Motion by Land, seconded by Land to appoint Barb Branco as ~iecretary Pro-Tem for this meeting. Roll Call - All Ayes. Invocation was given at 8:05 p.m. by City Manager, Watson. A Certificate of Appreciation was given to Frank Starry for his service as the Assistant Fire Chief of the Fire Rescue Unit from July 1960 to January 15, 1974. MINUTES OF THE NOVEMBER 20--SPECIAL MEETING, NOVEMBER 26--REGULAR MEETING, NOVEMBER 29--PUBLIC HEARING AND DECEMBER 10--REGULAR MEETING. Motion by Land, seconded by Heintz to approve the minutes of these meetings and the reading be dispensed with. Roll Call - All Ayes. PAYMENT OF BILLS Councilman Norberg questioned bills #7518, 7540, #7546, #7576, and #7594. City Manager Watson gave an explanation of these bills to him. E.J.Lundheim 16,717.84 579.79 15,O40.32 7,055.50 TOTAL BILLS ..................... 228,618.59 Page 280 CONSIDERATION OF AWARD OF BIDS ON SKID STEER LOADER The recommendation was to award the bid to the Minneapolis Equipment Co. for the Owatonna 1200 Mustang at the base bid of $6,245.00 ?lus option #1 (Trailer) at $1,050.00 for a total price of $7,295.00. The 1974 Budget request for' purchase of this equipment was in the amount of $7,500.00 to be charged equally to the Street, Park,and Sewer and Water Departments. Bids were received from a total of 10 companies. The specifications were written using the Melroe Bobcat M610 as basic minimum requirements for size, type, capacity, and mechanics of operation. Motion by Land, seconded by Norberg that the bid be awarded to the Minneapolis Equip- ment Co. in the amount of $7,295.00 and that the Mayor and C. ity Manager be authorized to enter into an agreement for same. Roll Call - All Ayes. RESOLUTION #73-93 TRANSFER FROM THE WATER UTILITY FUND BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the following transfer be made from the Water Utility Fund: To Water System Improvement Fund $152,748 (as per Auditorls Report of December 31, 1972) BE IT FURTHER RESOLVED that there are sufficient moneys in ~aid fund to make such transfer. Offered by Heintz, seconded by Land, Roll Call - All Ayes. Adopted. HOWARD PETERSON, 4156 WASHINGTON STREET Mr. Peterson was present because he was concerned about the street that is sinking by the curb. He felt that the City could at least fill thi~ in with some blacktop. City Manager Watson said this is the first time we have had a problem of this type on 42nd Avenue, but he said there has been some curb replacement work done when 42nd was moved. Mr. Peterson said the problem was on Washington Street and not on 42nd Avenue Mayor Nawrocki asked that a letter be sent to Mr. Peterson confirming that repair will be taken care at some date in the sphing. CONSIDERATION OF THE PURCHASE OF A NEW CASH REGISTER City Manager, Watson said the old machine is time consuming and although it is over 30 years old it works very well mechanically, but it simply does not have the extensive breakdowns that are desired. We worked with a Maconic Cash Register on a demonstra- tion basis for a few days but the machine did not have the features that we wanted in spite of the low price of $2,900.00. The NCR Company has a machine which would handle all of the totals having 99 cata- gories available on a special machine. The total cost of tbis machine would be $4,395. This machine would also save us approximately an hour of clerical time per day. A representative from NCR was present, he said th~ machine is electronic and could be made especially for our needs. Mayor Nawrocki said the ¢.ouncil would like to Page 281 find out more about the kind of job that needs to be done and check out other com- panies to see what alternatives there are before a committmen[ is made. Councilman Norberg suggested that we check to see what type of system the County and other municipalities have. REQUEST TO PURCHASE 24 PARKING METERS The Public Works Director requests authorization to purchase 24 replacement parking meters from the Capita] Out]ay and Rental Budget section of the Parking Meter Fund for 1973. We need to replace this of the original orders that are now almost too old to maintain and to replace those that have been lost or vandalized. The price is $70.00 each less $8.OO trade-in for a total cost of $1,488.OO for the parking meters. Motion by Land, seconded by Norberg that the Mayor and City Manager be authorized to purchase 24 parking meters. Kenny Hentges questioned if we should change the price o~1 the parking meters. Council- man Land said that this is usually brought up by the Traffic Commission. REQUEST TO ATTEND BUILDING INSPECTORS SCHOOL City Manager, Watson, requested authorization for Building Inspector, Arden Hovland to attend the annual Institute for Buiiding Officials in Bloomington, January 14, 15, and 16. The registration cost is S40.00 and the Institute is sponsored by the League of Minnesota Municipalities. Motion by Heintz, seconded by Land that Arden Hovland be authorized to attend the Building Institute, January 14, ]5, and 16. Roll Call - All Ayes. DESIGNATING SUN NEWSPAPER AS OFFICIAL NEWSPAPER Motion by Norberg, seconded by Helntz that the Sun Newspaper be designated as the official newspaper for the 1974 publication. City Atto~-ney,Kalina,said that since the Sun is the only paper meeting the require- ments, and they will make the publications at the established rate, we can simply designate them again as our official newspaper rather than ~o through a formal bid- ding process. Roll Call - All Ayes. RECONSIDERATION OF THE COUNTY TOWER PROPOGAL Letters were sent to the individual Companies that are now on the present water tower site. The company that responded with the most information is Metrophone. Council- man Norberg has met with Metrophone to discuss the various types of frequencies and other items of business in