SPECIAL MEETING
OFFICIAL PROCEEDINGS
November 20, 1973
The Meeting was called to order at 8:04 p.m.
Roll CA]] - Connor, He~ntz, Norberg, Land, Nawrocki - Present.
Motion by Heintz, seconded by Norberg to appoint Barb Branco as Secretary Pro-
Tem for this special Meeitn9. Roll Call All Ayes.
Mayor Nawrocki stated the purpose of the special meeting was for the consideration
of Award of Bids on the La Belle Park Project.
City Manager Watson, requested that the award be made to the lowest responsible
bidders in total for the project. He also recommended that the award of bid
on construction be awarded to Metro Engineering on groundwork, concrete asphalt,
piling, and retaining walls, arbor, bridge, boardwalk and wood structures, seed,
sod, and planting. The lighting would be awarded to Electric Service. In ad-
dition to the base bid, he further recommended award of alternates as follows:

A lengthy discussion was held between the City Council and the City Planner
on the funding for the project.
The total Federal Share .......................... $115,000.00
The total State Share ............................ 59,780.00 plus o~' minus
The City Share ................................... Balance
Metro Engineering had tied the bids when other companies had only bia on one
certain item. The question of legality was raised about making the award.
City Manager Watson said he understood th;s would not be an improper award
to Metro Engineering on their tied bid. They were not the lowest in certain
individual divisions but when added together they were the lowest on the total
job.
The City Attorney felt that the specs were not put together very well as they
did not give the council enough criteria to decide. He also said that on the
basis of the specifications the council can say that Metro Engineering is the
lowest responsible bidder. His decision was either accept the award from
Metro Engineering as recommended or reject all bids.

Jerry Pirkl, the representative from Brauer and Associates said the job would be
somewhat simplified for us with a single contractor, but the time element would
be the same. He said that they will have a man out there to do the coordination,
and The City will do some of the work for them. In view of the single contractor
(l~etro Engineering) the coordination work would be easier and the cost for that
service could be less than anticipated.
Motion by Land, seconded by Heintz that the bid be awarded to Metro Engineering
for the earthwork, concrete asphalt, piling, retaining wa'l, arbor, bridge,
boardwalk and wood structures, seed, sod, and planting and E~ectric Service
Co be awarded the bid for lighting, including the alternates recommended.

RESOLUTION # 73 - 79 AUTHORIZING THE MAYOR AND CITY MANAGER TO ENTER INTO
CONTRACTS FOR THE DEVELOPMENT OF AN OPEN SPACE AREA KNOWN AS LABE~E PARK.
WHEREAS, the City Council in and for the City of Columbia Heights, Minnesoba
is in the process of developing an open space area known as LaBelle Park in
conjunction with a Federal HUD Open Space Grant under Tit'e VII of the
Housing Act of 1961; and
WHEREAS, On November 8, 1973 at 3:00 p.m. CST, sealed bid~ for site improvements
in said park were recei.ved and read aloud in the City Council Chambers by the
Cty Planner, and
WHEREAS, these bids were based on plans and specifications prepared by Brauer
& Associates, Inc. acting as a duly authorized agent of the City, and
WHEREAS, said specifications al low responsible contractors to bid iq one or
more of the six bidding divisions, further allowing them to tie or qualify
these bids under provisions of these specifications and.
WHEREAS, two Contractors, Metro Engineering and Carl Bolander & Sons, elected
to tie bids under provisions of these specifications and,
WHEREAS, tabulation of said bids indicates that the apparent lowest bid totals
by responsible contractors are:

NOW, THEREFORE BE IT RESOLVED THAT:
The Mayor and City Manager be authorized by the City Council in and for the
Cty of Columbia Heights, .~oexecute contracts for site improvements in the
open space area known as LaBel le Park, and
The City Council finds that Metro Engineering is the lowest responsible bidder in
Division I _ V based upon the total of the base bids submitted in these Divisions,
and
3 Electric Service is the lowest responsible bi~der ils Division VI, and
4. Contracts be awarded to Metro Engineering and Electric Service in the
fo]lowing divisions for the amounts herein stated:

CONSIDERATION OF AWARD OF BID ON STORM SEWER CONSTRUCTIOII NORTH OF 52nd AVENUE.
City Engineer, George Brown, said they have received no ':urther information from the
Highway Department as of today. It is a matter of simply getting the paper work
through the main office. This will be scheduled for the meeting Thursday, November
29, 1973.
