The meeting was called to order at 8:20 p.m. Roll Call:

Minutes of Last Regular & Special Meetings.
Minutes of regular and special meetings held on June 18, June 25,
July 2, and July 9 were presented for approval at this time. The
following corrections and additions were noted:
June 18, 1973. Appointments to Boards and Commissions, on page 141.
Motion on Human Rights Commission appointments should have read:
Motion by Heintz, seconded by Connor that Lee Graczyk, Archie
Anderson, and Joan Pilaczynski be appointed to the Human Rights
Commission for three year terms. Discussion on motion...Motion by
Norberg, that Archie Anderson be considered separately. Motion
died for lack of a second. Roll Call on origiml motion:

Correction should read the meeting to discuss the audit report

page 160. A spel~ling error was noted - the word "poisonousTM
July 9, 1973. Resolution #73-53 - Certain Salary Adjustments,
page 163. Addition should be made ~at the salary adjustments
came with the recommendation of the City Manager.
Motion by Norberg, seconded by Heintz that the minutes of the
last regular and special meetings be approved as corrected and

Motion by Norberg, seconded by Heintz that the bids be turned
over to the City Manager and the Park Board for tabulation,
and report back at the next regular Counci ] meeting.

Consideration of Bids on Sale of 3801 California Street N.E.
The City Manager reported bids were received on the sale of
the unfinished building and ]and at 380] ~] ifornia Street on
Thursday, July ]7th at 2:00 p.m. A bid tabulation showing
the results of that bid opening was presented to the Counci i .
The two most favorable bids received were from
Eagle Tool, Inc. in the amount of $3~800, and from
Gustavson Grinding in the amount of S]O0 over highest bid,
not to exceed $40,250. These bids were in ]ine with
appraisals on the site.
The City Manager and Public Works Director reported they
visited both estab]ishments and both are fairly quiet operations.
In particular, Eagle Tool was a very clean operation and are in
obvious need for more space. It was their recommendation
the bid be awarded to Eagle Tool based on the closeness of the
two bids.
Councilman Norberg suggested the City get some
reaction from the residents in the neighooriaood of 380] Cal ifornia
since they have shown much interest in the area in the past.
He would also 1 ike to see a firm proposal as far as screening
for the adjacent area and some protection against future use
other than what is being considered at this time, to prevent
something from coming in that would be less desirable.
Motion by Norberg, seconded by Connor to table the matter until

Bids on Black Dirt & Sod.
Bids were received on black dirt and sod for the Park D e~rtment on
Thursday, July 19th at 2:00 p.m. Only one bidder came in on this,
although invitations to bid were sent to 14 suppliers. The only
bid was from W. & G. Rehbein Bros., Inc in the amount of $2.30/cu.yd.
for black dirt and $0.248/sq.yd. on sod, for a total bid of
$20,180.00. The Park Superintendent and City Manager recommended
the award be made to Rehbein. These bids were a little bit
lower than bids on black dirt and sod from the year before.
Motion by Land, seconded by Heintz that the bid be awarded to
W. & G. Rehbein Bros., Inc., that the Mayor and City Manager be
authorized to enter into a contract for same. Roll Call - All Ayes.
Bids on Pick-up Truck for Sewer and Water Department.
Bids were received on a pick-up truck for the Sewer and Water
Department on Thursday, July 19th at 2:00 p.m. Three bids were
received at that time. A copy of the bid tabulation was presented.
Public Works Director Gustafson noted three options were offered
on the specifications, one on a V--8 design engine, one on a'utility
box, and one for the furnishing of a 2-way mobile radio.
He said based on the bids received, it would be his recommendation
to accept the bid of GMC Truck Center on a GMC truck in the
amount of $3,145.00, deleting option #1 and option #3, and
accepting option #2, the utility box, for a total bid price of
$4,045.00.
A lengthy discussion was held on option #2, the utility box.
Questions were raised by Ken Hentges on several items.
Motion by Norberg, seconded by Heintz that the bid on a
pick-up truck be awarded to GMC in the amount of $3,145.00, and
that action on the utility box be deferred until the next regular
meeting for more information. Roll Call - All Ayes.
Councilman Norberg said he appreciated specifications such as the
one for this truck which allowed for more manufacturers to come
in and bid on the equipment.
Bids on Miscellaneous Concrete Work.
Clayton Berg from the City Engineering Department reported informal
bids were received on miscellaneous concrete work in the City
including some curb replacement, sidewalk replacement, and
driveway work. The low bidder on this work was Dunkley Surfacing.
He felt the work should not exceed $3,000 and asked for authorization
to enter into a contract with Dunkley to complete this miscellaneous
work.

