Minutes of Last Regular Meeting.
Motion by Heintz, seconded by Land that the minutes of the last
regular meeting be approved as presented in writing and the
reading be dispensed with. Roll Call - All Ayes.
Payment of Bills.
Councilman Norberg questioned one bill on the list presented,
that being #4663 to the Postmaster in the amount of

be approved and paid out of their proper funds, with one stip~ion,
that the City Manager make an investigation on #4663 to the Post

Resolution #73-21 Providing Exchange of Items with Fridley.
Offered by Land, seconded by Heintz.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
WHEREAS, the City of Columbia Heights has one Civil Defense
Air Warning Siren, 5 H.P. and controls, that has become
excess and there exists no foreseeable need for said Air
Warning Siren, and
WHEREAS, the C~ty of Fridley has two (21, 8,000 BTU window air
conditioners that have become excess equipment, and there exists
no foreseeable need for said air conditioners, and
WHEREAS, the City of Columbia Heights has a need and use for
the air conditiners, and the City of Fridley has a need and
use for the Air Warning Siren, and that it is in the interest of
both cities to effect a transfer of said equipment,
NOW, THEREFORE, BE IT RESOLVED that the City of Columbia Heights
exchange one (1) air warning siren and control for two (2) air
conditioning units, serial numbers 5-123778, 5-123536 with the
City of Fridley.

Report from Insurance Committee.
Tom Kim[tch, chairman of the City Insurance Committee, was at the
meeting and presented a report to the Council on the insurance
program. He said, after working very hard on the insurance program,
the committee has come up with some revisions to the program which
would save the City considerable dollars. He explained theCity
had been on a 3-year retrospective program, but it appeared the
City was going the wrong way on this as the standard premiums
were lower than the retro premiums. All the problems appeared tobe
in the auto liability and general liability lines. Under workmen's
comp., the City had excellent experience, which off-set the
excess charge under the liability programs. The report indicated
a potential savings to the City of about $5,000 in premiums over
and above what was paid last year.
The Council members were very pleased with the work of the committee
and thanked Mr. Kimitch for all the time and effort he put into the
insurance situation. They indicated the Council took the
appropriate action in setting up this committee.

Resolution #73-22 -Election Law Changes.
Resolution Opposing registration of voters on Election Day was
offered by Land, seconded by Norberg.
WItEREAS, the Legislature of the State of Minnesota has
instituted a 20 day period before election during which
registration for that elect ion cannot take place, and
WHEREAS, that time period has worked to the advantage of local
government and citizens in maintainin~ a fair and reasonable system
of voters registration, and
WHEREAS, permittin9 the registration of voters on election day
would do away with ~re-e]ecticn registration, and
WHEREAS, lack of time to check accuracy of registration would
make mossib]e the oractice of double voting since cha]]enges
would become meaningless, and
WHEREAS, such revision would work to the disadv~tage of
oravious]y registered citizens by increasing Bhe time they would
have to spend at the poi is, and
WHEREAS, polling places would have to be enlarged and
additional staff hired, thereby increasing the cost of
elections, and
WHEREAS, such increasing cost would force many municioalities
to exceed levy limits imposed upon them by law,
NOW, THEREFORE, ,'3E IT RESOLVED:
That the City of Columbia Heights does opoose changes in
the voters registration law contained in H.F. #605 and
S.F. #6~8 and urges the Legislature to reject the proposals
contained in said Bills.

That the City Clerk is herebV directed to send certified copies
of this resolution to the Legislators representing the City of
Columbia Heights, Minnesota, Clerks and Finance Officers
Association~ League of Minnesota Hunicipa] i~es, and the Anoka
Cowry Auditor.

iluman Rights Commission Request for Ethnic Fair at Jamboree.
Counci ]man Norberg and Svea Smith, representing the Human Rights
Commission reported the Commission for some time now has been
planning an ethnic fair to be held in conjunction with the
Jamboree this summer. This ~ai r would include exhibits by
four different ethnic groups. They requested the Coun:i ~
endorse the inclusion of this orogram in the regular activities
of the Jamooree.

