REQUEST FOR BIDS ON A SWEEPER, INSPECTORS CAR AND PARK TRU£1K
Mr. Gustafson, Public Works Director report that with the dlelay in the delivery on e-
quipment, particularily the sweepers, bids should be taken ,now with the delivery
and payment to be made in 1974. The bids would be opened, iWednesday, November 21
at 2:00 p.m. with an award to be considered at the Council :Meeting, Monday, Nov-
ember 26.
Motion by Norberg, seconded by Heintz that the City Manager' be authorized to call
for bids on the sweepers, inspectors car, and park truck. Roil'Call - All Ayes.
REQUEST FOR RESCUE AMBULANCE
Motion by Land, seconded by Heintz that bids for a new Resclue Ambulance be opened at 2:00
p.m., MOnday, November 12 for consideration at the Council Meeting that evening.

STORM SEWER STATUS REPORT
The City Manager requested that a Public Hearing be held ail. the next council meeting
on Curb Installation from 51st to 53rd along Central Avenu(I.. which is a part of the
over all urbanization plan which would ultimately be done f!rom 45th to 53rd Avenue..
Motion by Land, seconded by Norberg to authorize to set a Fl'ublic Hearing for
November 12 on Local Improvements including Curb Installatilon. Roll Call - All Ayes.
RESOLUTION #73 - 69 (AMENDING RESOLUTION #73 - 49) ESTABLIISHMENT OF THE PARK
DEVELOPMENT FUND
Offered by Land, seconded by Heintz.
BE IT HEREBY RESOLVED, by the Ci-ey Council of the City of (',:olumbia Heights, that
WHEREAS, a park developDent fund in the amount of $82,500 was established for developments
in 6 park areas in the City of Columbia Heights, and
WHEREAS, ~he funds for said development were in the amount of a property sale then
being consumated, and
WHEREAS, a total receipts for this sale included payments (l~n taxes and recording
fees amounting to $1,833.67 which was deducted from the sai'd sale price of $82,500,
NOW THEREFORE be it resolved that the City Manager be and Ille is hereby directed to
reduce each allotment by the same percentage as the original allocation, to divide the
$1,833.67 between the 6 parks in accordance with the origi~l~al resolution.
Passes this 23rd day of October, 1973.

RESOLUTION #73 - 70 SETTING SALARIES FOR MEMBERS OF THE POI!.ICE DEPARTMENT FOR 1973
Offered by Land, seconded by Norberg.
BE IT HEREBY RESOLVED by the City :ouncil of the City of C<l)lumbia Heights,that

WHEREAS, negotiations have proceeded for several months between Local 320 Teamsters
representing members of the Police Department and the City Council's Labor
Consultant, and said negotiations have resulted in mutually acceptable contracts .
signed by parties,
NOW THEREFORE BE IT RESOLVED that the contract agreements as negotiated, be and hereby
estab]ished as the salary and fringe benefit program for 1973 for members of the
Columbia Heights Poi ice Department,
BE IT FURTHER RESOLVED, that the City Man~ger be, and he is hereby authorized to proceed
with the instituting of the changes in accordance with tile contract agreements effec-
tive January 1, 1973.
Roll Call All Ayes. Adopted.
RESOLUTION #73-71 TRANSFER OF FUNDS
Offered by Norberg, seconded by Heintz.
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the
City Treasurer be, and he is hereby authorized and directed to make the following
transfers from unallocated general fund (101 - 497.40)
$8,000 to Public Safety Police Department (101.411.10)
$1,500 to Administration Department Salaries for an Assessor Trainee (101.4053.10)
and there are monies in said fund to make such a transfer.
Roll Call - All Ayes. Adopted.
LOT SUBDIVISION
Motion by Norberg, seconded by Heintz to grant the lot subdivision to Mr. Scherer on
Land to be sold to Nr. and Mrs. Madsen of 3815 Pierce Street N.E. Roll Call - All
Ayes.
MR. BALAMUT OF 4200 ARTHUR STREET N.E.
Mr. Balamut was present to find out why he had to pay a 10% penalty on his special
assessments bill if he was only one day ]ate. He felt that there should be some
type of a grace period for these late bills and he also did not think it was fair
that he had to pay a penalty for being one day late when the City can delay their
work for one year on repairing 42nd Avenue. An explanation of the way the project was
let regarding restoration was given.
Mayor Nawrocki said a report would be given to Mr. Balamut with a copy to the Council.
JOYCE MEYER OF 4931 JACKSON STREET NE.
Joyce Meyer was present to find out what could be done about her neighbor. She said
that if she put up a fence it would only be defeating the purpose because her neigh-
bor would only knock it down. She said that her neighbor has been throwing garbage in
her yard and people are driving motorcycles in her yard at 3:00 a.m. and disturbing
them.
She felt the City should take some action to protect the citizens of Columbia Heights.
City Attorney, Kal ina, said that Investigator Mark Hickey has been over in that neigh-
borhood and has compiled a dossier of his findings. The City Attorney said that it