Motion by Norberg, seconded by Heintz to accept the bid from
Dunkley Surfacing in an amount not to exceed $3,500, that the
Mayor and City Manager be authorized to enter into a contract for
same. Roll Call - All Ayes.
Joint Dispatching Service.
A lengthy discussion was held on a proposal from the Anoka
County Joint Law Enforcement Council to go into joint dispatching
service for oo] ice and fire departments in Anoka County.
Harry Hi ]]egas, Anoka County Communications Director, Pol ice Chief
Merle G]ader, and Fire Chief Fran Bassett, were all oresent
for the discussion.
It was suggested the City go into joint dispatching with the
County using the new telephone number of 472-1212 for Police,
and based on concerns expressed by the Fire Department, retain
the old number of 788-1611 for fire and first aid emergency.
Mr. Hi] ]egas said the original concept of the plan was to use
one number for everything. The advantages of the county
dispatching are uniformity, saving money on equipment, steadiness
of the system.
Counci 1man Norberg expressed many concerns on the proposal as
far as the effects on response time, the justification for
introducing a newnumber, the alarm system, and the cost of the
service. He does not want to commit the City to anything until
the problems are solved. He wants a breakdown of the costs and a plan
or guideline on how the dispatching would be implemented.
Several of the other Councilman felt somewhat the same as
Mr. Noberg on the matter. It was noted a committee of fire
chiefs would be formed in the near future to set up the guide] ines
for fire dispatching.
No action was t~n at this time.
Ordinance #810 - Sale of Old City Garage Site at 3901 Jefferson Street.
A second reading was held on Ordinance #180 - sale of Lots 9 to
16 inclusive (Ex. East 25 feet of Lot 9), (Except Easement on
Lot 16 to Minneapolis-St. Paul and Sault Ste. Marie Railway)
Block l, 2nd Subdivision of Block F, Columbia Heights Annex,
390] Jefferson Street, to Kenneth E. Hentges, Nancy M. Hentges,
Daro J. Smith, and Rita Smith, dba Columbia Metal Fabrication, Inc.,
in the amount of $50,000. Included with this sale is the
stipulation that the old existin9 quon~et-tyoe structure be removed
by January ], 1974.

Resolution #73-54 - State Aid Plan Approval.
This resolution is a correction on a state aid project
number. The original resolution was adopted by the Council
on May 29, 1973.
WHEREAS, plans for State Aid Project #113-112-03 (40th Avenue
Reservoir to Hayes Street N.E.) showing proposed alignment,
profiles, grades and cross-sections, together with specifications
and special provisions for the construction of state aid streets
within the limits of the City of Columbia Heights as a State
Aid Project have been prepared and presented to the City.
NOW, THEREFORE, IT IS RESOLVED that said plans, specifications
and special provisions be in all things approved.

Resolution #73-55 - State Aid Plan Approval.
This resolution is also a correction on a state aid project

NOW, THEREFORE, IT IS RESOLVED that said plans, specifications
and special provisions be in all things approved.

The meeting reconvened at 11:29 p.m.
Recreation Commission Slow-Pitch Tournament.
A request was received from the Recreation Director to barricade
Jefferson Street from 40th Avenue to the Railroad tracks north of
39th Avenue for a women's slowIpitch softball tournament to be
held July 27, 28 and 29th. The barricades will be up from
6:00 p.m. to 10:00 p.m., Friday, July 27th, from 8:30 a.m. to
lO:O0 p.m. Saturday and Sunday, July 28th and 29th. They will be
removed to allow emergency vehicles to get through if necessary.
Motion by Heintz, seconded by Connor to grant the request.

Fresh Fruit and Vegetable Vendors License.
A request was received from Matt Gavin, 1331 42½ Avenue N.E. for
a license to operate a fresh fruit and vegetable business.
Mr. Gavin was not present at the meeting. Motion by Land,
seconded by Norberg that the request be tabled until the ne~
regular meeting for more information. Roi1 Call All Ayes.
Purchase of Collator.
A request was received from the City Manager to purchase a
col ]ator for the City Administration Offices. Motion by Norberg,
seconded by Heintz to authorize the City Manager to spend up to
$900 for the purchase. Roi] Cal 1 All Ayes.
Report on Zayres Shoppers City.
The City Manager reported a review was made on al ] old
correspondence and records relating to the Zayres Shoppers City
operation, in particular the matter of deliveries on the south
end of the store, and surfacing ~d Avenue N.E. It was suggested
a meeting be scheduled between the City staff members, the
residents in the area, and representatives from Zayres Shoppers City
to discuss the items of concern.
Report on Preliminary '~Vork on LaBel le Park.
Public Works Director Gustafson re~orted on the preliminary work
to be done on LaBe]le Park as far as land surveys, test ho]es,
and a complete soil analysis prior to the actual bid letting.
Personnel Po1 icy - Administrative Code.
A proposed personnel policy - administrative code
was presented to the Council at this time for their review.
The Council members were asked to review it and make any
comments or suggestions they desire. No action was taken.
Water Storage Tank Inspection.
Public Works Director gustafson reported specifications were
put together on the inspection of the City water tower. Informal
quotations were received from several companies on the inspection
work. He asked for authorization to accept the best bid of
Truck Crane Service and Magniflux to do the inspection work.
Motion by Norberg, seconded by Heintz that the City Manager be
authorized to expend up to $3,500 for inspection of the water
storage tank. Roll Call - All Ayes.

Change Order on Dunkley Surfacing Company Contract.
The City Manager reported on a change order on the Dunkley Contract
to include with relocation of Lookout Place for Minneapolis
Electric Steel Castings, the paving work at the VFW Club, in the
amount of $400, to be paid for by the VFW Club as noted in a
Memorandum of Understanding.
Licenses.
Motion by Norberg, seconded by Heintz that the licenses as listed
be approved upon payment of proper fees. Roll Call - All Ayes.
Tabor-Bushnell Property.
Kenneth Hentges expressed concern over the Tabor-Bushnell property
on 39th Avenue N.E. He felt there should be some type of screening
for the residential property in the area. The matter will be
checked.
Master Plan for Prestomen Park.
Motion by Heintz, seconded by Land that the Mayor and City Manager
be authorized to enter into a contract with Brauer and Associates
to perform Master Plan Services for Prestomen Park development
in the amount of $2,300, subject to concurrance by the Park Board.

Audit of Genuine Parts Bills.
Councilman Norberg noted every month there are very large bills
from Genuine Parts C c,pany. He asked that an audit be done on
this account to verify what the purchases are for and what
equipment parts go into. It was suggested he meet with the
Public Works Director in the Municipal Services Building to go
over the account.