The Council members felt this was a good idea, but noted they have
left the operation of the Jamboree up to the Activities Committee
in the past. It us suggested that Councilman Heintz, who has
been authorized as Council liaison between the Council and the
committee on the Jamboree, meet with the appropriate people and
see what could be ~rked out.
Resolution #73-23 - Requesting Position Classification and Compensation
Study be Made.
The City Manager reported he had contacted the League of Minnesota
Municipalities regarding classificat~ and compensation plans
to see if there was an updated basic program. He was informed
of a program through the Intergovernmental Personnel Act
where a study could be made of the municipality through the
League office, 1/2 the cost of the study to be paid through
a grant through the Intergovernmental Personnel Act.
He presented a resolution requesting consideration of a
position classificatbn and compensation plan study be made
through the Intergovernmental Personnel Act and Assistance of
the League of Minnesota Municipalities.

BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
WHEREAS, the City Council of the City of Columbia Heights is
promoting a I'Service is our Business" program in the City to
maintain a high level of service for our citizens, and
WHEREAS, the municipal employees are the vital link in the
effective application of such a program, and
WHEREAS, there has been established through an Intergovernmental
Personnel Act of 1970 a grant program under which a detailed study
and report on classification and compensation was made,
recognizing the positions and responsibilities in the
subject community, and
WHEREAS, it is desirable to establish such an updated classification
and compensation plan, including carefully analyzed job descriptions,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights, that the Mayor and City Manager be and they are
hereby directed to proceed with the necessary applications to
accomplish this program as soon as it can be scheduled through
the League of Minnesota Municipalities and the IPA
Classification and Compensation Steering Committee.

Commission on Science and Technology.
A lengthy discussion was held on a prooosed resolution which would
establ ish a commission on science and technology, as oresented
by Councilman Norberg. Mr. Norberg brought to the attention of
the Council an article in the March issue of the League magazine
that talks about an organization that has been set up to help
municipalities get information and technology on such things
as data orocessing, Cable TV, soohisticated ool ice and fire
equipment.
THe Council members all said the general idea of the commission
sounded good, but asked what value it would be for the Ci tv.
The City has a registered engineer on the staff with technical
help in his department. The City Manaoer is also a registered
engineer.
The suggestion was made that rather than go the full route of
establishing this commission, enclose a questionnaire ,~tith the
proposed newsletter and find out who mioht be available to
serve the City on specific projects and put these oeoole ;~ho
are more useful and meaningful on the committees rather than
have a pre-determined committee which may or may not cover
the areas of interest. Then come up with something meaningful
in terms of a subject.
No action was taken.
Ordinance //802 - Granting Franchise to Northern States Power Co.
A first reading was held on a lengthy ordinance which would
grant franchise to Northern States Power Company, in conjunction
with the new Metro Rate Authority. It was noted the second
reading will be he]d Aoril 9th, which would be the public
hear ing.

The City Hanager reported commission and board appointments
should now be considered as the terms are uo in April.
The Councii members asked for a tabulation of who wants to be
reconsidered before any action is taken.
Beer License Application.
A beer license application was received from Frank Pastuszak
to transfer the beer license in his wifels name at the 500 Club
to his name. It was noted the~ ~ ice investigation continues
on the request.

Club to sell beer at fund-raising activities. Motion by Heintz,
seconded by Land that the license request be granted upon payment
of proper fees. Roll Call - All Ayes.
Shade Tree Short Course.
A request received for two men from the Park Department to attend
a Shade Tree Short Course to be held April 3rd at the Holiday Inn,
sponsored by the University of Minnesota Agricultural Extension
Service. Motion by Heintz, seconded by Norberg that the request
be granted, and expenses be authorized. Rotl Call - All Ayes.
Fire Hydrant Installation.
A request was received from the Fire Chief to install a fire
hydrant on the south side of the Huset Park parking lot, west
of Quincy Street, between 39th and 4Oth Avenue, to be used for
fire drilling programs. The installation cost estimate is
$1,OOO and was budgeted for. The installation will be made by
City forces. Motion by Heintz, seconded by Connor to grant the
request. Roll Call - All Ayes.
Purchase of Portable Radio.
A request was received from the Fire Chief to purchase a five-watt
portable radio with two frequencies, the Columbia Heights, and
the Civil Defense Mutual Aid. The estimated cost is $950.00,
and the purchase was budgeted for. Motion by Heintz, seconded
by Land to grant the request. Roll Call - All Ayes.
Resolution #73-24 Authorizing Application for Funding Through
Matching Funds Ambulance Program.
Offered by Heintz, seconded by Connor.
BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that:
WHEREAS, the Fire Department has budgeted funds for 1973 to be
used toward the purchase of an ~ergency first aid ambulance
vehicle, and
WHEREAS, the cost of a fully-equipped ambulance vehicle that
will meet all our requirements will be more costly than
originally budgeted, and
WHEREAS, there are Federal Matching Funds for ambulance purchase
by local subdivisions of government which would allow the purchase
of a better ambulance vehicle,

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heiohts that the City Manager be, and he is hereby
authorized and directed to submit tl~e appropriate application for
matching funds for the purchase of anambulance vehicle and the
specifications For taking bids on said vehicle be prepared.

