Special Meeting

The meeting was called to order at 7:12 p.m. Roll Call:
Heintz, Nawrocki - present. Norberg, Connor - absent.

Mayor Nawrocki reported the purpose of this meeting was to consider a
resolution that would put the City Council on record in support of the
League of Minnesota Municipalities position on amending the
Police and Fire Association Guidelines Act of 1969.
Resolution #73-12 Concerning the Amendment of the Police and
Firemen's Association Guidelines Act of 1969.
Offered by Heintz, seconded by Land.
WHEREAS, the City Council of Columbia Heights strongly
believes that the cost of financing local police and firemen's
association pension plans will become an intolerable burden
for affected municipalities unless certain actions are taken,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Columbia Heights that the City of Columbia Heights recommend
the Legislature amend the Guidelines Act of 1969 as follows:
With respect to those funds in which retirement benefits
are based on the salary of active members of the association,
all newly employed police and fire personnel should become
members of the PERA Police and Fire Fund. With respect to
the remaining funds, the placement of newly hired police and
firemen should be optional at the discretion of the
municipality.
Employee contributions should be increased over not more
than ten years until the share of the normal cost of financing
the funds is 60 per cent employer, 40 per cent employee. Until
the 60-40 sharing of cost is established, the base pay for
pension purposes should be frozen at the current level.
In no event should the Legislature retreat from the requirement
of funding these plans at the frozen deficit level and in
addition, the Legislature should as a matter ~ policy
determine that the problems associated with these funds
(exclusive of funding) are a matter of statewide concern.

In the interests of equity and uniformity with the state funds,
the Legislature should provide for refunding employee
contributions upon request where the employee terminates
employment before qualifying for a pension.

Membership on the managing board o~ police and fire funds
should be changed so as to include three employee ana t'.,Jo
employer representatives.
