Regular Meeting
August 13, 1973
The meeting was called to order at 8:O1 p.m. Roll Call: Land, Norberg,
Heintz, Connor, Nawrocki - All Present.
Invocation was given by Father Michael Ince of Immaculate Conception Church.
Minutes of the Last Regular Meeting.
Motion by Heintz, seconded by Norberg that the minutes of the last
regular meeting be approved as presented in writing and the reading
be dispensed with. Roll Call - All Ayes.
Payment of Bills:
Motion by Land, seconded by Heintz that the bills as listed be approved
for payment out of their proper funds. Roll Call - Land, Heintz, Connor,
Nawrocki - All Ayes. Norberg - abstained.

Bids on Park Building,
It was reported the Council opened bids on construction of a Park
Building for Ostrander Park at the last meeting. Since that time,
the Park Board met and discussed these bids and they recommended the
bids be awarded as follows:
1. General Contract to William Krantz in the amount of $28,495.00.
2. Electrical to Lehn Electric for the amount of $2,484.00.
3. Plumbing to Heights Plumbing in the amount of $3,368.00.
4. Heating to Modern Heating and Air Conditioning for $1,490.00.
On the heating bid, it was found the low bid of Custom Heating was a
non-responsive bid because of lack of proper bid security. Therefore,
the second low bid of Modern Heating and Air Conditioning was recommended
for acceptance.
The City Manager requested that the appropriate budget transfer be
made to pay for the cost of this project. This will be done by resolu-
tion later in the meeting.
Motion by Heintz, seconded by Norberg to award the bids to William
Krantz of General Contracts, Heights Plumbing on Plumbing work, Lehn
Electric on Electrical work, and Modern Heating and Air Conditioning
on the heating work for a new park building at Ostrander Park, that the
Mayor and City Manager be authorized to enter into a contract for same.
Bids on Sale of 3801 California.
The City Manager reported a letter was received from the Eagle Tool Com-
pany, who was recommended as a desirable tenant or company to utilize
the property at 3801 California Street. The letter from Eagle Tool in-
dicated their operation is a machine shop and there will be some delivery
of materials, a noticeable odor from time to time, and there would be
some sound from the operation. Representatives from Eagle Tool were
present and said if they installed some welding equipment, it would in-
terfere with television reception for an area of one block or so. They
also said if it causes interferences, they would be required by the FCC
to abate it and if there are problems they must do something about it.
Floyd Gustavson of Gustavson Grinding was present and said he was losing
interest in the property because they were interested in the property
~cross the street at 3755 California. He thought there wouldnlt be
any difficulty getting the property if he could make a good deal on it.
No award was made at this time, it seemed the proper action would be t
table the matter and there be an extension of time on the bid beyond 30
days.
Mr. Watson asked if the bidders would grant a time extension of holding
the bids for more than two weeks. Eagle Tool and Gustavson Grinding were
willing to extend their bid time on this for the additional two weeks
until after the next Council meeting, which will be held Monday, August 27.
Motion by Heintz, seconded by Connor that the matter be tabled until the
next regular meeting. Roll Call - All Ayes.