relation to the County Radio Tower proposal. There were some questions in regard to the concerns expressed by the Bell Telephone Company, some possible interferences between the frequencies, Coun¢i.]man Norberg feels that whatever is ultimately done it should not be a money making project, but we could certainly recover all our costs,~that several stations could probab]'/ Page 282 be set up with out any problem on a tall single tower. We will need to talk further about what we expect to do. A discussion was held regarding the possible establishment of a formal committee to review the radio system plans. Councilman Norberg was a~ked to coordinate such a committee and have Public Works Director, Gustafson and County Communications rector Hillegas on the committee. Mr. Gustafson suggested having Sewer and Water Superintendent Jolly on the committee as he has worked exter, sively with radios. This committee arrangement was left on an informal basis with Councilman Norberg to report back to the council. Mayor Nawrocki reported to the Council that a letter was re~.eived from Rosemary Byrnnes expressing her appreciation for the prompt action or the part of the Po- lice, Rescue and Fire Department, copies of which were forwarded to those departments. RECESS WAS CALLED AT 9:30 P.M. THE MEETING RECONVENED AT 9:50 P.M. CITY MANAGER REPORTS City Manager, Watson, said his reports will be submitted in writing. CITY ATTORNEY REPORTS City Attorney, Kal ina, reported that the Glover Case is on the Court Cal~ ndar, Feb- ruary 5, 1974. He also ~a§ asked to draw a new Park Board Ordinance. Copies of the proposal has been forwarded to the staff and board members. On January 18, there is a session for Municipal Attorneys. The City Attorney asked the Council to approve payment of $25.00 registration fee. Motion by Land, seconded by Heintz that 2 attorneys be authorized to attend this session for Municipal Attorneys. Roll Call - All Ayes. The City Manager requested that the option for the High Rise on the City Property be extended to March 31st because of the delay on the construction. Motion by Land, seconded by Heintz that the Option on the City Property be extended and that the Mayor and City Manager be authorized to enter into an agreement for same. Roll Call - Ail Ayes. PUBLIC WORKS DIRECTOR REPORTS Public Works Director, Gustafson, will submit his reports in writing. Mr. Gustafson also submitted a report on Energy Crisis. His report listed the 5 organizations or individuals B~st suited to deal in some way with the problems of the energy crisis as they effect Columbia Heights. TAVERN LICENSES City Attorney, Ronald Kalina, reported that there have been three aledged violations: 1. GRAND CENTRAL STATION--4002 Central Avenue-- Serving minors after hours. Page 28~ 2. Mug Tavern--4010 Central Avenue--permitting consumption of Intoxicating liquor and serving soft drinks to be used for mixing purposes. Mr. Miller pled guilty. 3. 500 Club--5OO-hOth Avenue--Found Guilty of serving minors after hours, he is now appealing to higher court. Mrs. Pastuszak of the 500 Club and Terry Pe~tch of Grand Central Station were present. City Attorney, Ka]ina, said the Council may revoke a license or suspend it. After a lengthy discussion Councilman Land made a motion that no license be granted to the 500 Club from January 1, 1974 to Febi'uaryl, 1974. The motion died for a ]ack of a second. Councilman Norberg felt that a notice should be sent to the parites informing them that the Council may revoke the ]icense upon em h~usting of the appea]. Counci]man Heintz and Connor felt that action ~hould be taken now and follow the ordinances and we are expected to. RECESS WAS CALLED AT 10:55 P.M~ THE MEETING RECONVENED AT ii :20 P.M. Mayor Nawrocl<i recommended that this meeting be po_~}tponed until January 7th for a Specia] Meeting. Motion by Norberg, seconded by Heintz to defer consideration on these licenses for a Special Meeting at 8:00 p.m. January 7, 1974. Roll Call All Ayes. Mrs. Pastuszak of the 500 Club was notified at tonights Council Meeting by the City Council that there will be a special hearing at 8:00 p.m. January 7, 1974 for consideration of the license. Motion by Norberg, seconded by Heintz ti,at the licenses be granted to the 500 Club for the period of January 1, 1974 through January 12, 1974 with the understand- ing that there may be some action taken on the night of January 7th. Roll Call - All Ayes. Motion by Heintz, seconded by Land that the license for the Mug be granted [or the period of January 1, 1974 to January 12, 1974 and that a notice be sent to Mrs. Mil- ler indicating that a special meeting on Monday, January 7th, 1974 at 8:00 p.m., the City Council will consider possible revocation or suspension of the license. Roll Call - Connor, Heintz, Land, Nawrocki - Ayes. Norberg - Nay. He is-in favor of revocation. Mayor Nawrocki explained that it is still the subject to be consider- ed at the January 7th meeting. Terry Pe~sch, license holder at Grand Central Station has applied for a 1974 license. Motion by Norberg, seconded by Heintz to add Grand Central Station to the on-sale license list, but with the understanding that if there is a conviction their licenses will be considered for suspension or revocation. Page 284 STOP LIGHT AT 47th AND CENTRAL Kenneth Hentges, 3901 Jefferson St. suggested that the stop light on 47th and Central coming from K-Mart be checked because it is only on long enough to let one car through. Councilman Land said he checked and agreed it is a short light. This will be on the Agenda for the Traffic Commission, Monday, January 7, 1974. Councilman Heintz informed the Council that Southwest Part was flooded for skating instead of Edgemoor Park. Motion by Connor, Seconded by Norberg to adjourn at 12:50 a.m. Roll Call - All Ayes.
