REGULAR MEETING
September 24, 1973
The meeting was called to order at 8:08 p.m. Roll Call - Connor, Heintz, Land,
Nawrocki - Present. Norberg - absent.
Invocation was given by City Manager, Watson.
Motion by Land, seconded by Heintz that the minutes of the last regular meeting,
September 10, 1973 be approved as presented in writing and the reading be dis-
pensed with. Roll Call - All Ayes.

Request authorization to call for bids on custodial services at our next regular meeting.
This was held over until later in the meeting to determine when the next regular meeting
will be due to a conflict with a legal holiday.
ORDINANCE #812 - ADOPTING THE 1~74 EDITION OF THE UNIFORM BUILDING CODE
A second reading was held on Ordinance #812 - Adopting the uniform Building Code of
the International Conference of Building Officials, 1974 Edition.

ORDINANCE #813 - FIXING THE SALARIES OF THE MAYOR AND CITY COUNCILMEN.
A second reading was held on Ordinance #813 - Fi×ing the Salaries of the Council and Mayor
of the City of Columbia Heights. Effective January 1, 1974.
Offered by Land, seconded by Heintz.
Kenny Hentges reported that Be had taken a survey to find out the salaries of Mayors
and Councilmen from other Cities. He said Columbia Heights is the highest paid in the
county of Anoka, and he feels that the Mayor is being overpaid, over and above the
councilmen because they go to more meetings than the Mayor. He felt that if a man
is concerned about his community he will work for nothing. He also felt they were
wrong in making this salary increase.
Mayor Nawrocki said that there has been no adjustment of council salaries in Columbia
Heights for four years and since salary adjustments can on!y take effect after elections,
there could be no further consideration for adjustments for at least two more years.
Mr. Nawrocki said in eveFy election, his pledge has been that he would be an active Mayor,
wor~ing for the best interests of our community, he stated that he has put in many hours,
far more than one would normally expect the Mayor of our community to put in. His efforts
have been spent in three basic areas, listening to the concerns of the people and seeking
answers to their questions, keeping informed on the day to day operation of our city
governmental operation, and looking after the city's interests in the area of metropoli-
tan affairs. He feels that one salary adjustment in a six year period is certainly not
out of line.

RESOLUTION #73-62 ESTABLISHING AN UNAPPROPRIATED SURPLUS REVENUE ACCOUNT.
Offered by Land, seconded by Heintz.
ESTABLISHING AN UNAPPROPRIATED SURPLUS REVENUE ACCOUNT
BE IT HEREBY RESOLVED by.the City Council of the City of Columbia Heights that:
WHEREAS: the post audit of 1972 indicated a surplus in the General Fund, and
WHEREAS: no specific revenue account is established for the use of such funds
NOW, THEREFORE, be it resolved that the City Treasurer be, and he is hereby, authorized and
directed to establish an "unappropriate surplus" Revenue Account Number 101 - 397
BE IT FURTHER RESOLVED that allocation from said surplus account shall be made through
the General Fund unallocated general expense fund by specific council action on
same.

REQUEST ON EARMARKING PROCEEDS FROM PROPERTY SALE TO H.R.A.
The Housing Authority will be purchasing parcels of real property from the City of Columbia
Heights for the site of the elderly high-rise. This acquisition price is $18,165.00.

Because they do not have adequate funds in the LaBel ]e Park Development Budget to finance
the construction of a well in the park, some sort of water recharge mechanism must
be included in order to maintain stable water conditions in the pond.
Installing a well in the pond area would provide ample recharge for the pond and also
serve as a sitting area for the visitors to the park. The well would serve both
purposes. This fountain would be in operation for four months in the summer.
Dean Otterson, Executive Director of the Housing Authority, said the well was not anticipa-
ted when the original application was made. He said we have approval from the Department
of Natural Resources to pay half of the City Share of the total development cost, but
this does not include the well. The total state share would be $64,229.50.
Mr. Nawrocki asked if the fountain will be able to work in a circulating ma~ter, by
simply taking pond water and running it through the fountain. Public Works Director, Gus-
tafson, said the well could also be used to set the irrigation system that wi]] be pro-
vided, under the present contract it is set up for being set by City Water but would
not recircu]ate the pond water.
Motion by Heintz, seconded by Connor to approve the use of H.R.A. ]and purchase payment to
finance the well as recommended.

