The Meeting was called to order at 8:00 p.m. Roll Call - Connor~ Heintz, Norber9,
Land, Nawrocki - Present.
Motion by Norberg, seconded by Land that Barbara Branco be appointed Secretary Pro-
Tem. Roll Call All Ayes.
The Purpose of this meeting is to consider the assessments on projects that have
been compl6ted :during this past construction season and hear explanations of the
cost and give people the chance to voice any comment about the cost and the work.
Mayor Nawrocki explained that you have 30 days by statute in which to pay either
the assessment in full or any number of annual increment of that assessment. By
law after 30 days a charge of 8% is placed on that assessment. The first installment
is due by September 30, 1974. If it is not paid an additional 10% penalty is
added to the assessment and then it is certified as delinquent for collection with
the real estate tax.
#483 - Curb, Gutter, Asphalt Mat 4th St., 44-45th and on 40th Avenue between
Reservoir to Hayes.
The estimated cost was $10.00 per foot and the actual cost was $9.02 per foot. On
40th Avenue this was a State Aid Project, and the only part being assessed is the
curb. The estimated curb cost on the street frontage was $4.50 per foot and on the
Avenue $1.50 a foot. The actual cost on the street frontage was $4.05 and the
Avenue was $1.35.
A Mr. Larson of 3978 Tyler Street said the drainage in t~e alley behind his house
is draining, into his garage. Because of the slope he has to drive up hill to get out
of his garage. He said he would like to see some changes, the only solution he
could see was to raise his garage.
Clayton Berg, Assistant Engineer said they actually lowered the street but by
widening it out so far it seems like it was actually raised. The street is 12 feet
closer to his property which maked the slope more steep. Mayor Nawrocki asked that
the Engineers look into the situation.
#614 STORM SEWER 37th to 40th BETWEEN UNIVERSITY AND THE ALLEY WEST OF 2nd STREET.
The estimated cost was to be assessed at 2¢. per sq. ft. with a credit for any past
payment. The total cost ran somewhat above the estimates, but it was recommended
that we assess them for the 2¢ per square foot as originally proposed.
Vern Bruley-3705 - 2nd Street asked what he was being charged for. Mr. Watson, City
Manager, explained that it is the area between 37th and 4Oth Avenue. The properties
west of the alley east of Main Street were included in a similar assessment two
years ago on the work on Main Street.
The Mayor explained that every piece of land in Columbia Heights is in a water shed
district and storm sewer charges are made on a district basis, also there is credit
given the property if they paid on a storm sewer in the past.

Seal Coat'n,° is done on every bitiminous street on a 5 or 6 year cycle and the
work assessed back against the prop~:rty. Seal Coating is done as a preventive type
maintenance on any black top s~:rface. The cost was 54¢ per square avenue foot.
and these were the same figures given at the original hearing.
Joe Winter - 1640 Fairway Drive was concerned with the way the assessment was
made on his property, because his assessment was the 3rd highest in the area,
he asked that the council reconsider thls assessment.
City Manager Watson said that in order to equalize the assessment as fairly as pos-
sible in the case of the odd-shaped lots, we use the average width of the lot.
Councilman Land did not think that these people on the corner with the less
fr.~ntages should be paying more than those with a normal 70 foot lot. I~ was
decided that in~tead of being assessed on an average width , lots 4,5,6, & 7
on Fairway Drive should be assess&d as 70 ft. lots, the same as the other
rectangular lots.

This installation is a concrete curb spillway and blacktop to protect homes on
Jackson Street and carry sur[ace drainage away from behind the properties on Cen-
tral. The estimated cost was $7.50 [)er foot, to be assessed 60~ on the com-
mercial side(S4.50), and 40~ on the residential side ($3.00). The actual cost
totaled $4.32 for the commercial side and $2.88 per foot on the residential side.
No one appeared on this hearing.
#674 STORM SEWER, PRESTEMON PARK OSTRANDER PARK AREA.
This was to be assessed at 20 per sq. ft. with the rest of the cost to come out of
the storm sewer fund which is financed through Gen,~.ral Taxes.
Mayor Nawrocki said that a question has come up on the proposed assessment for the
property that extends into Hart Lake. Mr. Albert: Urspringer, 3719 Hayes Street sent
a letter to the City Council objecting to the assessing of the Land unde. r water.
City Manager, Watson said that at the tlme of our hearing last spring, the council
asked that we check i~to [he possibiiity of doing something different in respect to
these properties. We did an appraisal on Mr. Antonozzi's property on the north
end of the lake that would anticipate better utilization of Hart Lake by dredging,
he presented a plan for Hart Lake property acquisitions to the Park Board, but it was
their opinion that there was no convenient usage for park purposes justified in the
immediate future, and did not recommend these property acquisitions.
Most of the people that lived in this area felt that they should not be assessed for
the ]and under water. Mayor Nawrocki and the Council "felt that it was unfair to
assess the land under water so they decided to eliminate the portion of Land
under¥~ter and that new statements should be made out for those people who had
been assessed for ]and under water.

