Motion by Heintz, seconded by Norberg that the minutes of the last regular and special meetings be approved as presented in writing and the reading be dispensed with. Roll Call - All Ayes. A number of residents from 4th Street, 42nd to 44th Avenue, were present at the meeting and presented a petition to the Council regarding the proposed street improvements authorized a few weeks ago on 4th Street from 42nd to 44th Avenue. The petitioners agreed that the curb and gutter should be installed, but raised questions on the re-surfacing. They felt the existing base should not be completely replaced and that the City try and use as much of the existing material as possible to hold the costs down. They noted that many of the residents living in the area were on fixed income and could not afford additional costs for installation of a new road bed for the street, and that some of the residents were already burdened with other large assessments. The City Engineer noted that curb and gutter is 1/3 or more of the cost on the street improvement. The base would be salvaged and as much of the existing ~se as possible would be used. He said this was taken into account on the estimates. A lengthy discussion was held on the project as proposed. May ar Nawrocki said no action could be taken on the matter at this time because it does concern work that has been authorized and the action of the Council cannot be changed without going through anther hearing, but the petition will be made a matter of record and we will see what some of the alternatives are. Motion by Land, seconded by Norberg to accept the petition and place it on file. Roll Call - All Ayes. p. 47 Hearing on Re-location of Lookout Place, Including Utilities. A hearing was held on re-location of Lookout Place, including utilities, in conjunction with the proposed expansion of Minneapolis Electric Steel Castings. Only one resident was present for this hearing. Clayton Berg of the Engineering Department made the presentation, using visual aids of the over-head projector. He said new Lookout Place would be directly across from Mill Street and just a little north. They are proposing a new 8" watermain, an 8" sanitarysewer, and a 12" storm sewer. There will be sidewalks and curb on both sides, although the sidewalk on the south side will be under another contract by Minneapolis Electric Steel Castings. The new street would be 40' back to back on the curbs, designed as a heavy street. The cost estimate for the work involved would be very close to $30,000, to be paid for entirely (100%) by Minneapolis Electric Steel Castings. Resolution #73-18 authorizing the project was read. seconded by Heintz. Offered by Lan'd, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the City Council of the City of Columbia Heights by motion on the 26th day of February, 1973 ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a CoJncil meeting on the 12th day of March, 1973, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: That the location and extent of such improvements is as follows: Re-location of Lookout Place, including utility replacements. o That the materials to ~ used are as follows: Asphalt and concrete for road surfacings and applicable pipes for utility replacement meeting specifications therefor. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited thereby, were properly notified of said hearings, and p. 48 The properties so benefited are all owned by Minneapolis Electric Steel Castings Company. That the City Manager shall also list the names end owners of the several parcels so improved as nearly as can be ascerta ined. 6. These improvements shall also be known as Project #679. Roll Cal 1 - A11 Ayes. Resolution #73-19 Officially Designatin9 Name of Recreation Commission. Offered by Heintz, seconded by Land. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights that the Mayor and City Manager be and they are hereby authorized and directed to enter into an agreement on behalf of the City of Columbia Heights with the School Board of School District #]3 to properly designate the title for the Recreation Commission in accordance with the recommendation of that board, as Columbia Heights and School District #]3 Recreation Commission. Roll Call - All Ayes. Resolution Establishing Commission on Science and Technology. Counci ~ n Norberg presented a revised copy of his proposed resolution which would establish a commission on science and techno]ooy. He said there were several differences and