Mayor Nawrocki read the following Proclamation: WHEREAS, the City of Columbi'a Heights recognizes the contributions made by the senior citizens ~n our community in our growth and development over the years, and p. lO1 WHEREAS, it seems altogether fittin9 and proper that a special day be set to honor these fine citizens and to schedule special activities for Thursday, May 24, ]973, including: An open house at our Housing and Redevelopment Authority office, 570 - 40th Avenue N.E., where a model of our new senior citizen housing high rise will be on display from 8:00 a.m. to 4:30 p.m. A League of ~omen Voters sponsored program at the Columbia Heights Library at 7:30 p,m. including refreshments and a presentation by our City Planner on the Housing Authority and the relationship of senior citizens to our community planning, with the senior citizens of our community to be invited as special guests. NOW, THEREFORE, I, Bruce 6. Nawrocki, Mayor of the City of Columbia Heights do hereby proclaim Thursday, May 24, 1973 as ~'Senior Citizen Awareness Day" and encourage the citizens of our community to participate in honorin9 our senior citizens and visit the H.R.A. office. Hearing on Mid-Alley Lighting. A hearing was held on mid-block alley lighting in the alley between Gould and 40th Avenue N.E. , west of and paral lel to Reservoir Boulevard, as petitioned for. The City Manager reported the installation would be similar to one recently instal led on Washington Street between 43rd and 44th, and the cost for such a 1 ighting system would be charged at 10¢ per assessable front foot for tlae properties along the alley. He said this would be an annual charge and would be continued until a decision !s made that the light be discontinued. Only one resident from the affected area was present. He said the light would help to cut down vandalism and urged the Council to approve this project. Motion by Heintz, seconded by Land that the Ci tv Manager be authorized to proceed with the project. Roll Call - All Ayes. Re-opened Hearing on Improvements on 2nd Street from 38th to 39th Avenue. The City Manager reported on April 4, 1973, a hearing was held on curb, gutter and surfacing for 2nd Street N.E. from 38th to 39th Avenue. At that hearing, the improvement work was approved by the Council and the City Manager was authorized to proceed with the work. Since that time, a aetition was received signed by a number of residents in the area in opposition to the project, and after reviewing the petition, the Council felt 2nd Street should be recon~;~dered. This is therefore the re-opened hearing. p. 102 The City Manager reported at the time of the public hearing, held April 4th, it was stated that the total cost of curb, gutter and surfacing on the streets would be appmKimately $13 per assessable front foot based on experience from last year when costs ran about $12.50 per front foot. On April 3Oth, the City opened bids on a similar project (Project #7301) and the contractor who bid this work, Dunkley Surfacing, bid the work at a lower cost than last year, and projecting those costs, it was figured the work would run just under $10 per front foot. Dunkley indicated he would be willing to add this section of construction to his present contract for Project #7301, provided it could be done while he is in town workin~ on the project he bid. Several residents from the area were present. A few senior citizens who live on the block, and who are living on fixed incomes, objected to the work, based on costs. Residents present who were in favor of the project said the City has to look ahead to improve the properties and the City. The streets need to be fixed badly and now there is a chance to get it done at a lower cost and the City should take advantage of it. No action was taken by the Council. City Attorney Kalina said unless a motion is made to change the original action of the Council, the previous resolution which approved the work would stand. Mayor Nawrocki said hearing no motion, he would assume the Council does not wish to change their actions and therefore no action would be taken and the hearing closed. Resolution #73-33 Authorizing Mid-Block Lightin~ Proj. ect. Offered by Heintz, seconded by Norberg. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the City Council of the City of Columbia Heights by Motion on the 23rd day of April, 1973 orderednotice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council meeting on the 14th day of May, 1973, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: That the location and extent of such improvement is as follows: Alley between Gould Avenue N.E. and 4Oth Avenue N.E., west of and parallel to Reservoir Boulevard. Mid-alley lighting. ~. ~03 That the materials to be used are as follows: Standard lighting equipment as supplied by Northern States Power Comoany. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited thereby, were properly notified of said hearings, and That the City Manager sha] 1 also 1 ist the names and owners of the several parcels so improved as nearly as can be ascertained. These improvements shall also be known as Project No. 677. Roll Call - All Ayes. Adopted. Resolution #73-32 Commendin~__C.e.rtain. Mu.nicipal.~ ~.ployees.. for IVork Do.ne on Behalf of the City of Columbia Heights. Offered by Land, seconded by Norberg. