Special Meeting
June 18, 1973
The meeting was called to order at 8:30 p.m.
Heintz, Connor, Nawrocki - All Present.
Roll Call: Land,
Norberg,
Motion by Norberg, seconded by Land that Mrs. Temple Nygaard be
appointed Secretary Pro Tem for this meeting. Roll Call - All Ayes.
Appointments to Boards and Commissions.
Motion by Norberg that James Lattery be appointed to the Planning
& Zoning Commission. Motion died for lack of a second.
,4otion by Heintz, seconded by Land that Bernard Szymczak be
appointed to the Planning & Zoning Commission for a full term.
Roll Call - All Ayes.
Motion by Heintz, seconded by Connor that Lee Graczyk, Archie Anderson
and Joan Pilaczynski be appointed to the Human Rights Commission
for three year terms. Roll Call-Connor, Heintz, Land, Nawrocki, Ayes.
Norberg--Nay - .~7~¢~ ~:~
Meyor Nawrocki has appointed Don Kroll to the Police and Fire
Civil Service Commission to fulfill the unexpired term of
Rawland Connor who has resigned. Motion by Land, seconded by
Heintz to concur with the Mayor's appointment. Roll Call -
All Ayes.
Motion by Norberg, seconded by Heintz that Harry Dedering be
appointed to the Library Board for a full term. Roll Call -
All Ayes.
Inasmuch as another Library Board member, William Grandjean, has
moved out of CoiLrnbia Heights, the City Manager was directed to
contact him and remind him that his resignation from the Board
is in order.
Dispatching Service.
A lengthy discussion was held with Mr. Harry Hillegas from
Anoka County regarding the county dispatching service. Staff
members from the City were present and expressed concern over
the system as it related to fire dispatching and public works.
Discussions were held on how the burglar and f re alarms would
be handled. No action was taken.

Fourth of July Proclamation.
Mayor Nawrocki read the following Proclamation:
This Fourth of July will mark the 197th anniversary of the founding
of the United States of America. As we mark this first peace-time
Independence Day in more than a decade we reflect on our
inherent freedoms and liberties.
We are aware that while many of the problems still confrontino
America may appear to be monumental, they are problems that
are surmountable through the exercise of the American soirit
and will.
Communities throughout the nation are declaring this Independence
Day, July 4th, as a day to ~lklonor AmericaI' so that all freedom
loving Americans might demonstrate a re-affirmation of their
patriotism and low and respect for America and Americans
everywhere.
Therefore, by virtue of the powers vested in this office, I,
Bruce G. Nawrocki, Mayor of the City of Columbia Heights, do hereby
proclaim tVednesday, July 4, 1973, as a day to 'lHonor America"
and call upon all citizens, organizations, and labor and
management, churches, schools and lay groups to recognize this
special day through appropriate orograms.
Recreation Commission Request Fireworks.
Mayor Nawrocki mentioned that the Recreation Commission would like
to be allowed to purchase fireworks for a display, however,
no definite amount of money was requested. This will be
discussed at the next regular meeting.
Motion by Heintz, seconded by Connor to adjourn at 9:45 p.m.