hoped it was a 1 ittle more explicit. A discussion was held on what areas the commission would explore such as Pollution Control Agency guidelines, or the Cable TV situation. Motion by Norberg, seconded by Heintz to table consideration of the resolution until the next regular meeting. Roi] Cai 1 - All Ayes. Resolution #73-20 Setting 1973 Public Works Salaries. A discussion was held on Resolution #73-20 which would set 1973 salaries for Public Works employees. The City Manager reported on a paragraph in the resolution which would 9rant a 5¢ per hour pay supplement to Sewer and Water Maintenance Men who received certification from the State as Sewer or Waterworks Operators, as was recommended by the Office of the Labor Conciliator, and the City's Labor Consultant. It was noted many communities in the metro area present]y have some consideration on this item. The Council members expressed concern over the section and it was suggested by Councilman Norberg that the City Manager check the situation with Dr. Smythe, the City Labor Consultant, to find out what the section really means. p. 49 Motion by Norberg to table considerati~on of the resolution until the next regular meeting. The motion died for lack of a second. Resolution #73-20 was read. Offered by Land, seconded by Heintz. BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, negotiations have proceeded with the International Union of Operating Engineers for the past several months, and WHEREAS, certain basic agreements have been reached in joint negotiations between the Metropolitan Area Managers Association and the Labor Consultant representing them with said agreement establishing certain hallmark salary levels and other rights and responsibilities for both employer and employee, NOW, THEREFORE BE IT RESOLVED that the following salary schedule be established for the employees represented by Local 49 based upon said negotiations: Heavy Equipment Operators $925 per month ( $5.34 per hour) Light Equipment Operators $855 per month ($4~93 per hour) Shop Foreman $960 per month ($5.54 per hour) Mechanics $925 per month ($5.34 per hour) Traffic & Sign Man $855 to $925 per month ($4.93 to $5.34 per hour) (Rate depending on experience and qualifications) Rate for present Traffic & Sign Man, Grafstrom, $5.34/hr. Assistant Plumbing Inspector $925 per month ($5.34 per hour) Meter Reader $2.50 to $4.00 per hour (1973 rate $3.50/hr.) Sewer & Water Senior Maintenance Men (H.E.O. $925 per month ($5.34 per hour) Senior Parkkeeper (Assistant to Superintendent) $925 per month ($5.49 per hour) Parkkeepers $863 per month ($4.98 per hour) Sewer & Water Maintenance Men $872 per month ($5.03 per hour) Laborers and part-time helpers $2.50 to $4.00 per hour (Rate depending on length of service, duties assumed and skills of the individual.) BE IT FURTHER RESOLVED that Sewer and Water Maintenance Men receiving Certification by the Minnesota Department of Health as Sewer or Waterworks Operators by passing the necessary qualifying tests be granted a 5¢ per hour pay supplement on the basis of their regular working hours with pay~ent for same to be made by voucher for the time periods ending May 31st and November 3Oth annually. Proof of certification to be submission of the signed certificate from the State Board of Health. BE IT FURTHER RESOLVED that the Good Friday holiday be granted in 1973 in addition to the nine established legal holidays. o. 5Q This resolution shall become effective on the signing by the appropriate union officials. Roll Call - All Ayes. Adopted. Addition to Cir-Tech building at 3905 California Street. The City Manager reported at the last meeting of the Planning & Zoning Commission, Albert Foster, President of Cir-Tech was present requesting an addition on the City-owned building they occupy at 3905 California Street. He explained to the Commissioners their proposal to Mild a 20~ x 100' addition on to the north side of their building. The Commissio~rs went on record as having viewed the expansion plans, and determined it would be compatible with the industrial area if the building and adjacent parking lot were expanded. Mr. Foster was present at the Council meeting and said their business has grown to a point that they see the need for additional square footage for expansion. He said they have 71 employee~ some of whom are from the Columbia Heights area, and if they were to expand they would employ additional people. He asked if it would be possible to work out an agreement with the