids to be opened at the next regular meeting and that the City
Manager make out the new bid proposals including extra service costs when needed.
RESeLUTION #74 - 2
BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights that pur-
suant to statutory authority, the City Engineer for and,.on behalf of the City of Colum-
bia Heights is hereby authorized to request and obtain From the Minnesota Department
of Highways, needed engineering and techincal services during the year of 1974, for
which payment will be made by the City upon receipt of verified claims from the
Commissioner of Highways.

APPOINTMENT TO THE HOUSING AND REDEVELOPMENT AUTHORITY.
The following ix the action taken at the regular Council Meefring held on Monday,
January IL~, 197/~.
Mayor Nawrocki reported that the term of Thomas Sherohman on the Housing
and Redevelopment Authority Commission was expiring and he was re-appoint~ing
Mr. Sherohman to a five year term at this time.
Motion by Land, seconded by Heintz that the City Council concur in the reappointment
of Mr. Thomas Sherohman to the Housing and Redevelopment Authority. Roi] Call -
Ail Ayes.
BINGO PERMIT REQUEST.
This Bingo Permit Request is from the V.F.W. They would like to use the former
Boute]]'s Fufnityre store for holding bingo games and it was noted that there
is adequate parking facilities.
Motion by Logacz, seconded by iteintz _o grant the request for a Bingo Permit
For the V.F.W for 1974.
It is understood that the permit does not include the extension of the present
club licenses to this location. Roll Call - Alt Ayes.
REQUEST FOR BEER AND FOOD LICENSE FROM THE JAYCEES.
The request is from the Jaycees for a beer and food license during the Jamboree
add Softball tournaments,
Motion by Heintz, seconded by Land to grant the Beer and Food License and the
fee be waived on the basis that the Jaycees are a local charitable organization
with the proceeds to community activities.
Motion by Norber.q to amend the motion to require specific dates from the Jaycees
and not to exceed a total time of ten days out of the calendar year.
Motion dies for lack of a second.

RESOLUTION /74 - ] APPRECIATION AWARD FOR RAWLAND CONNOR.
WHEREAS, Rawland Connor has devoted the past 1~ years to serving our community
as a member of the City Council, and
WHEREAS, the City has continued development of a well-ordered nature during his
tenure in office including:
1. Continued park developments and financial arrangements for funding some in
all part of the City.
2. Finalized plans and funding for the Senior Citizen Housing High Rise.
Started construction on LaBelle Park utilizing Federal Assistance, and
WHEREAS, Councilman Connor has also served as Council representative on the
City Planning and Zoning Commission.
NOW, THEREFORE, the City Council of the City of Columbia Heights on behalf of our
citizens officially takes this means of extending appreciation to Councilman Connor
and authorize and direct the presentation of an appropriate plaque in appreciation
for his service.
Offered by Heintz, seconded by Norberg. Roll Call - All Ayes.
Mayor Nawrocki presented a plaque to Rawland Connor in appreciation for his service
on the City Council.
Ronald Kalina was awarded a certificate of Appreciation for his service on the
Human Rights Commission March 27, 1972 to January, 1974
CHANGE ORDER ON OSTRANDER PARK BUILDING
The change propasal is to substitute unbreakable window glass in this building.
unbreakable glass is called "Non-Shatter Lexan Plastic Clear" The total extra
cost is $200.00.

Motion by Heintz, seconded by Norberg that the Change Order be authorized to use
non-shatter lexan in lieu of glass. Roll Call All Ayes.
Motion by Land, seconded by Heintz to authorize $150.O0 om a change order on a gas
meter in Ostrander Park Building. Roll Call - All Ayes.
Mayor Nawrocki proclaimed January 27 - February 2, 1974 as Jaycee Week.
AUTHORIZATION FOR LEAGUE OF MN MUNICIPALITIES
Motion by Heintz, seconded by Norberg that the authorization for Council Members
and staff members to attend the League of MN municipalities convention on June 12,
13, & 14 be granted for 12 people. Roll Call - All Ayes.
APPOINTMENT OF COUNCIL MEMBERS TO BOARD AND COMMISSIONS
Motion by Norberg, seconded by Land to appoint Sebe Heintz, Council President
for 1974 - 1975. Roll Call - All Ayes.
Motion by Logacz, seconded by Heintz to appoint councilmembers to the various
boards and commissions as Council Representatives as follows:

Norberg said he was interested in serving on the Planning and Zoning Commission.