Damage Claim, 3710 Tyler Street.
A damage claim was received from 3710 Tyler for damages to
the driveway in connecti~ with City construction work in the alley.
The City Manager said he has corresponded with the owner and
they have shown this was the actual cost they incurred in doing
replacement work. Motion by Land, seconded by Norberg that the
damage claim in the amount of $136 be authorized. Roll Call -
All Ayes.
Intercom System for Garage.
A written report on the intercom system as investigated by the
Architect on behalf of the City was presented, and a lengthy
discussion was held. Counci ]man Heintz reoorted on equipment
from the telephone com0any, and suggested the City contact the
telephone company for more information.
Circulation Clerk for Library.
A request was received from the Librarian to hire a full-time
Circulation Clerk after September 1, 1973, replacing
several part-time people. Councilman Norberg reported this
matter was investigated with the Library Board.
Motion bv Norberg, seconded by Heintz to grant the request,
and that the budget be adjusted according]y. Roll Call -
All Ayes.
Code Administration and Enforcement Vorkshoo.
A request was received for the Building Inspector to attend a
workshop on Code Administration and Enforcement for building
officials sponsored by the Building Code Division of the
Minnesota Department of Administration, and the office of Local
and Urban Affairs of the State Planning Agency. The
workshop will be held in Hopkins. Hotion by Heintz, seconded
by Connor that the request be granted, and expenses be authurized.

Southwest Development Proposal.
A first draft of a proposal for development of the southwest
section of Columbia Heights, prepared by the Southwest Development
Committee was presented. A lengthy discussion was held on
the proposal, and the Council members noted it looked good
and that the committee keep moving on the matter.
LaBelle Park.
The City Manager reported a special informal meeting has been
scheduled with the Park Board for Monday, April 2nd to
interview architects on the LaBelle Park landscape planning.
Service is Our Business Project.
The City Manager presented a report to the Council on how the
Service is Our Business project is proceeding. He said he would
appreciate the Council looking it over and any comments or
ideas would be welcome.
Vacating of 39th, East of Arthur.
The City Attorney reported on vacat.ing of 39th Avenue, east of
Arthur Street. There is a problem in clearing up the Torrens
title and more information is needed on the official action
taken by the City. The City Manager was asked to locate
the documents requested regarding the vacating.
Bid Letting.
A request was received from the City Engineer to advertise for bids
on several projects, under one contract, bids to be opened
April 30th at 2:00 p.m. Motion by Norberg, seconded by
Heintz that the City Manager be authorized to advertise for bids

3. 4th Street construction, 42nd to 44th Avenue,
4. Drainage facility, Central to Jackson, 49th to 50th Avenue,

bids to be opened at 2:00 p.m., April 30th, with a report back
to the Council at their next regular or special meeting.

Seal Coat Project.
A discussion was held regarding the stripping of the 1972 sea]
coat job. The question was raised regarding what was proposed
to be done on the nroject this year and the responsibi 1 ities for
accomol ishing the work. The City Manager was directed to
prepare a written report on this project and what was oroposed
to be done of a corrective nature and when.
Licenses.
Motion by Heintz, seconded by Land that the licenses as listed
be granted, uoon payment of nro~er fees. Roll Ca]] All Ayes.
Red Barn Driveway Situation.
Councilman Heintz asked what the status was on the Red Barn
driveway situation. The City Engineer said they were st il ] working
on it and a follow-up will be made.
Revenue Sharing.
Councilman Norberg presented proposals for what the City
might consider for the revenue sharing funds. No action was
taken.
Retaining Wall, 43rd and Washington.
Ken Hentges asked for a report on a retaining wal 1 at 43rd and
Washington. A follow-u~ on this will be made.
Sidewalks.
l(en Hentges brought u~ repair work to be done on sidewalks,
in particular on Mill Street. The City Manager reported on
work anticipated in the long range plan.