City to have the addition put on the plant. They would pay for it either through a lease arrangement or possibly the City would sell the property and building to them. He said a discussion was held last Friday night with the residents from the Main Street area to go over the plans in line with their park development plans. He would like to work out something beneficial for the City, the Park, and the neighbors. A lengthy discussion was held on the proposal. Several residents from Main Street were present, representing the Southwest Park Committee, and objected to the expansion as it would destroy a wildlife area. They do not object t~ Cir-Tech as it stands now, but they would if it were expanded. They asked if there could be a guarantee that some of the land be dedicated to park purposes. They want a park, and are working for a park. Council members indicated they would prefer not to sell the property. Councilman Heintz suggested a study committee be formed to analyze the entire area from 37th to 40th Avenue, and come back with a propoal on how much land the residents would want dedicated for a park, what buildings they would want left for industrial purpose, and then come up with an ordinance or resolution to dedicate part of the land for park or whatever, and come back to the Council with it. He suggested a member of the Council, the Park Board, a staff member, and someone from the neighborhood be on such a committee. p. 51 Motion by Heintz, seconded by Land that a committee consisting of Albert Foster, Jim Lattery, Gayle Norberg, John Murzyn, and Mary Kordiak be established to make recommendations for the development of the Southwest Park area from 37th to 4Oth, the alley west of Main Street over to California Street, and to make these recommendations at their earliest convenience back to the Council, and that Mary Kordiak be named Chairwoman of the Committee. Roll Call - A11 Ayes. Recess was called at I0:30 p.m. The meeting reconvened at 10:45 p.m. Proposal for Hockey Rink and Tennis Court. A proposal was received from the School Board, and recommended by the Planning & Zoning Commission for a hockey rink and tennis court to be installed at the Mini-Park on 41st and Central. It was reported the proposal would be for the School to construct it and the City would handle the maintenance. The City Manager said the Planning Commission suggested seriously considering having plumbing facilities stubbed in so it could eventually be used for construction of a building. The Council members felt it was a good proposal and indicated there should be more cooperation between the City and the School. Motion by Heintz, seconded by Norberg that the Mayor and City Manager be authorized to enter into an agreement with School District #13 for the joint participation in the hockey rink and tennis court facilities adjacent to the Min~l'ark. Roll Call All Ayes. Lot Subdivision Request. A lot subdivision request was received from David Jackson, 1125 - 42nd Avenue, to subdivide the E.½ of Lot 41 (Ex.S. 5I) (Subj. to rd. & Util. ease. over N.30') Block 3, Reservoir Hills (Subj. to SS ease. over S. IO' of N. 175') into: 1. North 165 feet of E.½ of Lot 41 (Subj. to rd. & util. ease. over N. 30') 2. E. ½ of Lot 41 (Ex. North 165') (Ex. S. 5I) (Subj. to SS ease. over S. 10' of N. 175' of E. ½ of L. 41) Motion by Heintz, seconded by Land that the request be granted and that the outstanding specials be paid in full. Roll Call All Ayes. Columbia Heights Cab Company Request to Increase Rates. John E. LaMont, owner of Columbia Heights Cab Company, was present and requested his rates be increased in conformaDce with the metropolitan area to the same rates used by Yellow Cab Company. He said at present the rate is 55¢ for the first ¼ mile and 10¢ each ¼ mile thereafter and 10¢ for each l½ minute waiting time. The new rates are proposed to be: p. 52 65¢ for 1/9 of a mile, and 10¢ for each 2/9 of a mile thereafter, and ]0¢ per minute waiting time, effective February 23, 1973. The City Manager said he spoke with Police Sgt. Land on this matter and he understood the rates will change. Motion by Land, seconded by Norberg that the request for new rates be granted. Councilman Land noted Mr. LaMont has been Ooing a good job in Columbia Heights, he has received no complaints, the cabs are in good condition and the drivers are as goodas we have ever had. Mr. LaMont said he appreciated that and said he has a good crew and they try and do a good job. Replacement of Curbs in