Minutes of Last Regular and Special Meetin§s.
Councilman Norberg noted one correction to be made in the minutes of
the last regular Council meeting, February 12, 1973, on page
24 under the section on grader bids, in the last sentence of the
last paragraph. It should read "the differences'between these
devices are trivial and he considers this an unnecessary subversion
of the ope~n bidding process."
Motion by Heintz, seconded by Land that the minutes of the last
regular and special meetings be approved as corrected. Roll Call -

BE IT HEREBY RESOLVED by the City Council of the City of Columbia
HeiSts that the following salary scf~edule be establ [shed for ]973
effective January ] , 1973. In addition, the individual emolovees
hospitalization and insurance (under the Hennenin County group
plan) will be oaid. In 1973, Good Friday shall be granted as a

Resolution #73-!4 Authorizing Fund Transfer for Maintenance of Bus
Donated Sch~ District #13 to the Recreation ~eoartment.

BE IT HEREBY RESOLVED by the City Council of the City of
Columbia Heights, that
~HEREAS, School District #13 has donated a used school bus for
use of the Columbia Heights - School District 13 Recreation
Commission, and
WHEREAS, the City of Columbia ~ ghts has agreed to maintain said
vehicle as their share of the cost for this bus and its
maintenance, and
.IHEREAS, this maintenance was not anticipated in the
Street Department budget,
NO4, THEREFORE, BE IT RESOLVED that the City Treasurer be and
he is hereby authorized and directed to transfer S500 to the
equipment maintenance fund No. ]0]-422.24 from the contingency fund
No. 101-497.49] and said moneys shall be used for bus
~aintenance as described herein.

Resolution #73-15 Supporting Adoption of S.F. 342 and H.F.439 Increasing
Length of Trucks Permitted on Four Lane Highways~_:_.
Offered by Heintz, seconded by Nawrocki.
'4HEREAS, efficiency in transportation is vital to the economy o~: the
State of Minnesota, and
WHEREAS, Minnesota trunk iength laws are substantially more
restrictive than the laws of the majori ty of other states, and
WHEREAS, these variations affect efficiency in operations and
result in increased transportation costs thereby putting
Minnesota industry at a competitive disadvantage; and
WHEREAS, the business and commercial economy o~ Columbia Heights is
highly dependent upon efficient and economical truck transportation,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights as follows:
The City Council endorses and supports Senate File 342 and
House File 43~ which, when adopted, would authorize 65 foot
combinations of truck-trailer, semi-trai let, and trai let to
operate on four lane highways in the State of Minnesota.

The representatives of the people of Columbia Heights are herewith
called upon to support and work for the adoption of this
legislation and the Clerk is hereby directed to transmit copies
of this resolution to the aforementioned representatives, the
chairman of the appropriate legislative committees, and to the
Governor of the State of Minnesota.
A discussion was held on the resolution with representatives from the
trucking industry who presented Brochures on these trailers to the
Council members.
Concern was expres~d by several of the Council members on the
matter, in particular where these trucks would be operating, and
their speed. Councilman Norberg pointed out the statistics presented
were from the western states and don't reflect anything except
using these in plain states, not hilly states such as Minnesota and
Wisconsin. Counc[lman Land objected to this for safety reasons.

The resolution was adopted.

Resolution #73-16 Authorizing Procedure for Constructing Concrete
Ramps for Handicapped and Elderly on Future Construction.
Offered by Norberg, seconded by Connor.
BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights,
tha~
WHEREAS, the Human Rights Commission of the City of Columbia Heights
has recommended consideration of ramp construction in new curbing
for the use of handicapped and ~derly citizens in moving down from
and up on to concrete curbs, and
WHEREAS, said suggestions constitutes an appropriate consideration
for the individuals involved,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights that the City Manager be directed to consider in
future construction plans for concrete curbs, an appropriate sloping
ramp approach at intersections for the use of pedestrians who must
use wheelchairs or are otherwise handicapped in such a manner as to
create difficulties in stepping up or down from standard curbs.
BE IT FURTHER RESOLVED that when time and funding allows, similar
ramps be considered for existing curbed intersections.
Roll Call: All Ayes.
Mr. Gemperle, from Main Street, was present and reported to the
Council this was also being considered by the state Legislature,
to make it a state law that these ramps be constructed on curbs at
street corners on new construction.

