The meeting was called to order at 8:16 p.m. Roll Call:

Minutes of Past Meetings.
Minutes of Council meetings held on May 30th (Board of Review),
June llth, and June 18, 1973 were presented to the Council for
approval at this time. Motion by Heintz, seconded by
Norberg that the minutes be approved as presented in writing
and the reading be dispensed with, except for June 18th minutes
which will be withheld from action and the record checked
for a possible correction on a motion made at that meeting.

Ordinance //809 - Vacating Parts of California Street and 39th Avenue
for Cir-Tech.
City Attorney Kalina suggested the second reading of this
ordinance be held up pending notification from Cir-Tech's attorney
on the closing of the sale of the Cir-Tech property at
3905 California Street. No action was taken.
Ordinance //768 - Vacating Streets and Alleys west of California
Street for Burlington-Northern Railroad.
A second reading was held on Ordinance //768., vacating streets
and alleys west of Cal~ornia Street as follows:
The North 40 feet of 37th Avenue N.E. from the center line
of California Street; thence Westerly to the corporate
boundary of the City of Columbia Heights.

38th Avenue N.E. from the Westerly line of California Street;
thence Westerly to the corporate boundary of the City of
Columbia Heights.

Ordinance #810 - Sale of Old City Garage Site, 3901 Jefferson Stree'e.
The City Attorney suggested that this ordinance be taBed
so it can be cleared up as to what items go with the building
and can be made a Dart of the purchase .agreement.
Modon by Norberg, seconded by Heintz to table consideration
of Ordinance #810 to the next regular ~eeting. Roll Call -

Resolution #73-5~ - Setting 1973 Salaries for Liquor Store Employees.
Offered by Land, seconded by Norberg.
BE IT HEREBY RESOLVED by tlne City Council of tlne City of
Columbia Heights, that the following changes in salaries as
negotiated be effective retroactive to January I , ]973 for
the Municipal Liquor Stores.
Liquor Store Manager to receive $12,500 plus hospitalization.
Assistant Store Manager to receive S12,270 plus hospitalization.
Regular Bartenders to receive $4.33 oer hour olus hosoital ization.
Part-time Bartenders to receive $4.20 per hour. New
experienced Bartenders to be paid 25¢ get hour under scale
for a 30 day probationary period. Bartender Trainees to
receive 25¢ per hour under scale For a six month
probationary period.

Regular Waitresses to receive $2.89 per hour plus
hospitalization, with a $50 per year uniform allowance.
Part-time Waitresses to recei've $2.70 per hour.

All three (3) regular Off-sale Clerks to receive $3.59 per
hour, plus hospitalization. Senior Part-time Clerk
(Store #3) to receive $3.53 per hour. Senior Part-time
Clerk (Store #2) to receive $3.45 per hour. Part-time
Off-sale Clerks to receive $3.35 per hour. Off-sale
Clerk Trainees to receive 10C per hour under scale for a
three month probationary period.
Regular Janitor to receive $8,060 per year plus hospitalization.
Part-time Janitors to receive $3.12 per hour. Glass
Washers to receive $2.85 per hour. Part-time Custodians
to recei've $2.58 per hour.
All other fringe benefits as set forth to remain in
effect for 1973.
BE IT FURTHER RESOLVED that the foregoing changes be effective
in accordance with the schedule as listed herein for the
calendar year 1973.

Side Yard Waiver and Rear Yard Waiver, 4950 - 5th Street.
A request was received from Gary Heltemes for a side yard waiver
and a rear yard waiver to place a garage on his 40' lot at
4950 - 5th Street. Written permission from the neighbors
was received, and the Planning Commission voted to recommend
granting these waivers.
Motion by Heintz, seconded by Norberg to grant the request.
Roll Call - All Ayes.
S..pecial Use Permit for Land Surveying Office at 730 - 40th Avenue N.E.
A request was received from James Kurth, land surveyor, for
a special use permit to allow use of office space at 730 - 40th Ave.,
for a land surveying office. A petition, signed by the
neighbcrs, was submitted indicating no objections to this
operation.
Motion by Norberg, seconded by Connor ~o grant the special use
permit. Roll Call - All Ayes.
Lot Area and Front Yard Variances, 3876 Polk Street.
A request was received from Ray Sandford for lot area and
front yard variances to build a new house on the site of an
old store building at 3876 Polk Street N.E.
City Planner Otterson explained this matter was discussed at
some length by the Planning Commission who ultimately
voted to recommend two variances be granted, (1) a 20% variance
Lo al low construction of a hou~ and garage on 5146 square feel
instead of 6500 square feet, and (2) a 20~ front yard variance to allow
the house to be 20~ from the front lot line instead of 25~
Motion by Heintz, seconded by Land to grant the variances,
as discussed and recommended by the Planning Commission.

