Mr. Plrki of Brauer and Associat~ answered questions on reasons for the ~iigh bids and lack of bidders. The City Manag~ recommended that the bids be rejected and rerl, pened in approximat~y one month. The consideration of these new bids could be on the ~lenda of the regular meeting on November 12. Motion by Norberg, seconded by H~intz that the bids for La. Belle Park be re~ecyed. Roll Call - All Ayes. They wa~ted to work out an agreeme~ to cov~ the urbanization project in total. ~.~. Watson suggested that the two councils might wish to get together on th~ matter but the Fridley C~y Manager w~nted to w~ until aft~ their Pubic He~ing. The Public Works Director said that the estEmate was $30,000 and i~cluded 20% for E~tgine~r- i~g and Co~igenci~ and that the low bidd~ was the sc~e as we had estimated. He had contacted the Iow bidder and asked if they would extend the va£idity of thee bids beyond 30 days. The bidd~ had not anticipated fo~ the frost conditions. Because Hilltop only pays a mb. nor pa~ they would wr.~e iff Hilltol~. Fridley is not willing to go ~to the Storm S~wer with out some agreement. The City Attorney stated 6hat there is ~o problem for the extension o~ time which will be in writing for a 15 day extension. RESOLUTIO~4 73 - 65 There ~s an i6~ last ~gt~ regarding allowa~ce for the extra cost for a part- time ~o~on ~ the Park DeIoa~tment. Discu~sio~t was to aElow the extra $15,000 to remain as in 1973 for ex.~a hzll~. Councilman Heintz indicated that we should consid~ we allow the $7,000 to be added to the Park E~a Sal~y Account 6o be deducted from u~llocated Genera6 Expense. There was a typeagrap~cal err,~ in the total on Page 8 which should be the same as Page 28. I~tead of $2,059,350 it should be $1,943,720. Thee are corrections in the Gen~rr~6 Fu~. On Page 48 in Generr~ Debt Szrvice Bom~ the surplus item of $30,865 should be eliminated a~td the P.I.R. Fu~td ~396.03 be in©zeased by the amount. With thee cha~:ges the budget would be correct as proposed. ADOPTING 1974 BUDGET FOR THE CITY OF COLUMBIA HEIGHTS BE IT HEREBY RESOLVED by thc City Council of th~ City of Columbia H~g~p~s, that WHEREAS, The City Council has at various times reef for th~ purpose of disc~sing the Municipal Budget for the year 1974~, and WHEREAS, The City Council has determined tI~t the ~ticipr~cd revenues, expenditures, and t~a~fers for calandar ycr~ 1974, and WHEREAS, The City Counc~'l has determ~.ted that the a~t~Ecipated revenues, expenditures, and ~ans~s for cr~andar year 1974 are a~ L~ted on the documen~ e~vt~ed: "ESTIMATED REVENUE" "TOTAL ESTIMATED EXPENDITURES", "TAX LEVY BY FUNDS" a~td "1974 BUDGET" PAGE 514 NOW, THEREFORE, BE IT RESOLVED that the City Council of the C~I~y of Columbia H~ights approve and adopt the 1974 Budget as prepared and presented f~l,r consideration, and the de- tailed budget be made a part thereof. APPROVING 1973 TAX LEVY COLLECTABLE IN 1974 IN ACCORDANCE WITH TAX LEVY LIMITATIONS ESTABLISHED BY THE 1973 LEGi!SLATURE BE IT HEREBY RESOLVED by the City Coun~ of the C~ of Co~!~bia Heights, County of Anoka, State of Minnesota, that the follow~ sums of money b~l~ levied for the current year, collectable in 1974, upon the taxable property in said City of Columbia Heights. The proposal for puAchasing is to buy in quantity and keep a stock on ~nd to avoid runr~ng short of stand~rd material. .%~. The Housing Authority Director, Dean Ot~son, stated that in 1974 we should be able to do this. Presently he has his own supplies, but with the new storage room we should have space enough for necessary suppSies. Mr. Norberg s£ated that we dis'cu~sed a 6urniture i~em w~ch came to the H.R.A. and tl~ the f~.~ure proposed was th~ fur~Esh the City Conference Room. He suggested that we look t~ over as to who should actuaSly mak~ such an expenditure.' AUTHORIZING THE COLU~BIA HEIGHTS HOUSING AND REDEVELOPMENT AUTHORITY TO LEVY A SPECIAL TAX UPON ALL PROPERTY WITHIN ITS JURISDICTION BE IT HEREBY RESOLVED by the City Council of the Cdty of Columbia H~ghts, that WHEREAS, the Housing and Redev~lopme~ Authority o6 the City of Columbia Height, has adopted a budget as shown on the attached docume~ headed, ''' BUDGET EXPENDITURES AND REVENUE ESTImaTES, HOUSING AND REDEVELOPMENT AUTHORITY OF T~'E CITY OF COLUMBIA HEIGHTS, MINNESOTA, JANUARY I, 1974 to DECEMBER 31, 1974. FOSTER OF CIR-TECH FOR ALLEY DESIGN CHANGE Public Wore Director, Gustafson described the proposed cons~ction design which would be heavy enough for truck use. A p~ons signed by the residents that adjoined the alley on Main Street was pr~ented approving the change in design ~i. ing asphalt instead of concrete. Th~ were 100% in favor of Blacktopping. Motion by Norberg, seconded by H~intz that the P~tition be re~l, iewed and placed on file. Motion by Land, seconded by Norberg that the change to Bitimi~i~us a.~ley surfacing as proposed be authorized. Roll Carl - All Ayes. REQUEST FOR "FOOT~PEDLERS LICENSE" CountrY,man Norb~g asked if this organization ~ filing a fu~l~ financial deposition with the state as a non-profit organization. Councilman Norberg ~l~.so asked that a c~ification be requested from them and that the mat~r be tabled until th~i~ next regular meeting. Motion by Norberg, seconded by Heintz to table this item. REPORT FROM TRAFFIC COMMISSION The matter that was taken up at the last coun~l meeti~ng reg~l~nd opening 39th east of CleVeland which was approved subject to review by the Park Bodied and Traffic Commission. Both Park Bo~d and Traffic Commission did revie~ this matter and recommended the opting. GROUND SIGN APPROVAL Dr. John Dauphinee, Chiropracter, presented a plan for a ground sign on his property. This is recommended by the Planning and Zoning Commission. Motion by Heintz. seconded by Connor that the requ~t for the sign be granted based on the recommendation of the Planning Commission. The City picked up the porperty last summer on Tax Forfed~u~e. Mr. Gastafson asked if the council wanted us to make a topigrap[~cal survey of ~he existing condit~o~ for informational purpose.