front of Columbia Junior High. A letter was received from Donald J. Burton, Director of Administration for School District #13 requesting replacement of curbs on 4]st Avenue in froot of Columbia Junior High School. Motion by Heintz, seconded by Norberg to authorize the Mayor and City Manager to enter into a contract with School District #13 for replacement of curb on 41~ Avenue in front of Columbia Junior High Schoo]. Roll Ca1] All Ayes. Purchase of Squad Cars. A request was received for authorization to purchase two squad cars for the Police Department through the joint purchasing agreement with Anoka County. Motion by Land, seconded by Heintz to authorize the purchase. Roll Call - All Ayes. Report on Gasoline & Die~el Fuel for 1973. The City Manager reported to the Council that the City will be purchasing gasoline, diesel fuel and heating oil through the Hennepin County Joint Purchasing for 1973, as was done in 1972. He said we will be getting our gasoline from Shell 0il Company and the heating oil and diesel fuel from Sun 0il Company. The Counci] members ra~ed questions on the contract, and asked iF there were any problems in getting our supply, and asked to be assured the purchasing guaranteed equal treatment to Columbia Heights. Motion by Norberg, seconded by Heintz ttlat the City Manager be authorized to buy gaso]ine, diesel fuel and heating oil under the joint purchasing agreement, and further that he take whatever steps he can to insure fair allocation of the supply to Columbia Heights on the same basis as other purchases. Roll Call-All Ayes. p. 53 Request to Purchase Property Adjacent to Gauvitte Park. A request was received from the Park Board to purchase the Prymos property at 4337 - 2nd Street, adjacent to Gauvitte Park Motion by Heintz, seconded by Norberg that the Mayor and City Manager be authorized to enter into an agreement to purchase the property at 4337 - 2nd Street in an amount not to exceed $4,000.00. Roll Call - All Ayes. Intercom System for City Garage. A request was received for authorization to complete the installation of an intercom system for the new City Garage. The City Manager reported all the conduit was set up as part of the contract for the building. Quotations were received by the architect from Executron in the amount of $4,192, and Audio Electronics in the amount of $2,550. A lengthy discussion was held on the system and questions were raised on how th~s equipment would benefit the City, what the maintenance of the equipment would be, and what phone equipment presently exists in the Garage. Motion by Heintz, seconded by Norberg to table the matter until the next regular Council meeting. Roll Call - All Ayes. Bids on Card Catalog for Library. Motion by Norberg, seconded by Heintz that the City Manager be authorized to secure informal bids for a card cat~og system for the Library. Roll Call - All Ayes. Camera Equipment for Police Department. A request was received to purchase video tape camera equipment for the Police Department to be used to tape drunken drivers, assault victims, etc., and to be used with the present video tape equipment. The cost of this equipment is $913.47 for the camera, three 30-minute tapes at $19.99 each, and one 60-minute tape at $28.70, totaling $1,002.14. Motion by Heintz, seconded by Norberg that the request be granted. Roll Call - All Ayes. Water Works Operators School. A request was received for two men to attend the annual Water Works Operators School at the Pick-Nicollet Hotel in Minneapolis April 9-1. Cost of registration is $30.00 per man. Motion by Heintz, seconded by Land that the request be granted. Roll Call - All Ayes. p. 54 Construction Safety Seminar. A request was received for Tim Yantos to attend a construction safety seminar at the University of \~isconsin in Madison March 26-27. The City Manager reported this is the type of school that would relate di rect]y to the Occupational Safety and Health Act and it would be good training and helpful to everyone to have Tim attend the seminar and bring back information on the requirements and materials and safety devices. The counci ]men expressed concern over the request and it was suggested to utilize our local sources, spend more time with the insurance people here instead. Find out what other municipal ities are doing and get a better fee] of what should be done here. Motion by Land, seconded by Norberg to deny the request. Ca]] - All Ayes. Roll Bids on 1973 Materials and Rental Equipment. A request was