The meeting was called to order at 8:01 p.m. Roll Call: Land,
Norberg, Heintz, Connor, Nawrocki - All present.
Motion by Norberg, seconded by Heintz to name Betty Helmbrecht
Secretary Pro Tem for this meeting. Roll Call - All Ayes.
Introduction of County Assessor Lester Schwartz and his staff member,
Gayle Leon. Mr. John Larson, City Assessor introduced City staff
members present Mildred Carlson, Deputy Assessor, Betty Helmbrecht,
Assessments Cle~ and Mr. Arden Hovland, Building Inspector-Appraiser.
Mayor Nawrocki stated that the purpose of the meeting was to hear
questions, concerns or criticisms of the assessment made on
properties in this community as of February 1, 1973. People have
signed a list and their names were taken in order.
Mr. Schwartz made a few comments about evaluation. A new law
passed limitlng the assessor to a 5% maximum increase in the
assessment. If your property has increased more than 5% you will be
receiving a new notice of the reduced value so that the evaluation will
not exceed the 5% limitation over 'the 1972evaluation. He stated
if you have added something new to your property, this can be added by
the Assessor.
Mayor Nawrocki then made a statement on how it does eliminate or
reduce chance of correction where gross inequities have been made in the
past as one property compared to another.
No more comments or questions so the Council took the first person
on the list:
Mr. Joe Sanders, representing Retail Property, Inc. (Zayre) at
4300 Central Avenue N.E. Plat 34408, Parcel 20. He said that
from 1972 to 1973, there has been a 9% increase. He feels it
should be reduced to the 1972 valuation based on computation
of capitalization of income. He was asked to present papers and
profit and loss statement for review by the County and City
Assessor.

Tom Sherohman, 4164 - 6th Street N.E. Plat 33365, Parcel 3334.
Mr. Sherohman felt evaluation of $25,100 was too high on his home
and also $4,000 on vacant lot of Plat 33365, Parcel 3347 was out
of line. Said he would be overjoyed to sell it at this, but he
said he realized he should have gone to the Assessor first, was
satisfied to have Assessor come to his home and look at the property
and discuss it. The final decision will be made to him at the
continuation of the meeting on June 11, 1973 at 7:00 p.m.

\Vas satisfied with this valuation but was interested if the rest of
the neighborhood was assessed at the same way. Curious as to
how they arrive at the 5~ figure and also asked when the last
time they were at his property. The property was looked at
September 14, 197l.
Mr. Raymond Haider, 2114 Forest Drive N.E. Plat 32685, Parcel 20.
Mr. Haider said his valuation is $2,400 greater than last year.
He said he could not getthis price as he has a bad water problem
in the basement. John Larson said there was a clerical error
and it should be S1,400 instead of $2,400. He said he
still wanted to have someone come down to see it, but was happy
to see $],000 down as that was in more accord with his neighbors.
It was last inspected June 30, ]972.
Mayor Nawrocki asked Mr. Schwartz if he takes water into
consideration and makes a reduction for this. Schwartz said yes
he did, and he said where they have cases where the water problem
is so bad they do not even value it as a basement but as a
crawl space, but in this instance he doubts that would be necessary
as he feels that it sounds like the grading of the land is causing the
problem and could be solved. Mr. Haider made an appointment
with Mr. Larson for Friday. Board will make change as far as
clerical error is concerned.
Julius Hendrickson, 3813 Quincy Street. Plat 33365, Parcel 6970.
Feels his property is valued too high at $18,000. Feels
$16,000 top price he could get for it. It was ~ought out
that the Assessor had not been in his home since 1967, so
Mr. Hendrickson will call Mr. Larson and set up an appointment
to see the house.
Mr. Eugene Schmiganowski, 565- 5]st Avenue N.E. Plat 32682,
Parcel 3540. His finished basement was not noticed for the
ten years it was finished, so that plus 5~ brought his valuation
up. He feels it is too high. It was decided to have him come
in to the Assessors office and check some come er able home sales.
Philip Turnquist, 1700 Fairway Drive. Plat 33729, Parcel 1600.
Wanted to know why his house was the top price in the neighborhood.
Feels his house is too high for neighborhood. The reasoning
was his house was overbuilt for the area and they had decreased
it sol~,e for this reason, but he does have all extras in it. That
was left as is.
Motion by Heintz, seconded by Norberg to reduce Mr, Haiders property