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that '~VHEREAS, during the past few years, we have in the course of our municipal operations constructed new facilities and worked on emergency ~rograms in which municioal employees were involved, and ~HEREAS, these individuals have given more of their time and abi] ities than could be reasonably expected under the circumstances, but due to their conscientious, dedication to their job, have seen fit to donate their time and effo~s resulting in better working conditions, more comolete faci ] i ties, and better service to our taxpayers. NOW, THEREFORE, this City Council in accordance with their stated objection in the past do hereby take these means of honoring all those individual municioal employees who have assisted our community in donating their time and effort on jobs including, but not limited to: 1 . Bui lding the pistol range in the Library basement, Installing proper lighting fixtures in the administration offices and the former engineering office. 3. Painting of the new Municipal Services Building. Assisting citizens in emergencies during off-duty hours. p. 104 o Displaying in general the type of dedication to our community which has been exemplory. On behalf of, and representing the citizens of Columbia Heights, the City Council hereby expresses their gratitude. Roll Call - All Ayes. Adopted. Councilman Norberg said if this resolution has any faults, it doesn't thank these employees enough, and it is not specific enough in terms of the names of the people involved. Resolution #73-34 - Correcting an Assessment. Offered by Heintz, seconded by Norberg. WHEREAS, the property known and described as Lots lO, Il, and 12, Block 37, Columbia Heights Annex to Minneapolis, also known as Plat #33365, Parcel #2545 was assessed $485.48 for Local Improvement No. 476, and $238.42 for Local Improvement No. 477, and WHEREAS, there was an error made in the computation of the footage of this property, BE IT HEREFORE RESOLVED by the City Council of the City of Columbia Heights, that the City Clerk be and he is hereby authori~zed and directed to reduce from Local Improvement No. 476 the amount of $21.20, and from Local Improvement No. 477 the amount of $16.80. Roll Call - All Ayes. Adopted. Lions Club Request for Bingo License. Representatives from the Columbia Heights Lions Club were present requesting a license for bingo games at the Jamboree, June 14, 15, and 16. They have received approval from the Activities Committee for this. Motion by Land, seconded by Heintz thatthe request be granted. Roi ] Cai I - Al ] Ayes. Ordinance #804 - Sale of Property to Thomas Ohlenkamp. Thomas Ohlenkamp, who proposes to purchase a 15' strip of land west of Central, south of 47th Avenue N.E., was present to discuss Ordinance #804, which would authorize the sale of property. Under section 2 of the ordinance, the City would sel] the property to him for $]50 which Mr. Ohienkamp feels is excessive. He requested the amount be changed to $]0. A lengthy discussion was held on the matter and the Mayor and one member of the Counci] were not in favor of changing the se] ]ing price. p. 106 Motion by Land, seconded by Heintz that the second reading of this ordinance be held at the next regular Council ~eting and the price be changed from $150 to $10.00. Roll Call: Land, Heintz, Connor - Ayes. Norberg, Nawrocki - Nay. Fire Department Rescue Vehicle. Deputy Fire Chief Homicke was present, representing Chief Bassett, regarding the rescue vehicle plan. A letter from Chief Bassett was reviewed. Apparently the rescue vehicle authorized a while back through the matching Ambulance Fund Assistance grant was not the type of equipment needed by the City and a request was submitted to the Council that the department draw up specifications to the Cites needs and receive bids on a vehicle. Motion by Heintz, seconded by Norberg that the City Manager be authorized to draw up specifications for a new emergency vehicle. Roll Call - All Ayes. Recess was called at lO:O0 p.m. The meeting reconvened at lO:13 p.m. Cardio-Vascular Seminar. A request was received for two first aid instructors from the Fire Department to attend a "Cardio-Vascular" seminar at Unity Hospital on Saturday, May 19th, registration fee at $10 per person. Motion by Norberg, seconded by Land to grant the request. Roll Call - All Ayes. Chief Theater Addition. Gerral Herringer was present with a request for a waiver to allow an addition to the west of the Chief Theater with seating for 480. The present theater has seating for 970. He presented plans for this expansion to the Council. They will have one parking stall for each 3.5 persons, although the zoning ordina,ce requires one stall for each three. Therefore, a waiver of this requirement is needed. It was noted under the new zoning ordinance being considered at this time, the requirement is one stall for each 8. Motion by Heintz, seconded by Norberg that the variance be granted for the park~g spaces for the proposed addition to the Chief Theater, as recommended by the Planning & Zoning Commission. Roll Call - All Ayes. Hockey Rink Development at Ostrander Park. A request was received from the Park Board that property located next to Ostrander Park be purchased from Carl Sorenson for development of a hockey rink. Motion by Norberg, seconded by Heintz that the City Manager be authorized to enter into p. 107 negotiation with Carl Sorenson for the lot next to Ostrander Park. Roi 1 Cai 1 - All Ayes. LaBel le Park. City Planner Otterson nresented a report and time schedule on the