APPOINTMENT OF ELECTION JUDGES.
Motion by Land, seconded by Heintz that the list of election judges for the 1973
primary and general elections be approve.
Roll Call - All Ayes.
FENCE INSTALLATION AT SILVER LAKE LANDING.
The Park Superintendent, and Park Board reported that they received quotations to re-
place the old wire fence along the south east side of Si]ver Lake landing on the property
]ine next to Mr. Ray Brock.
It was recommended by the Park Board that the low bid of Shadawn Fence Company be accepted
in the amount of $849.00. Other bids were received from Crown Iron Works for $943.21
Century Fence for $1,312.00 and Cyclone Fence for $1,980.00
Motion by Land, seconded by Connor that the contract for fencing at Silver Lake landing
be awarded to Shadawn Fence Company in the amount of $849.00 and the Mayor and
City Manager be authorized to enter into said contract. ', Roll Call Ali Ayes.
The money for this installation is in the 1973 Park Budget.
REQUEST FOR CONTRACT WITH BRAUER FOR GRADING AND PLANTING PLANS FOR PRESTEMON PARK.
The Park Board recommended to,~enter into a contract with Brauer and Associated to pre-
pare grading and planting plans for Prestemon Park not to exceed $1,600.00, Fire
Chief Basset recommended that 39th Avenue be extended from Cleveland Street to
Mc Kinley Street for emergency and safety.
Motion by Heintz, seconded by Connor to authorize the Mayor and City Manager to enter
into a contract with Brauer and Associates as recommended for grading not to exceed
$1,600.00 Roll Call All Ayes.

The Park Board recommended that 39th Avenue be opened up east of Cleveland. The
Council agreed to this opening as proposed. Mayor Nawrocki expre'ssed his concern
over the fact that citizens in the area objected to this opening at the time the
apartments were being planned.
RESIGNATION OF HUMAN RIGHTS COMMISSIONER, RON KALINA
A letter was received from Ron Kalina informing the Council of his resignation from
the Human Rights Commission expressing his appreciation to the Mayor and Council in
appointing hin to the Human Rights Commission.
A REPORT WAS NOW GIVEN REGARDING MEETING DATES WITH CONFLICTING HOLIDAYS.
The Council has passed a resolution April 23, 1973 setting the times of the regular
City Council meetings. When a regualar Monday meeting falls on a National holiday,
the regular meeting shall instead be held on Tuesday after to Monday on which such
meeting would have otherwise been held.
CALL FOR BIBS ON'CUSTODIAL SERVICE.
Motion by Land, seconded by Heintz that the City Manager be authorized to call for
bids for Custodial service at the next regular meeting, October 9, 1973. Roll Call -
All Ayes.
CITY MANAGER REPORT.
City Manager Watson reported on the work being done in the court room and the administra-
tive building. He reported that the rest of the ceiling work will be started in the
Council Chambers, Tuesday, September 25. The necessary microphone wiring has been done
for the council bench, we will be expending a bit more money than originally planned.
The to~al expenditures which will include the electrical system changes, council
chamber carpeting, and table, putting in a speaker system together with the remodel-
ing of the offices will cost just over $20,000.00. We have proposals for the counter
tops, council table, and cabinet work in the receptionists office. He also said that
by paneling the walls in the administrative office we would eliminate the painting.
With the good price -we have on paneling, the City Manager felt this would be a good time
to complete the job. Mr. Watson also said that the carpeting will be put in the coun-
cil chambers as requested by most of the council members.
PUBLIC HEARING.
Mayor Nawrocki called for a public hearing on the proposed 1974 Budget, Monday, Oct-
ober 8 in the City Council Chambers if the work in the Council Chambers is completed.
There will be no official acting on the budget, just simply discussion and then adopting
the budget at the council meeting on Tuesday the 9th.
R~SOLI;TION 73-64 AUTHORIZING THE PURCHASE Of PROPERTY FoR. LA .BELLE.PARK__.