Resolution Establishing Commission on Science and Engineering.
A discussion was held on Councilman Norber~s proposed resolution
which would establish a commission on science and engineering.
The suggestion was made that the resolution be revised to include
a member of the City Council on the commission as is done
on other commissions and boards. No action was taken.
"Service is our Business" Project.
Mayor Nawrocki presented the 'lService of our Business" program
which he would like to see initiated in the City. He outlined
the objectives of the program including better communications
with the citiz~s, tong range goals and plans and needs of the
organizational structure, and insurance that citizens get prompt
answers to their inquiries.
Motion by Heintz, seconded by Connor that the Council approve the
"Service is our Business" project as presented by Mayor Nawrocki,
and that the City Manager is instructed to work with the Mayor in
carrying out the program. Further, reports to the Council on the
progress of implementing the program shall be made no less frequently
than monthly, with a final report in December of this year. Said
final report to include recommendations for an ongoing program.
City Newsletter.
The City Manager requested authorization to advertise for either
formal or informal bids on publication of a quarterly newsletter to
all citizens. He outlined the specifications for the Council,
explaining what he anticipated to do.
Mayor Nawrocki reported on meetings he held recently with the
League of Women Voters wino are talking about updating their
community bulletin. He said this is the type of information that
could be included with the newsletter and he suggested the
matter be explored with the League to see if something could be
worked out on a joint effort.
No action was taken.
Relocation of Lookout Street.
The City Manager requested authorization to advertise for a hearing
on relocation of Lookout Street, inc]uding util it ies, in line
with agreements worked out previously with Minneapo] is Electric
Steel Castings.
Motion by Heintz, seconded by Land that the City Manager be authorized
to advertise for a hearing for relocation of Lookout Street
and relocation of uti 1 ities, hearing to be held at the regular
City Council meeting, March 12, ]973. Roll Call - All Ayes.

Multiple Dwelling License, 3712 - 2nd Street.
The City Manager reported the Multiple Dwelling License for the
Adolph Westman property, at 3712 - 2nd Street, had been withheld
due to lack of conformance on clean-up work. He submitted a letter
to the Council from the Fire Chief indicating now the basement of
the house had been complete!~y cleaned and would pass inspection.
Motion by Land, seconded by Norberg that the license be granted
upon payr~nt of proper fees. Roll Call - All Ayes.
American Water Works Association Conference.
A request was received for authorization to allow the Sewer and
Water Superintendent, Mr. Jolly, to attend the American Water
Works Conference to be held in Las Vegas, Nevada, May 13-18.
The City Manager noted when Mr. Jolly has attended these meetings
in the past, he has transmitted the information directly to the
men on his crew and he has applied the knowledge gained in a
very effective manner.
Motion by Norberg, seconded by Heintz that necessary expenses
be authorized for the Sewer and Water Superintendent to attend
the conference. Roll Call - All Ayes.
Police Chiefs Training Institute.
A request was received for the Police Chief to attend the
annual Police Chiefs Training Institute, March 14-16, 1973, to be
held at the Sheraton Motor Inn. Motion by Land, seconded by Norberg
to grant the request, and that expenses be authorized. Roll Call -
All Ayes.
Legislation on Minimum Wage Law.
Attorney Kalina reported theHuman Rights Commission voted at their
last meeting to ~bmit a letter to the proper legislators in support
of a bill to include farm workers under the minimum wage law,
provided the Council would approve of such action.
It was suggested that Mr. Kalina and Councilman Norberg, who
represent the Human Rights Commission, come back at the next
regular Council meeting width a statement on the full impact of
this matter.
Human Rights Commission Message to all Citizens.
A request was re~ved from the Human Rights Commission that a
message be included with the City utility bills to all citizens
regarding the commission. It was suggesl~d this could be used
in the City-wide Newsletter which is under consideration at
the present time. No action was taken.

Junker Claim.
Apparently Steve Junker, 4636 Taylor Street, was unable to be oresent
on his claim for a towing charge when his car was towed for
no license plates. It was suggested if anything more comes in on
this item, that it be refer~d to the City Attorney for discussion.
Rumpsa Claim.
The City Attorney reported on a claim for damages to an automobile
owned by a Mr, Rumpsa, that was used in a police matter.
The insurance company paid $303 for the damages which is what
the Rumpsa's sued for in conciliation court, but the total
damages to the car amounted to $422. Mr. Rumpsa requested the he
be compensated for the total amount. The Council members felt
a moral obligation and indicated the claim was legitmate.
Motionby Heintz, seconded by Land that the balance for the
damage repairs in the amount of Sllp.00 be authorized, subject
to securing of necessary releases. Roll Call - Ail Ayes.
Licenses.
Motion by Land, seconded by Heintz that the licenses as listed
be granted upon payment ~ proper fees. Roll Call - All Ayes.
