p. 1 OFFICIAL PROCEEDINGS Regular Meeting January 8, 1973 The meeting was called to order at 8:20 p.m. Roll Call: Land, Heintz, Nawrocki - present. It was noted Councilman Norberg and Councilman Connor were still recuperating and were unable to be present at this meeting, although Mr. Norberg has set up a radio contact and was with the Council in "spirit'l Mr. Norberg stated over the radio that the public service being performed tonight was through amateur radio. Although he could not attend the meeting in person, he is able to participate in everything except the v~ing, thanks to the efforts of Reuben Ruen, WB~BWL and Janice and Janet Robidoux, W~QXA and W~QXF, who have set up an emergency radio link for that purpose. It was also noted this was Sun Newspaper reporter gave Sonnenburg's last meeting with the Council as he is leaving the Sun an~ going with Medtronics. The Council thanked Mr. Sonnenburg for his good coverage of the Council meetings. Invocation was given by Bob Neubauer of St. Timothy's Lutheran Church. Minutes of Last Special Meeting. Motion by Heintz, seconded by Land that the minutes of the last special meeting, December 21st, 1972, be approved as presented in writing and the reading be dispensed with. Roll Call - All Ayes. One bid was received on legal publications for 1973 from Sun Newspapers, Inc., the rates as set by Minnesota Law. ~otion by Heintz, seconded by Land that the bid be awarded to Sun Newspapers, Inc. for 1973. Roll Call - All Ayes. Ordinance #797 - Sale of Property to Housing Authority. A second reading was held on Ordinance #797 -Sale of Lots 14, 15, 16, 39 , 40, 41, 42, 43 and West 1/2 of Lot 44, all in Block 5, Reservoir Hills Addition, Anoka County, Minnesota, and Lot 13, except the following descried portion of said lot: commencing at a point two feet east of the southwest corner of Lot 13, thence northeast to the northeast corner of said lot; thence south along the east line of said lot to the southeast corner; thence west to the point of beginning all in Block 5, Reservoir Hills Addition, Anoka County, Minnesota, in the amount of $18,165.OO to the Columbia Heights Housing and Redevelopment Authority. 3ffered by Land, seconded by Heintz. Ordinance #797 was adopted. Roll Call - All Ayes. Ordinance #798 - amending #729 Relating to the Highway Traffic Regulation Act. ,~ first reading was held on Ordinance #798, amending #729 relating to Re gulating the use of Highways within the City ;f Columbia Heights Incorporating the provisions of the State ffighway Registration Act by reference and imposing a penalty for the violation thereof. Ordi'~ance #799 amending #473 and #207 Relating to the Keeping of Dogs. ~ first reading was held on Ordinance #799 amending #473 and f207 relating to the regulation and keeping of dogs within the City of Columbia Heights. Salaries for Recreation Department Personnel. A discussion was held on the 1973 salary proposals for the I~ecreation Director, Assistant Recreation Director and Recreation Secretary. It was noted these salaries are set by the Recreation Commission and do not have to be approved by resolution of the City Council, but the matter will be checked and a letter clarifying the procedure fo'r handling salaries be submitted to the Council, the School Board and Recreation Commission. I(en Hentges was present and expressed concern over several Recreation items. It was suggested Mr. Hentges .persue his concerns with the Recreation Commission. Lot Subdivision Request. A lot subdivision request was received from John A. Labensk[, 4643 Johnson Street to divide Lot 1 (Ex. E. 94' of N. 135.30') (Subj. to rd. & Uti].ease. over '4. 20'), Block 1, Sheffield's Sub. into three 55I building sites. It was noted there is an old house on Dart of the lot. The C i tv Manager reoorted there is a requirement of 6500 square feet for a single family dwell in~ and these parcels contain 6,325 square feet so he requested a 3% waiver be al lowed to build. He noted there were no outstanding special assessments. Motion by Land, seconded by Heintz that the lot subdivision and waiver be granted. Roll Call - All Ayes. Set Public ,,_aring on Mid-block street lighting Project. In accordance with Ordinance #796 recently adopted, a request: received to set a public hearing on mid-block street lighting for V]a~ington Street, 43rd to 44th Avenue. Motion by Heintz, seconded by Land that the City Manager be authorized to advertise for a publ ic hearing on mid-block lighting, hearing to be held at a special meeting hereby called for Monday evening, January 29, 1973 at 8:00 o.m. in the City Council Chambers. Roll Call - All Ayes. Bids on Domestic Animal Control. Motion by Land, seconded by Heintz that the City Manager be authorized to advertise for bids on Domestic Animal Control, bids to be opened at a special meeting, January 29, 1973. Roll Call - All Ayes. Recess was called at 9:10 p.m. The meeting reconvened at 9:25 p.m. Appointment to Housing & Redevelopment Authority. It was reported Rosemary Byrnes' term on the Housing Authority is now expiring and she has indicated she would not be able to serve another term due to a confl ict with School Board meetings. Mayor Nawrocki appointed Mrs. Ruth ~elch to the authority for a full term and requested the Council concur in his appointment. Motion by Land, seconded by Heintz to concur with the Mayor's ~pointment of Mrs. We]ch to the Housing Authority. Rol] Call - All Ayes. Permit-License Fees on Senior Citizen Sui lding. Motion by Heintz, seconded by Land to waiver the permit fees on the senior citizen building. Roll Call - All Ayes. p. 5 Multiple Dwelling License, 3712 - 2nd Street. The City Manager and Health Inspector reported to the Council what work would be required and what work has been done before they would recommend renewal of the multiple dwelling license for Adolph Westman, 3712 - 2nd Street N.E. They reported on letters sent to Mr. Westman noting clean-up work to be done in the basement and yard, and problems with the building such as broken doors and stairways. It was suggested this