Special Meeting
February 27, 1973
The meeting was called to order at 7:40 p.m. Roll Call:
Heintz, Nawrocki - present. Connor - absent.
Land, Norberg,
Also present were approximately 25 citizens.
Mayor Nawrocki said the purpose of the meeting was to hold a hearing
on paving, curb and gutter on 4th Street from 42nd to 45th Avenue N.E.,
and on Summit Street from Lookout Place to 40th Avenue N.E. He said
the hearing was based on an Engineering recommendation.
Clayton Berg from the Engineering Department made the presentation,
using the over-head projector for visual aids. He gave the h~story
of existing conditions and noted past assessments that pertained'to
surfacing on both 4th Street and on Summit Street. He presented
two plans, as follows:
Plan A: PlanAis curb, gutter and surfacing, including replacement
of driveways a~d sidewalks (if any) that were disturbed by construction,
and including storm drain revisions, at an estimated cost of $13.00
per assessable front foot. He said this did not include restoration
work (black dirt and sod) in the boulevard.
Plan B. Plan B is reconstruction of what is now existing.
No curb, gutter.and no base under the street. This is just to fix
up what presently exists at a cost estimate for reconstruction of
$4.00 per foot.
A lengthy discussion was held and residents present raised questions
on the project, the assessments for the work, truck traffic on
Summit Street, and voiced pros and cons on theproject.
A petition was presented, signed by approximately 85% of the owners
on 4th Street, from 44th to 45th Avenue, in opposition to the
project on their street.
Motion by Land, seconded by Heintz that the City Manager be authorized
to proceed with construction of curb, gutter and paving on 4th Street
from 42nd to 44th Avenue, the work to be done in the 1973 construction
season. Roll Call - All Ayes.
Motion by Land, seconded by Heintz that the work on Summit Street
and on 4th Street from 44th to 45th Avenue be denied for construction
at this time. Roll Call - All Ayes.
Resolution #73-17 Authorizing the Project.

BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights,

WHEREAS, the City Council of the City of Columbia Heights
by motion on the 29th day of January, t973, ordered notice of a
hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents
appeared at a Council meeting on the 27th day of February, 1973,
and
WHEREAS, the Council determines to proceed with this local
improvement, a portion of the cost being defrayed by special
assessments under Charter provisions.
NOW, THEREFORE, IT IS HEREBY RESOLVED:

That the ]ocation and extent of such improvements is as
fol lows: Curb, gutter and bituminous surfacings on 4th Street
from 42nd to 44th Avenue N.E.
That the materials to be used are as fol lows:
Concrete and asphalt.

That a careful estimate of the cost of the improvement has
been made by the City Manager and the several lots and parcels
of land fronting upon and adjacent to such proposed
improvement, which he deemed benefited thereby, were
properly notified of said hearings, and
That the City Manager shall also list the names and owners
of the several parcels so improved as nearly as can be
ascertained.
5. These improvements shall also be known as Project #676.
Roll Call - All Ayes.
Mayor Nawrocki noted later this spring, bids will be taken and if:
they run higher than the estimates by a significant amount, the
po]icy of this Counci ] has been to re-open the hearing and let the
residents know. If the cost comes in ]ess than estimated, the
work mroceed$.