also takes some type of a signed accusation to take action. He said he would submit
a report in writing to the Council.
REQUEST AUTHORIZATION TO PURCHASE LAUNDRY EQUIPMENT
Mr. Gustafson, Public Works Director, has received informal bids from six companies
and the one that Mr. Gustafson and Mr. Watson thought seem¢ld the most logical for our
needs was the proposal from Kendaco in the amount of $2,1321. The units are sufficient
size to handle our needs and will eliminate the need for Lalundry Service. A cost-
breakdown on the Laundry Service has been presented to the Council.
Mr. Watson requested that this purchase be authorized with the payment to be made from
the proceeds of the sale of the old City Garage.
The laundering was proposed to be done bythe men on their ¢i.wn time before or after
work or during their breaks. Councilman Land said he thin~i~s that a written statement
signed by the Union and the Employees of their understandirig would be desired.
A letter with more information will be given to the council! and no action taken at
this time.
REQUEST TO TAKE QUOTES ON A NEW ENGINE ANALYZER
Mr. Ken Chapin was present to report on the test done on the vehicle on exhaust
emissions that showed our existing equipment was not adequ~lte.
Motion by Heintz, seconded by Connor to authorize informal bids on an Engine Analyzer.

REQUEST TO ATTEND WORKSHOP ON HOUSING ACTION.
The City Manager requested authorization for the City Planrl, er to attend a one day work-
shop on Housing Actions-November 20 for a cost of $14.00. The purpose of the workshop
is to review the housing problem in the Federal, State, Re~lional and Local point of
view with emphasis on the new legislation.
Motion by Land, seconded by Connor to grant the request. Fl~oll Call - All Ayes.
REQUEST FOR FINAL PAYMENT OF NEW CITY SERVICE BUILDING.
City Manager WAtson requested authorization to make final payment of~ the new City
Service Building. The intentions is to hold the actual ch~l~ck as suggested by the archi-
tect until the minor repairs and replacements are done.
This request is denied un,fl all the work is done completelly.
AUTHORIZATION TO JOIN LEAGUE OF SUBURBAN MUNICIPALITIES.
A discussion was held regarding the new League of Suburban Municipalities. The
membership cost to Columbia Heights is $2,985.00
Motion by Norberg, seconded by Heintz that the £1ity of Col. Hgts. join
the suburban Leagus on Municipalities. Roll Call - All Ayes.
REQUEST TO RENEW SEWER BOARD CONTRACT FOR 1974
This agreement is automatically renewed and is for payment~i~ to Columbia Heights for
the use of joint sewer lines which are maintained by Columtl, ia Heights and serve
others.
There was no objection to the automatic renewing of the Sewer Board Contract for 1974.

REQUEST FOR FOOT PEDLERS LICENSE
No response was received from De World Citizens Inc. and City Manager Watson
suggested that the matter be tabled until an answer to our inquiry is received.
Motion by Norberg, seconded by Land to leave this matter tabled until a response
is received. Roll Call -Ali Ayes.
LEGISLATIVE HEARING ON METROPOLITAN ISSUES
A reminder was given regarding a hearing to be held at the Blaine City Hall at 7:30 p.m.
Wednesday, October 24. These items for consideration are the Sewer System, Transportation.
parks and open space, housing, Airports, mosquito control and other items.
SHERNEY GAFKGEN - 723 38th AV~-NUE
Sherney Gafkgen was present to find out if there is anything that the City can do
to get Taber Bushnell to close their doors to el iminate some of the noise. This
has been going on for 2 summers, he has been to action news for help, and has called
the Police and has been to the City Health Inspector. Taber-Bushne]l has closed
there door~or the day, but the next day they are open again.
The City Council said that they would have some company come out to take noise
level tests with the doors open and closed and from there try to find a solution to the
probl em.
INQUIRY ABOUT REPLACING SOME CURB SECTIONS ON 43rd and 44th.
The Public Works Director reported that the concrete replacement items were held
up due to extra work projects taken on by the contractor.
REQUEST TO AUTHORIZE PAYMENT TO MR. LATAWIEC - 1240 43½ Avenue N.E.
Motion by Land, seconded by Heintz to authorize a check for $175.50 to be issued
to Mr. Latawiec in accordance with the agreement.

CITY MANAGER REPORT
City Manager Watson said we have discussed and reviewed the new zoning ordinance and
recommended that we set up an informal meeting with the Planning and Zoning Com-
mission Tuesday, November 13, and only that one item will be discussed at this time and
we would then be prepared for a meeting some time after that for reading the Ordinance.
His other reports will be submitted in writing.
CITY ATTORNEY REPORT
City Attorney, Kal ina, reported that on Friday, Judge Forsburg continued the hearing
of the Police Relief Association and we have not yet received a date for the
continued hearing.
City Attorney, Kal ina also reported that Frank Pastuszek was convicted on the charge
of selling 3.2 beer after 1:00 a.m. and also selling beer to a minor.
PUBLIC WORKS DIRECTOR REPORT
Public Works Director, Gustafson, said he will submit most of his reports in writing

but asked consideration for taking informal bids on a scrubber - aweeper.
Motion by Heintz, seconded by Norberg to call for informal !bids on a Scrubber-
Sweeper for the shop. Roll Call - All Ayes.
The Public Works Directo~r reported that we has two water maiin breaks on Royce Street
and north of 6th St. Both of these mains are about 15 year's old and were both the same
type of break on cast iron mains.
LICENSES
Motion by Norberg, seconded by Heintz to grant the license applications upon payment of
proper fees. Roll Call - All Ayes.
REPORT ON THREE PHASE CURRENT INSTALLATION
Mr. Gustafson reported that N.S.P. Co. would r n 3 - phase lines to the Municipal
Building next spring and we would not have the air conditio!ner in operation in
the Council Chambers until this is done.