Side Yard Waiver, 4930 ~ashington.
A request was received from Donald Houland for a side yard waiver
to build a garage at 4930 Washington Street. This matter was
discussed by the Planning Commission and was recommended
unanimously. Motion by Heintz, seconded by Conner to grant the

A lot subdivision request was received from Mike Reichenberger,

A lot subdivision request was received from Robert C. Rylander
and Lero¥ Smith to divide Lot 42, Block l, Reservoir Hills (Subj.
to rd. and Util. ease. over S. 10' of N. 30') into:
North 141' of Lot 42 (Sub. to rd. and Uti'.. case. over S. 10' of
N. 30'), Block l, Reservoir Hills.

Motion by Heintz, seconded by Land to grant the lot subdivision
request, and that the outstanding special assessments in the

Report on City Off~ce Remodeling.
The City Manager reported on the status of the City office
remodeling proposal. He presented cost estimates for
the work involved including the ventillation system,
air conditioning, lighting fixtures, electrical work,
work in the Council Chambers, carpeting, etc., and suggested
the entire work ~ completed in three phases. Motion by Heintz,
seconded by Land that the City Manager be authorized to enter
into agreements for remodeling of the City Offices.

Report on Shoppers City.
The City Manager mported on spot checks made by the Police
Department in the vicinity of Shoppers City after complaints
and a petition were received on the truck traffic in the area.
He also reported a letter was received from Shoppers City
President Mel Roth outlining some of the concerns.
It was suggested an informal meeting be set up between the
citizens, representatives from Shoppers City, the City Council
and staff members to discuss the concerns noted. It was
also §uggested staff members listen back on the records of
meetings held when the permits and certificate of occupancy
were issued to Shoppers City a few years ago to see what ~rbal
commitments may have been made.
Appraisal School.
A request was received for authorization for Mrs. Mildred Carlson,
Deputy Assessor, to attend a course on commercial and
industrial appraisal sponsored by the State Board of Assessors.
This would be on a scholarship basis, and after completing
the course, Mrs. Carlson would become certified as an
Assessor. Motion by Heintz, seconded by Norberg to grant
the request. Roll Call - All Ayes.
Quotations on Trees and Shrubs for Park Department.
The City Manager reported to the Council on informal
quotations received from three suppliers on trees and shrubs
for the city Park Department. He requested authorization
to purchase trees and shrubs as needed on the basis of these
bids. The quotations were from Bailey Nurseries, Inc., of
Newport; Plaza Lawn Materials of St. Paul; and Green Giant
Home and Garden Center.
Motion by Norberg, seconded by Heintz to authorize purchase
of trees and shrubs as needed, at the lowest price available.

Councilman Norberg asked that staff members check into
the planting of Dogwood trees as they may be

VF~,,/ Street Dance.
Mr. & Mrs. Carl Sorensen were present requesting a permit to
hold a VFW sponsored street dance July 21, at 2:00 p.m. on the
parking lot of the VF!V on 5th Street. The street dance would be
a benefit for a kidney transplant operation performed on
17-year old Renee Hunczak to help defray expenses from the
operations. It is intended to sell beer and this would
be an e x~nsion of the VFW beer 1 icense. Mr. Sorensen said
he would be responsible for putting up and taking down barricades.
Motion by Heintz, seconded by Norberg that the request
be granted, that if there is an overflow crowd,
that 5th Street also be used for the street dance.

Transfer of Beer License.
Arnold H. Miller, 1441 - 46th Avenue N.E. was present requesting
his taverq I icense for 40]0 Central be transferred to his wife.
He said he now has other interests and cannot hold two licenses.
A letter was received from the Pol ice Chief indicating
management has peen satisfactory at the estab]ishment.
Motion by Heintz, seconded by Land that the request be granted
to transfer the 1 icense to Dorene A. Mi 1 ier, and that the
fee also be transferred. Roll Call - All Aves.
Traffic Problems on 44th Avenue, East of Central.
Mr. Joe Antonozzi, 1311 - 44th Avenue was present and discussed
with the Council traffic problems on 44th Avenue, east of Central
in front of his home. He said he and his neighbors have
discussed the oossibility of getting a stop sign put in along
44th to slow down the speed of traffic. The matter was
referred to the Traffic Commission for d~cussion at their
regular meeting, August 6th, and in the meantime,
the City Manager will ask the Police to run new radar checks
on the street, in particular between the hours of 8:00 p.m. and
lO:O0 p.m.
Bids on Relocation of Stop Boxes.
It was reported informal bids were received on relocation of
Stop boxes to accomodate state aid construction on 3rd Street
from 37th to 38th, and 38th Avenue from Main to 3rdStreet.
Based on the informal bids, it was recommended that
the low bidder, Olson Plumbing, be authorized to proceed
with the work at a cost of $80.00 each. Motion by Heintz,
seconded by Connor to accept the bid of Olson Plumbing.