The estimate on these projects were ~liven as $13.OO per front foot and was later
adjusted to $10.OO based on bids that had been received. The actual cost turned
out to be $8.79 per front foor, and for those on the Avenue the cost will be $2.93
per foot.

This assessment just included the back filling of the curb L~p to grade and the resurfacing
of the streets. The reason that the boulevards were not so~tded was because it would
cost the City twice as much as it ~oQld cost a resident to ~to the work, because
contractors bid twice as much as the actual cost since they sublet that work to
others.
#680 SIDEWALK ON 37TH AVENUE RESERVOIR BOULEVARD, EAST TO TltE ALLEY.
This sidewalk only e~Pfects Dr. Dauphinee and is to be paid I~y him. The charge is for the
actual cost which i~ $1,085.95. THis would be a part of a public sidewalk system
on 37th Avenue when and if it is approved.
#686 DELINQUENT UTILITY BILLS
Only five delinquent utility bills were reported. These will be certified for col-
lection with taxes.

#687 WEED CONTROL
Mr. Moneta has asked that the council be informed that he wished to state his objection
officially to his bieng charged for the weed cutting and it would be of his intention
to proceed with further legal action to determine the legality of the particular
charge. The City Manager has met with Mr. Murzyn and Mr. Moneta and reviewed the
bill~ of the past and were unable to come to a satisfactory conclusion in his point of
view. There were 33 properties involved with a total assessment of $800.98.
MR. LARSON - 3978 TYLER STREET
He asked the council to repeal the assessment on his property until we can reach'~
settlement to his satisfaction. Mayor Nawrocki explained to him that we still ~ve to
treat this as a separate consideration. We cannot just cancel any particular ~§sess-
men~.
MR. DOWNS - 3929 - 2nd STREET
He brought up the problem on a skating rink at Edgemoor Park. He asked that the
council figure out someway to use other parks so they wouldn't have to flood Edgemoor
Park. He said because of the skating rink he has had water in his basement for
17 years. He felt that it wasnlt doing anyone any good. The Mayor explained
that the reason for flooding the park was because some people find it is desireable
to have a skating area at that location for small children.
RESOLUTION # ~3-82 ADOPTING ASSESSMENT ROLLS
Adopting assessment rolls for the follwoing local improvements and determining that
said improvements have been made and ratifying and confirming all other proceedings,
heretofore had: Special Assessments numbered 483, 614, 673, 674, 676, 680, 686, and
687.

WEHREAS, the City Council of the City of Columbia Heights, Minnesota, met at 80~
clock p.m. on the 29th day of November 1973 at the City Ha]] Council Chambers in Co-
lumbia Heights, being the time and place set when and where all persons interested : _
could appear and be heard by the Council with respects to benefits, and to De proport ]
of the cost of making the local improvements above described, a notice of such hearing
has been heretofore
duly published as required by ]aw, and a notice mailed to each property owner of record,
stating the proposed amount of the assessment; and,
WHEREAS, this Council has heretofore estimated and fixed the cost of such local
improvements and has prepared an assessment roll therefore.
THE CITY COUNSIL OF THE CITY OF COLUHBIA HEIGHTS HEREBY RESOLVES:
Section 1, That this council does hereby adopt the aforesaid assessment rolls known
and described as "Assessment Roll for Local Improvements numbered 483,614,668,673,
674, 676, 680, 686, and 687.
Section 2, That this council hereby finds and determines that each of the lots and
parcels of land enumerated in said assessment rolls ~as and us especially benefitted
by such improvement in an amount not less that the amount set opposite in ~he column
headed "Total Assessment" And this Council further finds and determines that the
proper proportion of the cost of such improvements to be especially assessed against
such lot or parcel of land is the amount set opposite the description of each such
lot or parcel of land respectively in said assessment rolls.
Section 3,That said assessments may be paid in part or in full without interest on
or before December 31, 1973, or in annual instal!ments for a period of from one to
ten years as designated on each assessment roll, payable on or before the 30th day
of September, annually with 8% interest thereon, Failure to pay the annual
installment renders the same delinquent and thereafter a 1.0% pena]ty is added and
the said delinquent assessment is certified to the County for Collection with the
real estate tax.
Section 4. That this Council ![,I hereby determine and re-determine to proceed
with said improvements, does ratify and confirm all other proceedings heretofore
had in regard to these improvements, and said improvements shall hereafter be known
and numbered as "local improvements numbered 483, 614, 668, 673, 674, 680,686
and 687.
Section 5. This resolution shall take effect immediately upon its passage.