received to take bids on road materials and equi0ment rentals on March 29th at 2:00 p.m. for a report to the Counci] at thei r next regular meeting. This includes road aggregate, asphaltic materials, and plant mix bituminous as wel] as equipment rental, our basic supp] les for the summer. Motion by Norberg, seconded by Heintz to authorize the City Manager to cal] for bids on miscellaneous road materials and equipment rental , bids to be opened on March 29th, at 2:00 p.m., with a report and recommendation to the Council at their next regular meeting following. The report will include comparisons with the bids Anoka County takes. Roi] Cal] - All Ayes. Hearings on Street Improvements . The City Engineer presented a I ist of proposed improvements on which he recommended hearings be held this spring. Motion by Norberg, seconded by Heintz that the City Manager be authorized to advertise for a hearing on the following: Storm drain construction to serve the area lying west of T.H. #47 south of 40th Avenue N.E., east of the alley between Hain and 2nd Street N.E., and north of 37th Avenue N.E. Curb, gutter, base and mat on: California to Hain Street. 38th Avenue N. E. , 39th Avenue, California to 2nd Street N.E. 2nd Street, 38th to 39th Avenue N.E. Edgemoor Street, 2½ Street to 40th Aveneu N.E. 3rd Street N.E., Edgemoor to 38th Avenue N.E. 38th Avenue, 3rd Street to the iV. ROW line of T.H. #47 p. 55 Curb and gutter construction in connection with Municipal State Aid street construction on 38th Avenue from Ma~n to 3rd Street, and 3rd Street from 37th to 38th Avenue N.E. hearing to be held at a special meeting hereby called for Wednesday, April 4, 1973 at 8:00 p.m. Roll Call - All Ayes. Motion by Norberg, seconded by Land that the City Manager be authorized to advertise for a hearing on street construction including curb, gutter, base and mat, together with necessary storm drain constructi~on on the following: 3rd Street N.E., 42nd to 45th Avenue N.E. 2nd Street N.E., 42nd to 43rd Avenue N.E. 42nd Avenue N.E., Main to 3rd Street N.E. 41st Avenue N.E., Main to 2nd Street N.E. 43rd Avenue N.E., Main to 2nd Street N.E. hearing to be held at a special meeting hereby called for Tuesday, April 10, 1973, at 8:00 p.m. Roll Call ~ All Ayes. Miscellaneous Sewer and Water Department Materials. A request was received for authorization to purchase standard materials for the Sewer & Water Department, such as hydrants, gate valves, pre-cast sec~ons, etc. Motion by Land, seconded by He~ntz that the City Manager be authorized to secure informal bids on miscellaneous sewer and water department materials for the 1973 construction season. Roll Call: Land, Heintz, Connor, Nawrocki - Ayes. Norberg - abstained. Licenses. Motion by Heintz, seconded by Connor to approve the licenses as listed upon payment of proper fees. Roll Call -. All Ayes. Dutch Elm Disease. Ken Hentges raised a question on dutch elm disease. The City Manager reported any trees found to have dutch elm disease were removed. New City Garage. Ken Hentges brought up the matter of a sprinkler system in the basement of the new City Garage. His questions were answered by staff members. Park Police. Mr. Hentges also brought up the matter of park police. Mayor Nawrocki noted there will be discussion on the matter of a plan for police-type service function for the Park Department. p. 56 Proclamation on Membership Month for the Anoka County Association for Retarded Citizens. Mayer Nawrocki read the fol lowing Proclamation: ~VHEREAS, mental retardation is a problem which affects over six million children and adults in America today; AND ~HEREAS, an estimated 114,000 mentally retarded cH ldren and and adults'live in Minnesota; AND WHEREAS, an estimated 4,200 mentally retarded children and adults live in Anoka County; AND WHEREAS, the most effective weapons for prevention and alleviation of this serious problem are pub] ic knowledge and understanding; AND WHEREAS, during the month of March, the Anoka County Association for ~etarded Children, the Minnesota Association for Retarded ~ildren and ],500 member units of the National Association for Retarded Children are carrying oD educational and membershim campaigns. NOW, THEREFORE, I, Mayor Bruce G. Nawrocki, Mayor of the City of Columbia Heights, do hereby proclaim the month of March as MEMBERSHIP MONTH for the ANOKA COUNTY ASSOCIATION FOR RETARDED CITIZENS and urge that the citizens of this City give full support to this effort to overcome mental retardation.