Bids on Concrete Repair Work.
It was reported the Public Works Department anticipates approximately
$3,000 + of concrete work this summer including curb
replacement, repair around hydrants, driveways, etc. They
asked for authorization to secure informal quotations on this
miscellaneous concrete work. Motion by Heintz, seconded by
Norberg to authorize the Public Works Director to secure
informal quotations on the above concrete work. Roll Call -

Lot Subdivision Request, 4110 Polk Street.
A lot subdivision request was received from Vivian Ratliff,
4110 PoTk Street N.E. to divide W. 73' of Lot 47 (Ex. S. 135')
and all of Lot 48, ly.W. of E. 74' front and rear, and all of
Lot 47 ly. E. of W.73' front and rear, thereof, (Ex.S. 135')
(Subj. to rd. & Util. ease.) Block 1, Reservoir Hills into:
W. 73' of Lot 47 (Ex.S. 135'), (Subj.to rd. & Util. ease.

Motion by Heintz, seconded by Land that the lot subdi, vision
request be granted, that the outstanding special assessments in
the amount of $3,345.97 be divided. Roll Call -All Ayes.
Councilman Norberg asked that the Council consider adopting
a policy on lot subdivision requeststhat would require
they go before the Planning & Zoning Commission before coming
to the Council. No action was taken.
Recess was called at 10:25 p.m.
The meeting reconvened at 10:50 p.m.
Mileage Allotment Policy.
Councilman Norberg brought up the policy on mileage allotment
paid to cover car expenses on City business. He felt the
10¢ per mile within the 7-county metro area, and the 7½¢ for
out-state trips was unrealistic and should be reviewed to
reflect increased gasoline prices.
This matter will be checked by the staff and a report submitted
back to the Council.

Sod ~ork at Library, and Pump House.
The Public Works Director reported problems on clean-up work
at the Library on the basement entrance construction done
by Krueger Construction Company. He said $200 is being withheld
from the contract for landscaping and wall cleaning.
He asked for Council authorization to enter into a con~act
with ~nn Paul Sod Company to sod the area.
He said sodding work is also necessary at Pump House #2 and
recommended Don Paul Sod Company finish that area.
Motion by Norberg, seconded by Heintz that the Public Works
Director be authorized to exaend necessary funds for the
above sodding work. Rol] Call A11 Ayes.
Water Tower Inspection.
Motion by ttorberg, seconded by Heintz that the City Manager be
autl~rized to secure informal bids on inspection work at the
City water tower. Roll Call - All Ayes.
Resolution #73-53 - Salary Adjustments.
Offered by Norberg, seconded by Land.
BE IT HEREBY RESOLVED by the City Council of the City of
Col~bia Heights that in accordance with the recommendations
from the Public Works Direct'or~ t~h~ ~ol lowing adjustments in
salary be made beginning July l, 1973:
Draftsman (H.B. Kerr) SS.OO per hour
Meter Reader (Douglas Bolles) 3.75 per hour
Health-Safety Inspector (Tim Yantos) $9,500 ~er year

Safety Program.
A discussion was held on the proposed safety orogram and the
manual setting up the program. The City Attorney was asked
to review the matter, ~n oarticular, the wording as far as
responsibility on the part of the City. It was also suggested
the state law on this item be reviewed. No action was taken.
Licenses.
Motion by Heintz, seconded by Connor that the licenses as 1 isted
be granted upon payment of proper fees. Roll Call - All Ayes.

4Oth Avenue Paving Project.
Ken Hentges asked when the construction work on 40th Avenue from
Reservoir to Hayes would beg~n. The Public Works Director
informed Mr. Hentges and the Council that the Contractor,
Dunkley Surfacing, would be starting the work as soon as the
contracts were signed.
Motion by Heintz, seconded by Connor to adjourn at 11:30 p.m.