RESOLUTION ~73-83 ON TRANSFERS {UTILITY BILLS AND WEED CONTROL)
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that
the City Treasurer be, and he is hereby authorized and directed to make the fol-
lowing transfers from the Permanent Improvement Revolving Fund (50].~93.83):
$767.75 to Utility Department (703.372.10)
$696.50 to Park Department (weed control) (101.359.10)
and there are monies in said fund to make such a transfer.

RESOLUTION #73-84 ON BEHALF OF THE NATIONAL GUARD
BE IT HEREBY RESOLVED by the City Council of the City of C~lumbia Heights that
WHEREAS the National Guard serves an important function in preparedness for emergencies
in our country, and
WHEREAS, the National Guard has, through their Local Unit and their representatives
Captain James McGann and Sargeant Olson expressed the willingness to work with
our community on civic projects, and
WHEREAS, the talents of the individual members of the Naitonal Guard unit cover a wide
range of occupations,
NOW THEREFORE BE IT HEREBY RESOLVED that the City Council take this opportunity
to express their appreciating for the offer to held from the National Guard and further
express out intention to utilize the National Guard on projects where such assistance
will be of use to the City, particularily on park development projects.

BE IT HEREBY RESOLVED by the City Council of the City of IZolumbia Heights, that the
attached list of forfieted lands, as presented by the Courty Anoka for public sale,
be approved with the exception of:

which have been designated for municipal acquisition at the regular meeting of
the City Council on November 12, 1973.

WHEREAS the City of Columbia Heights has enjoyed the effi<;ient service of Rosella
(Lawson) ~,~ilson for almost 37 years, working efficiently a~d conscientiously on be-
half of the City in municipal offices serving as City Clerk and Treasurer during
much of this time, and
WHEREAS Rosella has shown the type of dedication to duty ~nd concern about doing the
best job possible for our City throughout this time.
NOW THEREFORE I, Bruce G. Nawrocki, Mayor of the City of Columbi~ Heights do
hereby proclaim Friday November 30th as
"Rosella's Day"
and recommend to all present and past municipal employees and officials that they

RESOLUTION ~73-86 AMENDING THE TIME FOR REGULARLY SCHEDULED SECOND COUNCIL
MEETING IN DECEMBER, 1973.
WHEREAS, the City C-_-ncil of the City of Columbia Heights has by' resolution
ordained the Council shall regulary meet on the 2nd and 4th Mondays of each
month, except where such meeting f[~lls on a legal holiday; and,
WHEREAS, the 2nd Regular meeting in December 1973 would fall on Monday, December
24, 1973; and,
WHEREAS, December 24, 1973 is celebrated as Christmas Eve by Many citizens of our
community thereby precluding their attendance at a Council meeting on that date; and,
WHEREAS, the health, welfare and safety of the citizens of the City can be served only
by gi~ing them the opportunity to attend public Council meetings.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA
HEIGHTS:
That the second regularly scheduled meeting of December 1973, which would other-
wise have been scheduled on December 24, 1973, be changed to December 27, 1973 at
8:00 p.m. in the Council Chambers of the City Hall of the City of Columbia Heights,
and
that the City Manager shall cause notice of the same to be published in the official
newspaper prior to December 24, 1973.
This resolution shall be effective immediately upon its passage.

REQUEST FOR 30 DAY EXTENSION ON OPTION TO BUY CITY PROPERTY.
Due to delays in construction on the High rise it is necessary for shelter developn~ent
to have a time extension on the pui-chase of C;~:'y Proper~y to January 1, 1974
in lieu of December 1, 1973.

RESOLTION #73-87 AGREEMENT WITH THE STATE HIGHWAY DEPARTMENT
BE IT HEREBY RESOLVED the City Council of the City of Colbmbia Heights, that the
City enter into an agreement with the State of Minnesota, Department of Highways,
for the following purposes, to wit:
To provide for the City of Columbia Heights to construct, under contract,
cooperative storn~ sewer facilities upon, along and adjacent to Truck
highway 65 (Central Avenue N.E.) between 51st Ave. N.E. and 53rd Ave. N.E.
within the corporate City limits in accordance with City plans, specifications
and special provisions therefore designated as "Storm Drain Construction Project
7304" and to provide for payment by the State to the City of the State's
proportionate share of the cost of construction said cooperative storm
sewer facilities which construction has been designated by the State as State
Project No. 0207-33 (T.H. 65-5)
BE IT FURTHER RESOLVED that the Mayor and City Manager be and they hereby are
authorized to execute such agreement. (Cooperative Construction Agreement No.
57602)