THE MEETING RECONVENED AT 9:45 P.M.
REQUEST FOR AUTHORIZATION TO SEEK ESTIMATES FOR A PARTITION IN THE LIBRARY
Harriet Deeble, the Librarian sent a letter to the Council requesting authoriza-
tion to seek estimates and proposals for 91ass door..:, for a partition between the
large adult study room and the lobby.
The library staff feel that transparent doors would be ideal because of the super-
vision factor as well as cutting down noise in the study room.
Councilman Norberg said the Library Board is not in full agreement with this and
feel thai: there must be some other possibilities to consider.
Building Inspector, Arden Hovland, suggested checking with the Heating Inspector
to see what effect installing glass doors would have on heating in the building.
Motion by Heintz, seconded by Norberg to authorize the City Manager to get proposals and
estimates for the partition between the large adult ;trea and the lobby, and give
the information to the Library Board for action and then bring the matter to the
council. Roll Call - All Ayes.
REQUEST FOR REFUND ON PART OF A LICENSE
Terrance Caine, 4521 Taylor Street NE requested a i-efund on part of his service
station license. He went out of business in April and would, therefore, ask for
a refund for the seven months of 1973 for the unused portion of his license on
those that are pro-rated.
City Attoi'ney Kalina said that this is a staff matter and does not requ,ire Council
action.
CITY MANAGER'S REPORT
City Manager Watson will submit his reports in writing.
CITY ATTORNEY"S REPORT
City Attorney Kalina reported to the Council that he received a letter from Attorney
Sheaffer, who is representing several communities in the law suit against the
Sewer Board, they lost in the initial trial against the Sewer Board and are appealing
this to the Supreme Court.
The law suit with the Police Relief Association was reported on. Briefs have
been fi]ed on this case.
The Glover Case was reported on. It is heard to be in early February.
City Attorney Kalina has submitted the revised Park Board Ordinance to tile Council
and asked that they discuss the matter at another time.
Mayor Nawrocki reported that the City Attorney suggested a codification and up-
dating of the ordinances. A ]aw clerk will be working under the attorney and
would be doing most of the work. City Manager Watson felt that some of our or-
dinances were repetitious or conflicting and needed up-dating.
Motion by Norberg, seconded by Heintz that the Mayor and City Manager be authorized
to enter into a contract with Peterson and Ka]ina for recodification of the

City Ordinances based on the Attorney's proposal and that this money be taken
from 101.497.49 (the Unallocated General Expense Fund Contingencies). Roll Call -
A11 Ayes.
PUBLIC WORKS DIRECTOR REPORTS
Public Works Director, Gustafson stated that he will submit his reports in writing.
LICENSE APPLICATION FOR FRANK PASTUSZAK
Frank Pastuszak has applied for a license for the 500 Club, but Joanne Pastuszak
has already been granted the license under her name though presently under suspension.
Motion by Land, seconded by Heintz that the license application for Frank Pastuszak
for the 500 Club be denied and that the license fees be refunded. Roll Call All Ayes.
LICENSES
Motion by Norberg, seconded by Heintz that the balance of the license applications
be granted upon payment of proper fees. Roll Call - All Ayes.
WESTMAN MULTIPLE DWELLING LICENSE
There was a discussion about granting a multiple dwelling license to Mr. Westman in view
of the past history on the poor condition of his property. At this time he has
done a lot of work to clean up the area to the satisfaction of the Inspectors.
Motion by Norberg, seconded by Logacz that the Multiple Dwelling for Adolph Westman
be granted upon payment of proper fees. Roll Call - All Ayes.

REPORT ON HIGH RISE
Housing Authority Director, Dean Otterson
said the Housing Authority is workin~
very hard trying to get things done, but they
are running into some procedural
and dollar difficulties.
Dean Otterson reported he received the
$65,000. check and it is now an investment
in the Columbia Heights State Bank to draw
interest.
Mr. Norberg commented on this as being an
"unauthorized check transfer" since the
fire system it is to finance,has not been
installed because the building isn't up
yet.

Designating Alternate Director and Director
to the Suburban Rate Authority.
BE IT HEREBY RESOLVED by the City Council
of the City of Columbia Heights, MN, as
follows: Councilman Gayle Norberg
is hereby designated as a Director of the Suburban Rate Authority and Mayor Bruce G. Nawrocki
is hereby designated to serve as alternate Director of the Suburban Rate Authority for the
year 1974 and unti] their successors are appointed.

REPORT ON JAMBOREE
Councilman Heintz reported that he has met with the Police Chief, Park Superintendent,
Fire Chief, Park Superintendent and two members of the Activities Committee. The
recommendations were to set up the carnival on both sides of Jefferson Street, and
nothing including awnings will be allowed to protrude beyond the edge of the curb. Jefferson
~ot!]d be blocked off at the alley south of 40th and the south end of the ra,i]road
tracks. A lane must'be left open wide enough to get an emergency vehicle through.
The carniva] operator must pay $400.00 for Pplice Protection with the officers respon-
sible to the Cit'/. The carnival operator must also supply their own clean-up services.
Motion by Norberg, seconded by Land that Councilman Heintz's report be placed on file
and the recommendation's be concurred with. Roll Call - All Ayes.