Bids on the Utility box for the Sewer and Water Department Pick-up Truck.
The City Manager and Public Works Director have reviewed the matter on
the Utility Box for the Sewe~ and Water Department Pick-up Truck and
recommended that the bid be awarded to the GMC Corporation in the amount
of $900.00 and that the Mayor and City Manager be authorized to enter
into a contract for same.
Motion by Norberg to accept the bid of GMC, seconded by Heintz. Roll
Call - All Ayes.
Bids oR the City Council Ventilation System.
City Manager, Mr. Watson, stated three bids were received on the Venti-
lation System in the City Council Chamber, from Sassco Inc., for $7,400
and the H. Conrad Mfg. Co. for $6,987 and Cronstroms for the amount of
$5,643.00. It was recommended to accept the low bid on Cronstroms in
the amount of $5,643.00, which is somewhat I~e'low the original estimate
for the work.
Motion by Land, seconded by Heintz that the bid for the Council Chamber
Ventilation System be awarded to Cronstroms and the Mayor and City Mana-
ger be authorized to enter into a contract for same. Roll CAll - All Ayes
Mayor Nawrocki asked if the air conditioning needs of the dispatching
room and the Police i)epal:tment were adequately met, as they should be
considered in this work. Mr. Watson said this matter was ra:|sed with
the architect who determined there was no way to economically relate this
system to the one in the lower area. A separate unit would be necessary
to handle the po!ice area.
ORDINANCE #809 - Vacating Sections of 39th Avenue and California Street for
Cir-Tech. Offered by Norberg, Seconded by Land.
BEING AN ORDINANCE VACATING THE NORTHERLY 14 FEET OF THE 39th AVENUE
RIGHT-OF-WAY LYING SOUTH OF LOT 16 BLOCK 73 COLUMBIA HEIGHTS ANNEX AND
THE EASTERLY 15 FEET OF THE CALIFORNIA STREET RIGHT-OF-WAY LYING WEST
OF LOTS 16 THROUGH 22 BLOCK 73 COLUMBIA HEIGHTS ANNEX TO MINNEAPOLIS
AND RETAINING THE EASEMENT RIGHTS IN SAID VACATED SECTIONS OF
39th AVENUE AND CALIFORNIA STREET FOR UTILITY MAINTENANCE AS REQUIRED.
Floor Area Waiver, 3900 Cleveland.
A request was received from Rev. Antochy for a floor area waiver for
construction of a new home at 3900 Cleveland. A new home at this locaI
tion will be 4.4 sq. ft. short of the 1,120 sq. ft. required for the sin-
gle family dwelling in an R-1 zone. The Planning Commission recommended
unanimously to authorize a 5 ft. waiver.
Motion by Norberg, seconded by Heintz to grant a 5 ft. waiver. Roll Call
A11 Ayes.
Special Use Permit, 4042 Central Avenue.

A request was received from Mr. George Comisky for a special use permit to
operate a used car lot at 4042 Central Avenue.
Motion by Land, seconded by Connor that this special use permit be granted,
based on the recommendation of the Planning Commission.
Floor Area Waiver and Side Yard Waiver for 1819 - 43rd Avenue.
This is an odd-shaped corner parcel. The owners Mr. and Mrs. Robert 6onnar-
berg were present and had requested permission to place a Wausau home on this
lot which will be a small type, three bedroom Rambler with an attached garage.
The Planning Commission recommended that the 14% floor area variance be grant-
ed and 2.65 ft. side yard waiver to allow for development for this building
site.
Motion by Heintz, seconded by Connor that the request be granted based on the
recommendation of the Planning Commission. Roll Call - All Ayes.
Immaculate Conception Fall Festival Food and Beer Licenses.
A request was received from Father Michael Ince of I.C.C. for license to
sell food and beer at their fall festival, August 24,25, 26 and this includes
a waiver for any fees.
Motion by Land, seconded by Heintz to grant the request that the fee be waived.
Roll Call - All Ayes.
Request for Auctioneer License - 900 - 51st Avenue.
The Auctioneer license would be for an Auction on Labor Day, September 3.
The Police Chief has talked with Mr. Christian and this sale is for house-
hold goods and antiques belonging to A.R. Hanson at 900 51st Avenue. They
stated that parking would be available at the Pako Film Lot and St. Timothy's
Lutheran Church.
City Manager, Mr. Watson, recommended granting the license with the considera-
tion that they should supply in writing a statement that shows permission
~or off-street parking at St. Timothy's and Pako Photo Service and proper
signs be available for directing people to these parking locations.
City Attorney, Ron Kal ina, said this came up once before and suggested that
this be tabled until written assurances are received as to what kind of pro-
.¢edures would be fo,~lowed.
Motion by Heintz, seconded by Norberg that the request for the auctioneer's
license be tabled for additional information.
Request for Jaycees Full Time recycling center.
The Jaycees would like to establish a full-time recycl lng center in Colum-
bia Heights and employ some locally handicapped person to handle the operation.
Present was Brad Bird, president of the Jaycees, and Tim McDonald from the
Mel:ro I~ecycling Center. They have indicated they already have a person who
is willing to work in the recycling center. There would also be the understand-
ing that the recycling center would be manned by a person from the main unit
in St. Paul at no cost to the City.