matter be tabled for a period of time and inspect the premises to see what work was done and what actions will be necessary to insure compliance with ordinances and codes. Motion by Heintz, seconded by Land that the matter of the multiple dwelling license for 3712 - 2nd Street be tabled until the regular Council meeting of February 26, 1973, at which time a report will be submitted as to necessary corrective actions that have been taken, or what actions the staff would propose to assure compliance with the ordinanes. Roll Call - All Ayes. Property Tax Meeting. A request was received for the Assessor, Deputy Assessor, City Manager and possibly some Council members to attend a meeting on property taxes in St. Paul, January 25th. Motion by Heintz, seconded by Land that expenses be authorized for up to four people to attend. Roll Call ~ All Ayes. Legislative Liaison. The City Manager reported on discussions held between the managers of municipalities in Anoka County on proposed participation in expenses toward a legislative liaison for Anoka County Motion by Heintz, seconded by Land that the City Manager be authorized to negotiate with other municipalities in the county on either an expanded Anoka County Association of Municipalities effort or a joint powers agreement for expanded legislative and metropolitan affairs liaison in an amount not to exceed $8~000. Rol! Call - Ail Ayes. Bids on a Grader and Dump Truck. A request was received from the City Engineer to take bids on a new grader and a dump truck. He discussed with the Council a proposal for fixed guaranteed maintenance for a five year period and a.guaranteed buy-back price which would be optional on the grader, as is done in other communities. A discussion was held on standardizing colors on City equipment and it was suggested that all trucks and jeeps, etc. be painted red, and heavy equipment painted yellow. p. 6 Motion by He[ntz, seconded by Land that the Ci'ty Manager be authorized to advertise for bids on a motor grader and on a dump truck, bids to be opened January 25, 1873 at 10:©0 a.m., with a report to the Council at their meeting January 29, 1973. Roll Call - All Ayes. Bids on Radio Equipment. Hotion by Heintz, seconded by Land that the City Manager be authorized to advertise for bids on communication improvement equipment, bids to be opened at the regular meeting of the Council, February 12, 1973. Roll Call All Ayes. City Counci] Meetings. It was noted since it is not expected to have a quorum of the Council at their next regular meeting, January 22nd, and in anticipation of that a meeting has been cal led for the 29th January, there wi] ] be no meeting of the Counc[] on January 22nd. Resolution #73-01 Authorizing Application to Be Filed For A Grant for Waste and Drainage Separation Project. The City Engineer requested a resolution be adopted by the Council authorizing the City Manager to reaooly for federal funds for the 5th Street storm sewer project. Resolution f73-0i authorizing the City Manager to execute and file an ap?] icat ion with the Department of Housing and Urban Development for a grant under P.L. 89-]17 was offered by Heintz, seconded by Land. WHEREAS, pursuant to P.L. 117 the United States of America has author[zed the making of grants to public bodies to aid in financing the construction of basic water and sewer projects: NOW, THEREFORE BE IT RESOLVED by the City Council of theCity of Columbia Heights: That the City Manager be and he is hereby authorized to execute and fi le an application on behalf of the City of Columbia Heights with the Department of Housing and Urban Development, United States Government, ~:or a grant to aid in financing the construction of a waste and drainage separation faci ]i ty project, and an assurance of compliance with the Department of Housing and Urban ]eve]opment p. 7 regulations under Title VI of the Civil Rights Act of 1964. That the City Manager be and he is hereby authorized and directed to furnish such information as the Department of Housing and Urban Development may reasonably request in connection with the a~ ~c~ion which is herein authorized to be filed. Roll Call All Ayes. Authorization to Hire Clerk-Typist. The City Manager requested authorization to hire a clerk-typist to work in the Assessor's office to handle the volume of work that is necessary as was discussed informally prior to the Council meeting, recognizing that at the next regular Council meeting a resolution will be presented to transfer the necessary money from the unallocated general expense account as this was not projected last fall when the budget was set up. Motion by Land, seconded by Hein~ to grant the request. Roll Call: Land, Heintz - Ayes. Nawrocki - Nay. Motion carried. Licenses. Motion by Heintz, seconded by Land that the l~censes as listed be granted upon payment of proper fees. Roll Call - All Ayes. Snow Shoveling by Huset Park. Ken Hentges asked if the sidewalk on Jefferson Stre~ by the Huset Park warming h. ouse could be shoveled by the Park Department or the Street Department. This would be from the alley to the parking lot. The ~tter will be checked out. Purchase of Walky-Talkies. Ken Hentges asked for information on the purchase of walky-talkies. Councilman Heintz reported on meetings of the Anoka County Joint Law Enforcement Council and meetings with the Police Chief, County Attorney and County Administrator on taking bids through the County. Reports and Agendas. Ken Hentges asked the Council for permission to receive copies of the City Manager's weekly report to the Council and the agenda letter sent to the Council prior to the Council meetings. The City Manager was directed to check the matter and report back. Electrical Inspections. It was reported the Electrical Inspector is retiring at the end of this month and a discussion was held on what would be the most effective way of handling this work. The Council members D. indicated they would like to know what would be involved with any changes and they would prefer to make a decision on how this work could be carried out.
