Special Meeting
July 2, 1973
The meeting was called to order at 6:45 p.m. Roll Call:
Norb~rg, Heintz, Connor, Nawrocki - A11 Present.

Mayor Nawrocki reported the purpose of this special meeting was
consideration of awarding bids on Projects #7300 and #7302, and
discussions with the Public Works Director on several matters.
Bid on Project #7300.
The City Manager reported bids were received and opened on
Thursday, June 28, 1973 at 3:00 p.m. on street work including
paving, curb and gutter on 4Oth Avenue from Reservoir to Hayes,
and 4th Street N.E. from 44th to 45th Avenue N.E. Three contractors
bid on this work with the low bidder being Dunkley Su~acing, Inc.
in the amount of $99,818.70. He reported the bid from Dunkley
was a very good bid and it appeared the costs would fall within
the estimates given at the public hearings. A bid tabulation
was made a part of the record.
Motion by Norberg, seconded by Heintz that the bid of
Dunkley Surfacing Company, Inc. in the amount of $99,818.70,
for Project #7300, be accepted and that the Mayor and City
Manager be authorized to enter into a contract for same.
Roll Call - All Ayes.
Bid on Project #7302.
The City Manager reported bids were also receiwd on Thursday,
June 28, 1973 at 2:00 p.m., on Project #7302, which
includes storm sewer work on 38th Avenue and 3rd Street N.E.
The low bidder on this work was Erwin Montgomery Construction
Company in the amount of $44,086.60. A tabulation of this
bid was also made a part of the record.
It was noted the cost on this work was within the estimates
given at the time of the hearings.
Motion by Norberg, seconded by Heintz that the bid of
Erwin Montgomery Construction Company in the amount of $44,086.60
for Project #7302, be accepted, and that the Mayor and City Manager
be authorized to enter into a contract for same. Roll Call -
All Ayes.
It was reported two resolutions were listed for Council action on the
agenda regarding state approval on the state aid sections of the
two above projects. Public Works Director Gustafson reported after
checking with the State Aid Engineer for the State of Minnesota, it
was found these resolutions were unnecessary. Therefore, no action
was taken on them.

Report on Sea] Coat Work.
Public Works Director Gustafson reported on the status of the
seal coat job. He said it was proposed to go with Allied Blacktop
on an equioment rental basis. He said there was a question on the
matter of a ouarantee on the work and it was a difficult matter
to resolve. He said the salvage material from last year was found
to be contaminated and not useable, so a direct haul will be made
from Barton Contracting pit, and therefore, the cost may run
possibly as high as $20,000. He said it was hoped to get the
work done within a reasonable number of days.
Salary Considerations.
Public ~orks Director Gustafson reported he would be submitting
a request for salary considerations on two employees in the
Public Works Department. One was for H.B. Kerr in the Engineering
Department and theother for Douglas Bolles of the Water Department.
Both these men have done an excellent job ~r the City and it
would be Mr. Gustafson's recommendation to raise Mr. Kerr to
the light equipment operator scale, and Mr. Bolles to a oay scale
in line with the work he is doing for the ~Vater Department
over and above Meter Reading for which he was hired. This matter
will be voted on at the next regular Council meeting.
City Office Remodeling.
The City Manager reported on the progress in getting bids on
city office remodel lng. He said he would be prepared to take bids
on air conditioning and the ventill~ting system within a few
weeks. This matter will be discussed again at the next regular
Council meeting,
Motion by Norberg, seconded by Heintz to adjourn at 7:35 p.m.