Tim McDonald, director of the Metropolitan Recycling Center in St.Paul, said
they have had two meetings with the City Inspector, Tim Yantos, and the Jay-
cees. He also said the recycling center is non-profit, and licensed by the
federal government to operate and facilitate the mentally retarded and phy-
sically handicapped in the state.
Mr. Brad Bird said they proposed that they be allowed to use a section of the
City land in the 700 block of 37th Avenue, west of the ~acant lot as opposed
to the corner. They also suggested that the City possibly accept some respon-
sibility and have some type of a structure be palced there so an individual
could be there on a day to day basis. Containers would be placed on the side
and the Metro I~ecycling Center would pick them up from time to time.
Mayor Nawrocki didn't know if the property was the proper place for this
recycling center. Councilman Land and Norberg were all for it if something
could be worked out. It was suggested the first thing to do is find a suit-
able location and then talk about what can be done. Public Works Director
Gustafson said he would work ~vith the men to find some alternative site and
report back at the next regular meeting.
Complaint on 3rd Street Storm Sewer Contract.
Mr-~. Zickerman, 3800 3rd Street, was present and complained about the storm
sewer construction in her neighborhood. She was very upset with the construc-
tion work on her yard in particular, she said trucks are being driven across
her ¢/arci and tearing up her lawn. Public Works Director, Gustafson, said this
matter was being investigated.
No action was taken.

Report on Zayre-Shoppers City.
The City Manager reported a letter was received from Mel Roth, president of
Zayre-Shoppers City, setting up a meeting at 6:00 p.m. August 20, by" the
south side of the store. The have agreed to move the vat, repaint it and
clean it up, and they are r doing~' additional policing of the delivery
trucks, and they have someone who picks up the papers in the lot.
Resignation from the Library Board.
A letter of resignation was received from William Grandjean, from the Library
Board, because he has moved out of the city. Two applications for considera-
tion on the Board are Jerry LeFaber and Bill Carlson. Monday evening, August
20, interviews will be set up.
Purchase-of IBM Selectric II.
The Public Works Department requested authorization to purchase an IBM Selec-
tric II typewriter in the amount of $621.00. The net cost will be less th~n
$500.00 after the old Adler typewriter, which is in the Public Works Office,
would be traded in.
Motion by Heintz, seconded by Land to authorize the purchase of the IBM Selec-
tric II Typewriter for the Public Works Department. Roll CAll- All Ayes.

Resolution //73 - 56 Budget Transfers.
Offered by Heintz, seconded by Norberg to authorize the budget transfer.
Roll Call - All Ayes. Adopted.
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights
that the City Treasurer be, and he is herby authorized a directed to make
the following transfer from Park Improvement Fund 4751.54A to the Building
Construction Fund 4751.543, and there are moneys in said fund to make such
transfer.
Passed this 13th day of August.
Clarification of Licenses.
Councilman Norberg asked for clarification on licenses such as the one grant-
ed to Immaculate Conception this evening. He wanted to know whether or not
Crest-View needs a license for their Ice Cream Social. It was ruled that since
Immaculate Conception's is a three day affair involving a lot of people and
food, a lieense is required, whereas Crest-View's is just a one day affair.
42nd Avenue - Traffic Situation.
Councilman Norberg brought up the traffic situation on 42nd Avenue, he
wants the Traffic Commission to review 42nd Avenue because of the recent
traffic statistics on this Avenue.
Request for School Board to Set up Committee on Recreation Department.
Mayor Nawrocki reported a request from the school board to set up another
committee to work out some type of agreement for the operation of the
Recreation Commission by the City and School Board. Representatives from the
school committee are Bill Marshall, Dave Larson, and Howard Jenson.
Motion by Heintz, seconded by Land that the Council appoint Mayor Nawrocki,
City Manager ~/atson and Councilman Heintz to meet with the School Board on
this. Roll Call - All Ayes.
Public Works Director Reports.
Public Works Director, Earl Gustafson reported they have completed the first
stage of the water~.inspection and they have invested $330 in it so far.

They wil] begin seal coating the Hilltop area on August 14, if weather permits,
using an exchange of equipment with St. Anthony Village.
The 4Oth Avenue Project is underway and the tree planting program is in pro-
g~ss. -
On August 14 they will be meeting with the Highway Department on the ur-
banization on 51st and Central Avenue.

A report was presented, and they urge us to consider the project as soon
as possible as they are considering tree inspection for the second time
this year in the later part of the month. He said Dutch Elm D!:sease is
up 60% from last year and a second inspection should be done by the 1st
of September.
They recently dredged the ditch at Huset Park and they will have to put
in ~bout 60 more feet of pipe ~hi, ch cost about $1,O00.00, for the pipe
and manhole.
Motion by Norberg to authorize the expenditure of up to $1,O00 for the
purpose of storm sewer drainage in the area of the ditch along the rail-
road tracks. Seconded by Heintz. Roll Call - All Ayes.