BEING A RESOLUTION AUTHORIZING THE PURCHASE OF THE EAST ½ OF LOT
3~, BLOCK 4, RESEVOI'R HILLS, EXCEPT THE ~OUTH FIVE FEET THEREOF
(1101 41st AVENUE N.E.) BY THE CITY OF COLUMBIA HEIGHTS, MINNESOTA
BE IT HEREBY RESOLVED THAT:
WHEREAS, the City Council of the City of Columbia Heights has determined that a

public purpose exists in obtaining the property located as the East ½ of Lot 37,
Block 4, Resevior Hills, except the South five feet thereof (1101 41st Avenue N.E.)
in the City of Columbia Heigh.t.s for park purposes, and
WHEREAS, certain appraisals of said property were Obtained and considered by Che
City Council of the City of Columbia Heights and that the amount determined to be
just compensation based on the market value of said property is Sixteen Thousand
Five Hundred Dollars ($16,500.00)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia Heights,
that
1. The City of Columbia Heights obtain the property described as the East
½ of Lot 37, Block 4, Resevior Hills, Except the South Five feet thereof
(1101 41st Avenue N.E.) that the Mayor and City Manager be and they are here-
by authorized to enter into a contract for the purchase of same:
2. That the purchase price for said property shall be Sixteen Thousand
Five Hundred Dollars ($16,5OO.OO); and
3. That said purchase price shall be paid from the LaBelle Expenditure Ac-
count fund contingent upon the City Manager and Mayor being advised by the
City Attorney that the Seller can deliver marketable title to §aid property.

RESOLUTION 73-63 APPROPRIATING CERTAIN MONIES FOR THE H.R.A. OF COLUMBIA
HEIGHTS, MN.

BEING A RESOLUTION APPROPRIATING CERTAIN MONIES FOR THE I~OUSING
AND REDEVELOPMENT AUTHORITY OF COLUMBIA HEIGHTS, MINNESOTA
WHEREAS, the City Council of the City of Columbia Heights has shown a concern for
the problem of substandard housing in the community .~or the poor and the elderly,
and
WHEREAS, the City of Columbia Heights has established a Housing and Redevelopment
Authority based on that need, and
WHEREAS, the Housing and Redevelopment Authority of Columbia Heights, Minnesota
has gained H.U.D. approval for the development of a high-rise apartment building
for its elderly, and
WHEREAS, said Housing and Redevelopment Authority has notified the City Council of
the City fo Columbia Heights of its need for ¢~ funds for a fire protection
system for the project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia
Heights, that
1. The City of Columbia Heights shall contribute to the Housing and
Redevelopment Authority of Columbia Heights, Minnesota, the sum of up

to ~65,000.O0 to be used exclusively for ordinary andnecessary capital
expenditures authorized by law.
2. That said monies shall be allocated from Federal Revenue Sharing
Funds.

CITY ATTORNEY REPORT.
The City Attorney reported that he'is continuing his work on the Glover Case.
PUBLIC WORKS DIRECTOR REPORT.
The plans for drainage for 51st to 53rd And Central Avenue were presented to the
Council by the Public Works Director, Gustafson.
Motion to authorize the City Manager to call for bids to be open at 2:00 p.m.,
October 9. on storm sewer const~ction from 51st to 53rd Avenue west of Central.

Motion to authorize the pucchase a supply of man hole covers and catch basins,
not to exceed $4,866.00 from the Adler Steel Products in accordance with bids
received last April for 1973. Offered by Heintz, seconded by Connor. Roll Call -

Public Works Director, Gustafson reported that Mike Bizal requested consideration of
the purchase of some City owned property north of 37th Avenue near the City Garage.
Mike Bizal wanted to know what procedures to follow for the purchase of the land. The
first step would be to have an appraisal and then hold a re-zoning hearing.

SALARY FOR ELECTION JUDGES.
Motion by Land, seconded by Connor to set the election judges salary at $2.50 an