deve]ooment of LaBel ]e Park by the deve]omer, BraueF Associates. Mayor Nawrock[ asked for clarification on the contract with Brauer and Mr. Otterson wi] ] review this with him. Sidewalk Instal lation on 37th Avenue. A request was recebed from the owner of 3701 Reservoir Boulevard, DF. John G. DauDhinee, For installation of sidewalks from Reservoir to the alley west of Reservoir Boulevard on the north side. The City Manager reported after ~eviewing this request, he would recommend a hearing be scheduled to ~nsider sidewalk installation or. the northside of 37th Avenue all the way from Central to Hart 3oulevard. Hotion by Norberg, seconded by Heintz that the City Manager be authorized to advertise for a hearing on sidewalk instal ]ation, hearing to be held on June ]], 1973. Roll Call - All Ayes. Change-Order on Project #730!. The City Hanager requested authorization =~or a chan~-order on Project #7~,0], Dunk]ey Surfacing Contract, to add two items to the co~.tract. He said one item would be 38th Avenue paving from the new City Garage building to Nadison Place, and the other item would be the 2nd Street, 38ti~ to J3th Aveaue project. Resolutio,3 #73-35 Authorizing the Work was seconded by Hei ntz. offered by Land, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that 4HEREAS, the City Council of the City of Columbia Heights bv motion on the 14th day of May, 1973 deems to proceed with local immrovements, a oortion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED THAT: 1. The locat ~ and extent of such imorovement is as follows: Curb, gutter, base and mat on 38th Avenue N.E. from the new City Garage bui ]ding to Hadison Place, and curb, gutter, base and mat on 2nd Street N.E. from 3$th to 3gti~ Avenue N.E. p. 108 o o That the materials to be used are as follows: Concrete and asphalt materials in accordance with specifications. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited thereby, were properly notified of said hearings, and o That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascerta [ ned. 5. These improvements shall also be known as Project #676. Roll Call - All Ayes. Financial Pol icy Management Seminar. The City Manager requested authorization for one staff member to attend a Financial Policy Management Seminar May 30 and 31 at the Thunderbird. A lengthy discussion was held on the worth of this conference. Motion by Land that the request be granted to allow one person to attend this seminar. Motion died for lack of a second. Interviews on Board and Commission Applicants. It was decided interviews for commission and board applicants will be held on Thursday, May 17th, at 7:00 p.m. Cable Replacement, 41st Avenue west of Central. The City Manager reported the old curb at 41st in front of Columbia Junior High School is being torn out at the present time and it appears necessary to replace the old whiteway lighting cable. Informal quotations for replacement of this cable were received from Heights Electric in the amount of $1,062.00, Lehn Electric in the amount of $1,098.00, and $1,220.00 from Batli Electric. M~on by Heintz, seconded by Land to authorize replacement of the cable on 41st Avenue~st of Central to the end of the whiteway system, that the Mayor and City Manager be authorized to enter into an agreement with Heights Electric, the low bidder on this work, in an amount not to exceed $1,062.00. Roll Call - All Ayes. p. |09 Closing of Jefferson Street for Softball Tournament. A request was received from tine Recreation Department to allow Jefferson Street from 39th Avenue to the alley south of 40th Avenue, to be closed for traffic during a softball tournament, June 9 and 10. Motion by Norberg, seconded by Heintz to allow the closing of this street during a softball tournament sponsored by ti~e Recreation Department, between the hours of 8:00 a.m. and 9:00 m.m. June 9 and 10, subject to no street parking allowed on the barricaded area, and that the barricades be supervised during the hours so they could be removed in case of an emergency. Motion by Land, seconded by Connor that expenses be authorized for up to five oeople to attend the 1973 Safety Council meeting at which time Columbia Heights will receive an award from the Safety Council, that Councilman Land be authorized to receive the award on behalf of the City. Mayor Nawrocki presented a proposal to put landscaping in City parks that would involve purchase of various trees and shrubs, and using the County Neighborhood Youth Corp program for this work. He asked that between $20,000 and $25,000 from revenue sharing be designated for this purnose. Motion by Land, seconded by Norberg that the City Manager be authorized to f?nalize a landscaping program for the Dark system using Revenue Sharing funds, and the County NYC .orogram for same. Mayor Nawrocki reported a letter he received from the Recreation Commission regarding the possibility of a 4th of July Celebration in the City of Columbia Heights. He said they are trying to put together an "Old Time~' Celebration and are looking for any interest in such a celebration. p. 110 Cir-Tech Proposal . Burt Foster, President of Cir-Tech was present with a purchase agreement and a site plan for the Cir-Tech building and adjoining property on California Street. An ordinance was prepared on the sale of this property to Mr. Foster, and a first reading held on Ordinance #806. Motion by Norberg~ seconded by Connor to adjourn at 12:31 a.m. Roll Call - All Ayes.
